RFP Section Question Smithsonian Response

Response to Bidders

1 Technical Package A19210008000 Model Henson steam carriage – Object list states: There is some cracking to fuselage. Will this item be ready for installation within the program dates?

Artifacts will be delivered on schedule as required 7/9/2018

2 J. 8

Within Tab 4.00 Display Cases of the provided J.8 bid document there are two line items; 4.0 and 4.1; with the latter appearing to be a modification or option of the former, however both lines are totaled together on the

Summary tab of the bid form. Please clarify.

Non‐reflective glass is the base requirement as per Specification document (for glass specification please refer to Specifications document section 10 1200 2.3C) therefore it is not option or modification however 4.1 requests for the additional cost to use non‐regflective glass on all cases instead of standard glass to be separated out. The use of reflective or non‐reflective glass does not alter the structure of the cases.

7/10/2018

3 J. 9 Please confirm Option 8.1 is asking to delete (1) case and

ADD (3) glass “vitrines” vs "cases" as stated in the explanation verbiage of Option 8.1

Correct, however the catalogue glass boxes are to replace 3 display cases: DC‐206‐46, DC‐206‐47 and DC‐

206‐49 as highlighted in the document 7/10/2018

4 J. 9

Does Option 10.4, 12.14‐16, and 12.19 thru 12.28 ask to delete the case and replace it with both a graphic and reader rail or solely a graphic sized to work with an eventual reader rail which, for this contract, is NIC?

These cases are mounted on the reader rails. Once omitting the cases and the artifacts the reader rail should remain with the modification of replacing the display cases with graphics. As an example DC‐203‐05 (dwg EX‐5‐11 G203 D‐D) removed the reader rail will have a full graphic on top as per typical detail EX‐5‐06

7 J. 13 and J. 27

The “Pratt & Whitney Wasp Major R‐4360‐59B Cutaway forklift riser”, “Wright Turbo‐Cyclone 18R‐3350‐TC

Engine”. “Rolls Royce RB211‐22 Turbofan Engine”, “Pratt & Whitney Twin Wasp, R‐1830‐92 Radial Engine”, “Pratt & Whitney Wasp A R‐1300, Radial 9 Engine” and “Wright Whirlwind J‐5A‐B Radial Engine” are all listed in both J.13 (SI‐furnished/Exhibit Fabricator installed) and J.27 (SI‐ furnished/SI‐installed) documents. Please clarify if the installation of the mounts for these elements are in‐ scope for the Exhibit Fabricator.

All structural mounts listed have two parts. The lower part is an intrical part of the plinth and should be installed by the Exhibit Fabricator. The installation of the artifact to the fabricated mount shall be by NASM.

The Exhibit Fabricator shall define connectivity of the upper mount to the lower mount and coordinate with

NASM.

Given the sensitive nature of the artifacts the responsibility of the final mount connectivity to the artifact shall be the responsibilty of NASM and coordinated by the Exhibit Fabricator with the remainder of the mount.

7/10/2018

10 J. 20 Drawings For Special Construction items SC‐102‐01 and SC‐102‐02 please clarify the extent of the scope required by the

Exhibit Fabricator.

The Exhibit Fabricator shall provide the wall and associated supports and fixings as called out in the exhibit technical drawing package EX‐1‐05 G102 and will create the aperture within the structure and any support required for the display case to fit into.

7/10/2018

12 Addendum 2

Graphic List ‐ There (223) line items on the Graphic List that are for a wide variety of dimensional letter types.

For pricing purposes how many characters should we assume per line item?

They are all different sizes but the technical packages have given the area they have to be cut from. Please refer to the exhibit technical package for character counts.

7/10/2018

13 Addendum 2 Graphic List ‐ Do the laser cut Medite letters need to be made out of FR Medite?

Yes 7/10/2018

14 Addendum 2

Graphic List ‐ There are (36) graphics noted as "Part of MO" and "Part of MI" that do not list a graphic fabrication type. Please provide specifications for bidding purposes.

This is covered in updated addendum files to be provided to bidders

15 Addendum 2

Graphic List ‐ There are many disconnects between what is shown in the various packages and what is noted in the Graphic Lists; in regards to sizes, substrates, mounting details, etc. Please confirm that for pricing purposes the

Graphic Matrix should supersede everything else.

