About this file
This is a federal contract solicitation document (Amendment No. 0004) for the Arkansas Valley Conduit Crowley Reach 1 project in Colorado, issued under Solicitation No. 140R6026R0001 by the Bureau of Reclamation.
The project involves construction of water pipeline infrastructure including excavation, pipe installation, trench work, and related earthwork. Key specifications cover permit requirements (Section 01 41 26), pipe trench earthwork including bedding and backfill materials (Section 31 23 22), bored crossings at railroad and utility locations using trenchless methods (Section 33 05 21), and general pipeline installation requirements (Sections 33 11 10 and 33 11 50). The specifications detail measurement and payment terms structured around unit prices and lump-sum items in Price Schedules A and B (optional). Products required include PVC or HDPE pressure pipe, steel casing pipe for crossings, controlled low-strength material (CLSM), concrete components, warning tape, and tracer wire for non-metallic pipe. Pipe protection requirements are specified for crossings near existing utility pipelines, including polyethylene encasement and petroleum-resistant gaskets where applicable. The document references compliance with AWWA, ASTM, AASHTO, and Bureau of Reclamation standards. Contractor qualifications require ISO 9001 certification for pipe manufacturers, 10 years of production experience, and minimum 2 years foreman experience with similar pipe materials and diameters. Submittals include pipelaying diagrams, flotation prevention plans, filling and testing plans, and monitoring data for bored crossings. Hydrostatic testing is required for all non-HDD line pipe at 4773.00 feet elevation for minimum 96 hours, with maximum 5 psi pressure drop acceptance criteria.
