NASM

Question

Question Smithsonian Response Notes

A19210008000 Model Henson steam carriage – Object list states: There is some cracking to fuselage. Will this item be ready for installation within the program dates?

Artifacts will be delivered on schedule as required 7/10/2018

Within Tab 4.00 Display Cases of the provided J.8 bid document there are two line items; 4.0 and 4.1; with the latter appearing to be a modification or option of the former, however both lines are totaled together on the Summary tab of the bid form. Please clarify.

Non‐reflective glass is the base requirement as per Specification document (for glass specification please refer to Specifications document section 10 1200 2.3C) therefore it is not option or modification however 4.1 requests for the additional cost to use non‐ regflective glass on all cases instead of standard glass to be separated out. The use of reflective or non‐reflective glass does not alter the structure of the cases.

7/10/2018

Please confirm Option 8.1 is asking to delete (1) case and

ADD (3) glass “vitrines” vs "cases" as stated in the explanation verbiage of Option 8.1

Correct, however the catalogue glass boxes are to replace 3 display cases: DC‐206‐46, DC‐206‐47 and DC‐206‐49 as highlighted in the document 7/10/2018

Does Option 10.4, 12.14‐16, and 12.19 thru 12.28 ask to delete the case and replace it with both a graphic and reader rail or solely a graphic sized to work with an eventual reader rail which, for this contract, is NIC?

These cases are mounted on the reader rails. Once omitting the cases and the artifacts the reader rail should remain with the modification of replacing the display cases with graphics. As an example DC‐203‐05 (dwg EX‐5‐11 G203 D‐D) removed the reader rail will have a full graphic on top as per typical detail EX‐5‐06 G000.

7/10/2018

Response Date 7.17.2018

Does Option 12.10 call for the deletion of display case DC‐206‐

02 or does it add a plinth within it?

Option 12.10 calls for removing all the reader rails on that wall (RR‐ 206‐05‐09). DC‐206‐06, DC‐206‐01 and CI‐206‐01 has already been removed from this section in previous options (see 12.7, 12.5 and 9.6) however once the reader rails are removed DC‐206‐02, which until then is supported by the reader rail, will have to gain a plinth structure to keep it in height and free standing as this case is not being omitted at this step (it happens at a later stage 13.1 alongside with DC‐206‐07 at 13.2, but the latter was already stand alone case).

For new plinth structure under the case DC‐206‐02 please reference for costing drawing EX‐5‐23 G207 for structure and finish but keep

DC‐206‐02 foortprint and current height.

7/11/2018

There is a repeated reference on the drawings to a Security Subcontractor which needs to possess a "software house C‐

CURE certification. We assume, based upon this same subcontractor's needing to work with the elevator contractor, that this is in reference to the base building GC's subcontractor and not the Exhibit Fabricator. Please confirm.

If requested of the fabrication contractor, certification is to be held by the Exhibit Fabricators security subcontractor for any additional security cameras, amendments and final programming/commissioning of blackbox security camera provisions, in order to perform such work under the scope of the exhibit fabricator and called out in the exhibit technical drawing package. As of the date of this response, NASM intends to add this scope to the

Revitalization contractor, not the Exhibit Fabricator.

7/11/2018

The “Pratt & Whitney Wasp Major R‐4360‐59B Cutaway forklift riser”, “Wright Turbo‐Cyclone 18R‐3350‐TC Engine”.

“Rolls Royce RB211‐22 Turbofan Engine”, “Pratt & Whitney Twin Wasp, R‐1830‐92 Radial Engine”, “Pratt & Whitney

Wasp A R‐1300, Radial 9 Engine” and “Wright Whirlwind J‐5A‐ B Radial Engine” are all listed in both J.13 (SI‐ furnished/Exhibit Fabricator installed) and J.27 (SI‐ furnished/SI‐installed) documents. Please clarify if the installation of the mounts for these elements are in‐scope for the Exhibit Fabricator.

All structural mounts listed have two parts. The lower part is an intrical part of the plinth and should be installed by the Exhibit

Fabricator. The installation of the artifact to the fabricated mount shall be by NASM.

