About this file

This document is a Questions and Answers (Q&A) response file for Solicitation No. 140R6026R0001, Arkansas Valley Conduit (AVC) – Crowley Reach 1, issued by the Bureau of Reclamation. The file addresses 72 questions submitted by prospective contractors regarding the design, specifications, and contract requirements for a water pipeline construction project.

The project involves installation of approximately 17,899 linear feet of pressure pipeline in Colorado, with major work items including pipe installation (HDPE or PVC materials with options for fused or restrained joints), horizontal directional drilling (HDD) for river and utility crossings, bored crossings under railroad rights-of-way (both Union Pacific and BNSF), trench excavation and backfill with controlled low-strength material (CLSM), dewatering systems, utility relocation coordination, and fiber optic conduit installation. Key technical clarifications address pipe material selection flexibility (HDPE Iron Pipe Size preferred, PVC with fusible joints where required), trench dimensions that can be adjusted for smaller pipe diameters, concrete thrust collar requirements (necessary for PVC but not HDPE), and HDD specifications including hydrofracture analysis and separate bore holes for the 36-inch carrier pipe and 4-inch fiber optic conduit. The contract does not include price escalation provisions for material cost increases, and contractors must carry full risk for resin-based product price fluctuations. The solicitation is set aside for small businesses and includes a 367-day performance period with an optional railroad crossing work element. The question deadline was extended to May 6, 2026, and the bid submission deadline was extended to May 29, 2026 at 2:00 P.M. MDT.