Everything is contained within the Graphic Lists within the exhibit technical drawing package and should be priced primarily from this list.

7/10/2018

16 Section 10 1423 Signage Part 1.3 B ‐ Where do we find the "message schedule" referenced in this section, that we are to refer to for a complete list of sign types and quantities?

Section 10 1423 to be removed from the Specification Document as not part of the exhibt fabrication scope of work.

7/10/2018

26 Technical Package

Mechanical Interactive – 6.02.G207: The drawing indicates the top circle lights up on the panel representing the carbon effective, cost effective and time effective, which is easy to do, but does the central moving disk light up? The description 5.1 calls out rear back‐lit graphics. This might be tough to back‐light the graphic area and hide the mechanism that holds these graphics. We could light zones, but you may have some dark zones as you spin the disc.

Noted. Each Mechanical Interactive can be reviewed during the Exhibit Fabricators drawing production stage and any issues further addressed.

7/10/2018

31 Technical Package

Section 09 6900 Carpet Tile: In the specifications document 2.1 it states carpet to be laid is Government Furnished Equipment (GFE). Please confirm if this is correct. Would the carpet be delivered to site?

This is an incorrect entry in the Specifications document. Please note no flooring material or carpet will be government free issued. Procurement and installation cost of carpet with all other associated activities and requirements cost should be included in the bid by the Contractor.

32 Technical Package

SPECS: 13 8000 (p.375), MI Fabrication. C‐Shop Drawings: The note states “All final shop drawings must have an engineering stamp from an engineer licensed in the locality of the installation sit, if fabrication types necessitate, before being approved for fabrication”. Can you elaborate on “…if fabrication types necessitate...”?

What are fabrication types needing engineering stamp?

Do we need engineering stamp on the flip books for example?

Mechanical Interactives that contain structures over 500 Ibs should require clarification of structural integrity to be self‐supporting. Any area with the structures that are at risk of vistors applying pressure of over 25 Ibs to operate also require clarification of structural durability.

7/10/2018

33 Technical Package

Gallery 203 “Nation of Speed” includes a requirement to provide five (5) Special Constructions. However, there are no drawings for these items. Please provide the complete scope of work.

Drawings of the referenced Special Constructions (SC) are included in the exhibit technical drawing package as EX‐5‐11, 16, 17, 19 & 18 G203. These are referenced in the SC List on drawing EX‐1‐05 G203

7/10/2018

35 J. 8

Document J.8 Schedule of Unit Prices – It appears that this document is for one gallery, 102 /America By Air.

Our question is should there be a summary tab for each of the nine galleries similar to this? There are individual tabs following the summary tab should we assume that each tab is for all nine galleries and the total from each gallery goes to the summary tab, or create a J.8 document for each of the 9 galleries?

One schedule of unit prices should be completed, not one per gallery. An updated J.8 attachment is included with this update. The bid sheet for the overall project should only include cost by gallery, not individual line item costs.

7/10/2018

37 Technical Package Please can you provide a Door Schedule

The gallery doors are part of the Revitalization contract and will not be provided as part of the exhibit fabrication works. Doors relating to particular exhibits are minimal and are called out in the exhibit technical drawing package as required.

38 Technical Package Please can you confirm who is responsible for core drilling for services, will this be carried out by the base build contractor prior to the works commencing?

The core drilling for poke‐thrus and connectivity with the walkerduct will be completed by the Revitalization contractor including, the conduit containment and drawstring to the nearest blackbox cable tray beneath the floor slab and is not within the scope of the NASM

Exhibit Fabricator.

7/10/2018

40 Technical Package V20170188004 Boeing 747 nose section – Please clarify whether this item may require rigging? Document X0382

Lists and Cut Sheets, Page 285

This does not require rigging it is an existing exhibit within the gallery and will be protected in place (PIP) up to mobilization of the Exhibit Fabricator.