The Exhibit Fabricator shall define connectivity of the upper mount to the lower mount and coordinate with NASM.

Given the sensitive nature of the artifacts the responsibility of the final mount connectivity to the artifact shall be the responsibilty of NASM and coordinated by the Exhibit Fabricator with the remainder of the mount.

The Finishes list includes two colors for solid surfaces: "RAL 7015 Slate Grey" and "RAL 5009 Azure Blue", both of which are custom colors and not a standard product for any of the manufacturers listed in the specifications. May alternate stock colors be provided?

Ral 7015 Slate Grey is an important color. Given the minimum quantity for a custom color is 15 sheets we would request this is used. RAL 5009 is used as a paint finish only.

7/11/2018

For the Lifecast figures not called out as monochromatic or bronze, are we to assume we are to produce full‐color figures wearing actual vs sculptural/hardcast clothes?

Actual full‐color painted resin figures wearing fabric clothing are required for MO‐107‐05 Wilbur flying kite and MO‐107‐06 Figure of child. The clothing for MO‐107‐07 Orville in 1903 Wright Flyer is being supplied by the client.

7/11/2018

Mechanical Interactive – 6.02.G207: The drawing indicates the top circle lights up on the panel representing the carbon effective, cost effective and time effective, which is easy to do, but does the central moving disk light up? The description

5.1 calls out rear back‐lit graphics. This might be tough to back‐light the graphic area and hide the mechanism that holds these graphics. We could light zones, but you may have some dark zones as you spin the disc.

Noted. Each Mechanical Interactive can be reviewed during the Exhibit Fabricators drawing production stage and any issues further addressed.

7/10/2018

Mechanical Interactive – 6.03.G207: Would you like us to use a Molex touch panel for this activity? It is a custom, flexible, touch panel display. Please see attached link.

Document J.8 Schedule of Unit Prices – It appears that this document is for one gallery, 102 /America By Air. Our question is should there be a summary tab for each of the nine galleries similar to this? There are individual tabs following the summary tab should we assume that each tab is for all nine galleries and the total from each gallery goes to the summary tab, or create a J.8 document for each of the 9 galleries?

One schedule of unit prices should be completed, not one per gallery. An updated J.8 attachment is included with this update. The bid sheet for the overall project should only include cost by gallery, not individual line item costs.

X0381‐205‐Technical PDF. PAGE EX‐7‐01‐205, Installation Sequence (question applies to Installation Sequence Tables for all galleries). Is the Exhibit Contractor considered the

“Transformation Contractor”?

Throughout the RFP, the NASM Exhibit Fabrication Contractor is the "Transformation Contractor"

7/10/2018

X0381‐205‐Technical PDF. PAGE EX‐7‐01‐205, Installation Sequence (question applies to Installation Sequence Tables for all galleries). It appears the Exhibit Fabricator (Transformation Contractor?) is responsible for rigging suspension points for “all suspended aircraft” but is not responsible for hanging the aircraft themselves. Please clarify.

The Exhibit Fabricator is responsible for coordinating the artifacts and mount points with the Revitalization contractor who will be installing all strongbacks and unistrut as part of the blackbox provision. NASM shall be responsible for physical suspension of all artifacts and associated cabling. Suspending exhibits including the ATS 6 Antenna lighting rig shall be the responsibilty of the Exhibit Fabricator from the strongbacks and unistrut provided by the CSC.

EX‐6‐22‐205; Who is responsible for hanging MO‐205‐01‐18 Planets and Scaled Models in Gallery 205? Will these be mounted by the SI staff or are they the responsibility of the Exhibit Contractor?

The Exhibit Fabricator contractor is responsible for fabrication and mounting of referenced models

7/10/2018

The Object lists reference Annex files/documents. Are you able to provide these documents?

Annex and addendum files will be provided to all bidders 7/10/2018

There are a number of schedules that are located at the beginning of each drawing package and my question is there a compiled list of these schedules in excel format. This would greatly help in sorting all of this information. (display plinths, wall partitions, display cases, graphic schedules). Due to the time constraints we would request that this information be submitted as quickly as possible.

