About this file

This is a Questions and Answers document containing 29 questions from industry and FBI responses regarding Amendment 0005 of the Aviation Maintenance and Support Services (AMSS) solicitation. The document primarily addresses clarifications about aircraft rental pricing, security clearance requirements, and pricing template details.

Key clarifications include: aircraft rental prices are for training purposes only and will not be evaluated; both Secret and Top Secret clearance levels are required for certain positions, particularly in Manassas; contractors can modify the pricing template to comply with their DCMA-approved accounting systems; transition-in locations include Manassas VA, Pt. Mugu CA, Lakehurst NJ, and Stafford VA; and immediate service requirements for Atlanta, Chicago, and Denver are not included in the transition-in scope. The FBI also confirmed that several previously removed FAR clauses will be restored once their contract writing system issues are resolved, and that Past Performance Questionnaires can be submitted directly by vendors to the Contracting Officer.

Q&A

Column1Question from IndustryRFP ReferenceFBI ResponseResult in an Amendment
1Will the Government explain the requirement to provide Aircraft Rental Prices Hourly Rate (wet)?Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”The intent is meant to support training purposes if needed.
2Does the Government want current (2024) pricing for Aircraft Rental Prices Hourly Rate (wet)?Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”No, assume 01 JAN 2025 for pricing purposes
3How will the prices for Aircraft Rental Prices Hourly Rate (wet) be evaluated?Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”They will not be evaluated - it is for informational purposes only.
4Does the Government consider the prices for Aircraft Rental Prices Hourly Rate (wet) to be a contractually binding part of the offer or for informational purposes?Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”No, informational purposes only.
5Should the Government decide to exercise the aircraft rentals identified in the IDIQ Price Template, how would they be used, for training of aircrew or for operational tasking?Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”Training only.
6Will the Government clarify if the terms leased aircraft and rental aircraft are the same or different?PWS 10.3.1 and 10.3.1.2.1.
Attachment J-4 IDIQ Price Template_AMSS, Auxiliary Labor-Services sheet, Rows 32-41 “Aircraft Rental Prices”They are the same and have been updated to reflect "leased".Yes.
7Does the Government intend to issue a CPAF task order where the total possible fee is 2% (which is the CLIN XX10 fee) or does the Government intend to issue both CLIN XX09 (max 10%) and XX10 (max 2%) such that the maximum possible fee would be 12%?
RFP Section B, CLIN XX10 Award FeeYes both CLINs will be included on a CPAF Task Order. Even with a CPAF the contractor still needs to account for fee. On a CPAF TO there will be a separate line item for both Fee and Award Fee. There would normally be a space for it on the Standard form but limitations in our contract writing system do not allow for it to print.
8Please confirm after award that the contractor can use labor positions outside of those listed in CLIN XX12. For example, in accordance with our Disclosure Statement and our DCMA-approved accounting system, contracts support, finance (project control) support, security, and quality assurance are direct charge labor categories.
RFP Section B, CLIN XX12Yes, if they provide the services required in the PWS and hold the same experience/skill requirements.
9We note the following clauses were removed in Amendment 0005. However they appear to be required based on FAR prescriptions. Please confirm whether or not these clauses apply.

13Section M.3.4 states

"TRANSITION PLAN – FACTOR 4

The Government will evaluate the offeror’s Transition Plan to determine its feasibility, thoroughness, and effectiveness in ensuring a seamless transition with minimal disruption to ongoing operations. The evaluation will be based on the following criteria:

Detailed Transition Timeline and Milestones The Government will assess the offeror’s proposed timeline, including key milestones, deliverables, and critical path activities. The timeline should reflect an understanding of the time-sensitive nature of the transition and the necessary steps to complete each phase efficiently. Favorable consideration will be given to transition plans that offer a clear, achievable schedule aligned with the contract start date."

Can a 11x17 landscape page be utilized -and will it count as one page?

RFP Section M.3.4Yes and yes.
14The Total Evaluated Cost now includes FIXED FEE on rows 38 and 43. However M.3.6 PRICE – FACTOR 6 states "The Total Evaluated Cost (TEC) for purposes of the IDIQ contract award will be factored as follows: the government will take the hourly rates for all personnel at the transition-in locations and multiply that by the estimated full time equivalent (FTE) hours of 2000 (not inclusive of holidays) to get an annual full-time cost for each position. The annual cost for each position will be added together, and the total will be the annual cost. The annual total for the base and all option years will represent the TEC."

