About this file
This is a Business Confidentiality Claim Form issued by the Utah State Archives Office of the Government Records Ombudsman in conjunction with the Salt Lake City School District (SLCSD) Invitation for Bid for the Highland Park Elementary Plaza Remodel project. The form provides guidance to bidders on submitting trade secrets and commercial financial information under the protection of Utah Code provisions that allow confidential classification of sensitive business data. Bidders participating in this solicitation may submit confidentiality claims to protect proprietary information included in their proposals, provided they submit both redacted and non-redacted versions of their bid documents. The mandatory pre-bid site visit for the Highland Park Elementary plaza remodel project is scheduled for Tuesday, May 26, 2026 at 10:00 A.M. at 1738 East 2700 South, Salt Lake City, Utah 84106, with attendance required for bid eligibility. All questions must be submitted in writing through the Bonfire/U3P platform or posed at the site visit, with responses posted on the same system.
The confidentiality claim form requires submitting companies to provide detailed information including company name, address, representative contact details, and a concise statement of reasons supporting the claim for protected classification. Claimants must identify specific pages, paragraphs, and reasons for each confidentiality request, and submission of a confidentiality claim does not guarantee protected classification if the government receives public records requests. The Division of Purchasing will not redact proposals on behalf of claimants who fail to provide redacted versions of their submissions. All bids must be submitted electronically through Bonfire/U3P before the deadline, with bidders required to include base bids, alternate bids, bid bonds, licensing documentation, and any other documents specified in the bid requirements.

Business Request for GRAMA Business Confidentiality Claim
Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Likewise, Utah Code § 63G-2-305(2) states that commercial financial information can be protected if disclosure could reasonably be expected to result in unfair competitive injury to the person submitting the information, and that person has provided a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted. The Division of Purchasing will not redact a proposal on behalf of a claimant if they fail to upload a redacted copy of their proposal.