Schedules have been provided to bidders 7/9/2018

We could not find any schedule or breakdown of the items or elements composing the different packages of the Schedule of unit prices (AV/CI Hardware, Exhibitry, Display Cases, Interactives, Graphics, Base Build, Lighting, BB Connectivity).

Please clarify if this schedule will be available for the bidders.

Schedules have been provided to bidders 7/9/2018

Proposed classification field does not match with the key role. For instance, a Safety Coordinator role is not related to being a Lead Acoustical Engineer. Please clarify.

Will the Smithsonian be providing additional detailed pricing lists for bidders to confirms scope and to ensure that all bidders are submitting apples to apples pricing? We have received the casework and the graphics lists, but in all previous recent large Smithsonian RFPs (NMAAHC, NMAH 2W, Deep Time) bidders have been given detailed pricing sheets itemizing all aspects of the scope, gallery by gallery, in far more detail than what is required in attachment J.8.

Indeed, in evaluating pricing, how is the Smithsonian to know whether a bidder included such and such a plinth or such and such a railing, when no line item for such an element exists and all that is required are lump sums? Please clarify how the Smithsonian intends to determine, in detail, what a proposer’s pricing includes and does not include failing this detailed Bill of Quantities or Element List?

The technical packages provide detailed scope information that allows for proper pricing of this contact ‐ further information will not be provided for bidding purposes 7/9/2018

We can’t find any instructions for what to do with this form, if anything. Attachment C is not mentioned in the RFP at all.

Attachment C itself is titled “Provided for Information Purposes Only.” Do the bidders need to do anything with this form prior to the bid submission?

J. 7 Attachment C has been updated with highlighted instructions 7/9/2018

In many cases, the Attachment title, such as Case Manufacturer(s) Coordinator, does not match the “Proposed

Classification” or the “Required Skills” sections. • As an example, Attachment H – KEY PERSONNEL RESUME

TEMPLATE – CASE MANUFACTURER(S) COORDINATOR, has a “Proposed Classification” of “LEAD EXHIBIT DESIGNER,” and an Education requiring a design degree. It appears these forms were incompletely updated from a previous solicitation. Please update the resume templates to accurately reflect the positions, experience, and education required for exhibit fabrication.

Price Schedule (Complete as part of business proposal). Is there a detailed pricing schedule for the submission of the Deductive Options or are you expecting all sub elements to be included in the total firm fixed price? For example, Option #13 (CLIN #14) includes 12 sub elements.

All sub elements of deductive options should be included in the firm fixed price

There are MANY mentions of building trade work throughout the drawings and documents. In most cases, these mentions do not specify who is to provide the item. Rather than attempting to clarify each mention, please provide an overall description of the building trades to be provided by the building general contractor and those to be provided by the exhibit fabricator. If a given task is shared between the building general contractor and the exhibit fabricator, please specify where one ends and the other begins. This clarification is a major reason why we have asked for an extension of the bid due date.

Delineation of trades is explained in Section C of the RFP 7/9/2018

How are we to use Attachment J.8 Schedule of Unit Prices?

The RFP references using J.14 Bid Sheet to submit pricing?

J.8 is for submitting set prices for units identified in the attachment;

J. 14 is for submitting the full bid

OCON responded 7/9/2018

The Exhibit Fabricator is to provide Marmoleum flooring in eight of nine galleries, with carpet tiles priced as an option.

J.24 Specifications provides information on floor leveling/surface prep requirements but there is no indication within the project documents stating whether this task will be done by the base building GC or will need to be done by the exhibit fabricator. Please clarify

The Revitalization contractor will provide a clean floor once current carpet is removed.

7/9/2018

With regards to the Alteration works to the Fire Life Safety systems (Fire alarm/Sprinklers etc) where we are due to extend who will be responsible for the overall commissioning of the system?

The Commissioning Agent will work with CSC (Revitalization contrator) and Smithsonian to ensure the system is commissioned per the contract documents. The fabrication contractor is not responsible for commissioning of the life safety systems.