Question: please clarify if the TEC includes the pricing in Rows 33 through 47 since these items do not appear in Section M.3.6. This appears to create a conflict between M.3.6 and Attachment J-4. We recommend the Government remove Rows 33 through 47 in Attachment J-4 to remove the conflict.

Attachment J-4Rows 33 through 47 is only the summary of the information above on the same tab. Rows 33-47 lists Manassas, VA, Pt. Mugu, CA, Lakehurst, NJ and Stafford, VA (this info also pulls from the respective tabs - it was only added here for ease of reference) which are all the transition-in locations listed in section M.3.6.
15In the Rates tabs, can Offerors add additional fields (before the BY Rate cells) and revise formulas for indirect rates fields, in order to comply with our DCMA approved Estimating System? For example, there is no field after G&A for FCCM (Facilities Capital Cost of Money), which is an indirect cost that would go into our rates.
Attachment J-4The rates tab was only created to try and make it easier for the vendors to fill out the price template. Vendors can enter whatever rates they need to in order to show a complete labor rate. If the vendors needs to add categories then do so - the government is only concerned with the final labor rate. The government requests this information to help aid its evaluation that the labor rates are fair and reasonable.
16Can Offerors revise formulas and add columns in Attachment J-4 in order to comply with their DCMA approved Cost Estimating System for application of fringe, Overhead, and G&A rates to unburdened labor rates?
Attachment J-4The rates tab was only created to try and make it easier for the vendors to fill out the price template. Vendors can enter whatever rates they need to in order to show a complete labor rate. If the vendors needs to add categories then do so - the government is only concerned with the final labor rate. The government requests this information to help aid its evaluation that the labor rates are fair and reasonable.
17Given the time constraints and timing of the holidays, and since J-8 requires CPARs-type data, would the Government be amenable to the Offeror filling out the PPQ based on CPARs and submitting J-8 along with a copy of the CPAR to the FBI CO in lieu of having the Government evaluator submitting directly to the FBI CO?
Attachment J-8 PPQ InstructionsThe RFP does not require the PPQ to come directly from the POC. The vendor can submit the PPQ directly to the Contracting Officer.
18PWS Section 2 Table 1 identifies Atlanta, Chicago, and Denver locations as immediate requirements. Why are these not included as part of the Transition-In scope and Total Evaluated Cost in Attachment J-4?
PWS Section 2 Table 1, page 11
PWS 9.3.1 Worksite Location and ServicesThese sites do not currently have any service. We need immediate service at the sites that are already established which is why we focused the transition-in on those sites.
19Question: Could the Government please clarify how contractors are expected to comply with the requirement for a specific UH-60M? Paragraph 10.3.1.2.1 - Aircraft states: “The Contractor may be required to provide leased aircraft, as directed by the Government, under a separate Task Order placed against the IDIQ. Any additional aircraft requirements to be provided by the Contractor will be addressed on the Task Order as the need is identified.” The Revised J-4 specifies the leasing of UH-60M aircraft, which cannot be owned or leased by civilians due to its designation as a military-specific aircraft governed by strict U.S. export control laws and operational regulations. The UH-60M includes classified and sensitive technologies, such as advanced avionics, weapons systems, and encrypted communications, which are restricted under the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act (AECA). These restrictions make ownership or leasing by contractors legally and operationally infeasibleParagraph 10.3.1.2.1 - AircraftThis was an oversight - removed.Yes.
20Question: Could the government please clarification on the following points: Reissued J-4, Tab Auxiliary Labor – Services indicates separate pricing for personnel with Secret and Top Secret clearances, without establishing a rationale for two rates of unknown quantities.Reissued J-4, Tab Auxiliary Labor – ServicesThe contract the government is establishing is an "Indefinite Delivery-Indefinite Quantity (IDIQ)" contract in accordance with FAR 16.504 which means quantity is not defined. We establish pricing at the IDIQ level and define quantity at the Task Order level when the need is identified. For security clearances - the rationale would be that an individual with a Top Secret security clearance would cost more than an individual with only a Secret security clearance. The government is asking for a separate price to account for the level of security clearance required.
21Definition of "Top Secret" Requirements: The FBI has not provided clarity on which Task Orders or number of personnel requiring Top Secret clearances, despite prior requests. The PWS specifies these positions are in Manassas, but no provisions are made for scenarios where positions might be relocated, such as to a site requiring Top Secret clearances, or for adjusting wages accordingly.