7/10/2018

42 Technical Package

A19790353000 Stringfellow Triplane, Reproduction – Object list states: We may need to manufacture a strongback (would not need to be very substantial) to allow us to have some support taglines in addition to the mount off the wall. Can you now confirm whether a strong back is required? If unknown, should an allowance be included for this? Please confirm that this is to be wall mounted only?

No allowance by exhibit fabricator needs to be made 7/9/2018

49 Technical Package We kindly ask for the following documents we could not find: J22 Mount Catalogues, the catalogue related to the

Gallery NMB 205 Exploring the Planets

Gallery 205 Exploring the Planets does not have structural mounts

Annex and addendum files will be provided to all bidders 7/10/2018

60 Technical Package

There are a number of schedules that are located at the beginning of each drawing package and my question is there a compiled list of these schedules in excel format.

This would greatly help in sorting all of this information.

(display plinths, wall partitions, display cases, graphic schedules). Due to the time constraints we would request that this information be submitted as quickly as possible.

Schedules have been provided to bidders 7/9/2018

61 Technical Package

We could not find any schedule or breakdown of the items or elements composing the different packages of the Schedule of unit prices (AV/CI Hardware, Exhibitry, Display Cases, Interactives, Graphics, Base Build, Lighting, BB Connectivity). Please clarify if this schedule will be available for the bidders.

Schedules have been provided to bidders 7/9/2018

01. J7 Attachment F to N.

Proposed classification field does not match with the key role. For instance, a Safety Coordinator role is not related to being a Lead Acoustical Engineer. Please clarify.

J.7 Attachments F through X have been updated and changes have been highlighted

63 Technical Package

Will the Smithsonian be providing additional detailed pricing lists for bidders to confirms scope and to ensure that all bidders are submitting apples to apples pricing?

We have received the casework and the graphics lists, but in all previous recent large Smithsonian RFPs (NMAAHC, NMAH 2W, Deep Time) bidders have been given detailed pricing sheets itemizing all aspects of the scope, gallery by gallery, in far more detail than what is required in attachment J.8. Indeed, in evaluating pricing, how is the Smithsonian to know whether a bidder included such and such a plinth or such and such a railing, when no line item for such an element exists and all that is required are lump sums? Please clarify how the

Smithsonian intends to determine, in detail, what a proposer’s pricing includes and does not include failing this detailed Bill of Quantities or Element List?

The technical packages provide detailed scope information that allows for proper pricing of this contact ‐ further information will not be provided for bidding purposes

J. 7 Reference Attachment C, Past

Performance Questionnaire, located on Page 4 of Document

We can’t find any instructions for what to do with this form, if anything. Attachment C is not mentioned in the RFP at all. Attachment C itself is titled “Provided for

Information Purposes Only.” Do the bidders need to do anything with this form prior to the bid submission?

J. 7 Attachment C has been updated with highlighted instructions

J. 7 Reference Attachments F – N Key Personnel

Resume Templates, located on Pages 7

– 16

In many cases, the Attachment title, such as Case Manufacturer(s) Coordinator, does not match the “Proposed Classification” or the “Required Skills” sections. • As an example, Attachment H – KEY

PERSONNEL RESUME TEMPLATE – CASE

MANUFACTURER(S) COORDINATOR, has a “Proposed Classification” of “LEAD EXHIBIT DESIGNER,” and an Education requiring a design degree. It appears these forms were incompletely updated from a previous solicitation. Please update the resume templates to accurately reflect the positions, experience, and education required for exhibit fabrication.

J.7 Attachments F through X have been updated and changes have been highlighted

67 Building Trades

There are MANY mentions of building trade work throughout the drawings and documents. In most cases, these mentions do not specify who is to provide the item. Rather than attempting to clarify each mention, please provide an overall description of the building trades to be provided by the building general contractor and those to be provided by the exhibit fabricator. If a given task is shared between the building general contractor and the exhibit fabricator, please specify where one ends and the other begins. This clarification is a major reason why we have asked for an extension of the bid due date.

Delineation of trades is explained in Section C of the

RFP

7/9/2018

68 J.8 How are we to use Attachment J.8 Schedule of Unit Prices? The RFP references using J.14 Bid Sheet to submit pricing?

J.8 is for submitting set prices for units identified in the attachment; J. 14 is for submitting the full bid