7/9/2018

Please can you advise who the current Museum incumbent contractors are for the following: Fire Alarm Systems, Security including CCTV, Fire Alarm System including

Structural Mounts – In the bid package there documents J.13 Structural Mounts SI Furnished‐Fabricator Installed and J.27 Structural Mounts SI Furnished –SI Installed. But on the drawing package there are list of Structural Mounts that are not included on either of these lists, some indicate that they are new some indicate to be re used. Please clarify what is required for this scope of work.

Please see C.3.13 in the RFP. A general summary is the fabrication contractor's scope of work includes all new structural mounts within the Mounts Package that is not listed as Smithsonian (SI) Furnished in either the J13 or J27. These remaining mounts are considered highly integral to an exhibit component.

Structural Mounts – on documents J.13 and J.27 in the section for Gallery 105 Reinventing Flight the forklift riser for the Pratt & Whitney Wasp Major R‐4360‐59B Cutaway is listed on both sheets. Which is correct?

This structural riser should be removed from the J13 SI Furnished ‐ Fabricator Installed attachment. Its correct location is in J27 SI

Furnished ‐ SI Installed. This riser was not assigned a SM number in the design phase. This riser is required for the movement and placement of the Pratt & Whitney Wasp Major R‐4360‐59B Cutaway into the case which will be performed by the Artifact Move

Contractor (AMC)

7/9/2018

Who is responsible for mounting the artifacts on to the

Structural Mounts?

Artifact handling will not be conducted by fabrication contract 7/9/2018

Objects that have not yet been acquired and have a requirement to be rigged, please advise when and where these items would be available for review by the specialist rigging contractor?

Once the fabrication contract is awarded, schedule information on new acquisition and loaned artifacts will be provided to the contractor.

For graphic types 6a, 6b, 6c, 7a, and 7b, may we substitute Direct Digital Printing for Dye‐Sublimation printing? The proposed Direct Digital Printing is the same process specified for graphic types 12, 15, 16, and 21.

No, we have specified Dye sublimation for the durability of the finish. Please use types specified.

7/10/2018

Having bid on the Armstrong Spacesuit Case, DC‐206‐30 in Exploration Suite, G206 Destination Moon under a separate RFP, can you please confirm if we are to omit this case from the current case schedule?

The Armstrong Spacesuit Case is not part of this contract and should be omitted from the case schedule. Addendum documents will be issued reflecting this information.

7/11/2018

As a result of the separate Armstrong Spacesuit Case RFP results, is there a preferred Showcase supplier list (aka short list) to be provided by NASM?

There is not a preferred exhibit case supplier however we have specified case manufacturer past performance requirements in the

Evaluation criteria and also in the specifications.

On the case layout drawings there is a schedule listed on the drawing that list Object #, Object Name, and Mount Code.

Please clarify is the Exhibit Fabricator responsible for making these mounts. In Document 18QT0010036 – C.3.13 – It states; The nine West End exhibitions include a variety of small, medium, and large artifacts. A description of these objects is available in the Exhibit‐specific Cut Sheets and List package for each of the galleries. The Owner will fabricate conservation quality artifact brackets and mounts for the small to medium objects and install these in coordination with the Artifact Move Contractor (AMC).

As stated in the RFP – C.3.13 The Owner will fabricate and install these artifact mounts and is not within the scope of the Exhibit

Fabricator. The case layout drawings should however be utilized by the Exhibit Fabricator to ensure the exhibit cases are constructed to support the mounts and the object it supports as listed in the schedule and its location detailed in the drawing. There are structural risers integral to exhibitry which is within the scope of the Exhibit Fabricator. These are within the Mounts Package and are to include all structural mounts/risers not listed in J13 Smithsonian

Furnished Property and J27 Smithsonian Installed Property.

Technical Package – Addendum 2 question 31: Will the carpet specification be updated to reflect that the carpet is not

Government Furnished Equipment. Please provide information on what the carpet is (manufacturer, type, color, etc.).

Please clarify whether the high‐level artefacts/models will be assembled by others in‐situ or will they be pre‐assembled by others on the ground prior to our specialist rigging company lifting into position.

High level artifact rigging is not within the fabrication contract scope.

Models are within the fabrication scope as noted, and assembly should be determined by the fabrication contractor.