Question: Could the Government please clarify which Task Orders and positions require Top Secret clearances, including the number of personnel and their locations?

Reissued J-4, Tab Auxiliary Labor – ServicesThe government's known requirement at this time regarding aircraft that require classified personnel is stated at PWS Section 5.11. The contract the government is establishing is an "Indefinite Delivery-Indefinite Quantity (IDIQ)" contract in accordance with FAR 16.504 which means quantity is not defined. The govt establishes pricing at the IDIQ level and defines quantity at the Task Order level when the need is identified. Quantities and locations are identified for the transition-in locations. Other locations are provided in the PWS but in accordance with an IDIQ contract those Task Orders are not yet identified.
22Question: Will provisions be made for wage adjustments post award for personnel required to be cleared to the TS levelReissued J-4, Tab Auxiliary Labor – ServicesIt's not clear what this question is asking. There is already a provision on the price template to account for personnel with Secret and Top Secret security clearances. The Task Orders will set forth the number of personnel and security clearances required.
23Bias Concerns: The inclusion of "Top Secret" requirements appears to serve as a potential discriminator against the incumbent workforce whereas the government removed all personnel security clearance requirements from the contract in March 2024; whereas, none of the incumbent staff have TS clearances.
Question: How does the government envision handling the incumbent labor force since none of them meet the TS security level requirementReissued J-4, Tab Auxiliary Labor – ServicesIt is the contractor's responsibility to provide personnel and comply with all statutes and regulations as applies to hiring of personnel.
24Question: Since none of the incumbent personnel meet the TS requirement, and both the RFP and CBA both specify the number of FTEs, will the government require removal of current personnel in order to meet the TS requirement?Reissued J-4, Tab Auxiliary Labor – ServicesThe Service Contract act affords those incumbent personnel that are qualified the right of first refusal. The RFP states that security clearances up to Top Secret are required. This means some locations will only require a Secret clearance such as the Stafford, VA location and possibly other locations as the mission dictates.
25Question: If the government intends to hold on to the incumbent labor pool while awaiting personnel to clear to the TS level, why wasn’t the incumbent afforded this opportunity?Reissued J-4, Tab Auxiliary Labor – ServicesSee response to #23.
26Fee Absence: No indication of an applicable “fee” is provided, further exacerbating contractor risk due to unclear pricing requirements This tab introduces unnecessary ambiguity and risk while creating the appearance of bias against the incumbent. Question: Will the government remove the J-4 Auxiliary Tab?Reissued J-4, Tab Auxiliary Labor – ServicesThe Auxiliary tab is required.

Fee is negotiated at the Task Order level. That is why fee is required to be included for the transition-in locations on the TEC tab on the price template. An IDIQ establishes a price list for the issuance of Task Orders which is what the Auxiliary Labor Services tab does.

27Question: Will the government remove the J-4 Auxiliary Tab?Reissued J-4, Tab Auxiliary Labor – ServicesNo, the Auxiliary tab is required.
28Question: Will the government establishing pricing requirements consistent with current practices, ensuring they are clearly defined and fair?Reissued J-4, Tab Auxiliary Labor – ServicesIt's not clear what this is asking. Please refer to sections L and M in the RFP for pricing instructions and evaluation criteria.
29Question: Ref J-4 pricing template indicates the requirement to establish rates by location. Will the government clarify as to how to apply a single Fringe, GA and OH per location is possible? For example workers comp rates are a pct of a job wage so the rate for a mechanic is not the same as inventory specialist. Please clarify how we are able to ensure proper pricing across locationsRef J-4 pricing templateThe rates tab was only created to try and make it easier for the vendors to fill out the price template. Vendors can enter whatever rates they need to in order to show a complete labor rate. If the vendors needs to add categories then do so - the government is only concerned with the final labor rate. The government requests this information to help aid its evaluation that the labor rates are fair and reasonable.
