About this file
This is a digital site visit presentation providing an informational overview of the Arkansas Valley Conduit (AVC) Crowley Reach 1 construction project. The presentation is for Solicitation No. 140R6026R0001, issued by the Department of the Interior Bureau of Reclamation for the Fryingpan-Arkansas Project in Colorado.
The project involves construction of approximately 5.3 miles of water conveyance pipeline beginning in the Town of Boone, Colorado, and extending east along State Highway 96. The pipeline will deliver water for municipal and industrial use within the Southeastern Colorado Water Conservancy District to supplement poor-quality groundwater and meet future water demands. The presentation identifies three project-specific areas of concern requiring contractor attention: (1) potentially impacted soils and groundwater in Boone, Colorado, addressed through a special encasement trench section with requirements outlined in specifications sections 01 11 00 (Summary of Work), 01 57 20 (Environmental Controls), 51 02 60 (Site Characterization Report), and 51 02 61 (Soil and Groundwater Contaminant Assessment); (2) limited footprint availability for horizontal directional drilling (HDD) at the western limits in Boone, requiring coordination per specifications 01 55 00 (Vehicular Access and Parking), 01 55 20 (Traffic Control), and 33 05 22 (Horizontal Directional Drilling); and (3) railroad crossing permits not yet finalized, included as an executable Option A. The presentation emphasizes that prospective offerors should conduct physical site visits and directs questions and submissions to the government contacts David Bryan (david_bryan@ios.doi.gov) and Monica Burgio (monica_burgio@ios.doi.gov) per instructions on SAM.gov.