7/17/2018

Please clarify whether the high‐level artefacts/models will be stored in the same location to survey or stored in multiple locations.

High level artifacts are not within the scope of the fabrication contractor.

7/17/2018

Please confirm whether any of the aircraft or space craft artefacts have suffered any damage or been retrieved from salt water.

Artifact treatment is not within the scope of the fabrication contractor, so this question is not relevant to bidding on this contract

7/17/2018

Please clarify whether all connections to high level items need to be non‐intrusive and certified/rated.

High level artifact rigging is not within the fabrication contract scope. 7/17/2018

Please clarify where panels need to be removed to allow steel wire rope to access hard points, is the replacement of the pierced/scenic panels part of the exhibition fit out scope?

NASM is unsure what this question refers to; however, any exhibit panel adjustments would be the responsibility of the fabrication contractor.

Please confirm if all “Type 17 ‐ Silicone edged graphics with a

1.75" frame” are backlit or non‐backlit.

96 Please confirm the specification for "0.040 Sign Blank”.

Type 6B is "Dye‐sub wrapped to pc aluminium. Is this the correct specification or should this be a dye sublimation direct to pc aluminium?

Type 7B is "Dye‐sub wrapped onto .040 mill finished aluminium. Is this the correct specification or should this be a dye sublimation direct to aluminium?

Type 19 is a "Backlit diffused transparency". Please confirm if this is a Duratran print, or something else.

Please confirm that there are seven displays in total, six of which are existing with one new display to be provided as part of our tender return.

Per the RFP, this contract covers nine exhibits. Please reference the RFP and technical drawings for scope information.

Ref: CI‐102‐09/10: Airbus A320 Simulator The specification states seven PC’s to only one display. Is this correct or should it read one PC for each display (one new, six existing)?

Please confirm if the PCs/switches (including KVM consoles and associated switches), are furnished by the client? Does this also include the uninterrupted power supply?

Please explain the technical setup of exhibits AV‐102‐AD‐a&b, AV‐103‐AD, AV‐105‐AD‐a&b, AV‐106‐AD‐a&b, AV‐107‐AD‐ a&b, AV‐203‐AD, AV‐205‐AD‐a&b, AV‐206‐AD‐a&b, AV‐207‐

AD‐a&b. It is our understanding the audio description beacons will be installed throughout the exhibit. However, it is not clear in the documentation where or how the specified speakers and buttons are installed. Will they be installed within a cabinet at the entrance of their respective gallery, please advise?

AV‐10*‐AD has a brief ‘gallery wide audio description’ but only with single small speaker(s). Does the client expect gallery wide soundscape or a localised audio brief of the gallery?

The drawings refer to the ‘Lighting Controls System Integrator (LCSI)’ and ‘Lighting Fixture Integrator’, both of whom are employed directly by the client. Please provide details of their scope of works. We note, the documents state that the ‘LCSI’ will free‐issue the control cables, and will terminate. We also assume they are supplying and installing all the controls, please advise.

There is a note on the lighting drawings that states ‘based on the base building 100% CD drawing, exhibition lighting panel board EL2WXXX does not have sufficient spaces to accommodate new work’. We assume that any shortfall will be picked up by the LCSI. Please advise.

Please confirm locations of all distribution boards and lighting control panels.

A number of the lighting cut sheets (ref E.DA1a for example) do not specify the fitting but note ‘Luminaire selected from base building lighting specification', see Quinn Evans 100% Revitalisation lighting package. Can you please provide the specification?

The additional emergency lights are noted as type S. D10a, which is not included in the cut sheets provided. Please provide details, (note, these may be covered in the document noted above).

Emergency lights are not within the scope of the fabrication contract, coordination will be required by the fabrication contractor

Please confirm who will be undertaking the security camera works within the galleries.

Security cameras are not within the scope of the fabrication contract, coordination will be required by the fabrication contractor 7/17/2018

The drawings note some relocations under this contract and also some new equipment. There is no specification or details so please confirm the scope of works, and if we are to include please also provide the full specification and / or details of the base build fire alarm company.

Fire alarms are not within the scope of the fabrication contract, coordination will be required by the fabrication contractor
