About this file

This document is a site visit record and responses to emailed questions regarding the Glen Canyon Facilities Division (GCFD) Powerplant UPS (SCADA EACSS) project conducted on April 8, 2026.

The project involves installation of a new uninterruptible power supply (UPS) system with specific technical requirements: a minimum six-hour battery runtime using a single battery bank with 60 cells in the existing location, two UPS units each capable of supporting 100% of the full load independently while sharing the same battery bank, and no tie breaker required between the two distribution panels (PCA and PCB). Cable work includes testing and selective replacement of damaged cables, with routing on upper and lower cable trays as appropriate. New feeder conductors must be provided from substation D7B to the new UPS tie breaker F0A. The PID (Kirk Key) bypass and PDUs in the control room (PCA1 and PCB1) must comply with Sections 26 24 41, 26 28 30, and 26 33 53 of the specifications, with minimum three alarm relay outputs required and conductors routed to the control room. Commissioning by the contractor and manufacturer with Glen Canyon oversight is acceptable. The project has a 500-day performance period inclusive of submittals and UPS lead time, with a maximum power outage duration of four hours unless alternate power can be provided to SCADA and EACSS systems. Performance and payment bonds using standard federal forms SF 25 and SF 25A are required; however, a bid bond is not required. Site logistics include a laydown yard at the tunnel top, a maximum 40-foot trailer length restriction, elevator weight limits (10,000 lbs. standard, 1,000-2,000 lbs. for power plant elevators), and contractor-provided temporary restroom facilities. The government will provide updated drawings including 557-D-1116, 557-D-1095, and 557-D-1096, with building elevations ranging from 3,153.50 feet (1st floor) to 3,257.25 feet (9th floor).

1. EQUIPMENT & SYSTEM REQUIREMENTS

Q: Is the government-provided forklift available for unloading the UPS system into the power plant?

A: Yes, if needed

Q: Will the UPS setup utilize the same battery bay with 60 cells?

A: Yes, same location new cells

Q: Is a minimum battery runtime of six hours required?

A: Yes

Q: Will the UPS system operate without load sharing?

A: Each UPS needs to support the full load by itself

Q: Please confirm that the intended design is that each new UPS can carry 100% load for six hours and is not meant to parallel load share with other UPS.

A: Both UPS will share the same battery bank and that battery bank needs to have a 6-hour run time

Q: Do all cables and conductors need to be replaced, or should only damaged cables be tested and replaced?

A: Unless specified all cables will be tested and replaced if testing is failed

Q: Please confirm if existing cables need to be replaced if they can be reused after proper testing.

A: Several cables are specified for replacement. The remaining can be reused if they pass testing.

Q: Is there sufficient space in the upper cable trays to accommodate the required cables?

A: Cable will be routed on the upper and lower cable trays depending on type. There should be enough room to accommodate all the cables in the existing cable trays

Q: Please confirm whether new feeder conductors are to be provided from D7B to the new UPS Tie Breaker F0A, or if existing cable is to be re-used.

A: There is no existing cable from D7B on Substation number 2 to the location of F0A so this would be new cable

Q: Spec 01 80 15 Commissioning - Will the commissioning be required to be performed by an independent 3rd party contractor, or will commissioning by the contractor & manufacturer's representatives be acceptable?

A: Commissioning by the contractor and manufacturer with oversight from Glen Canyon will be acceptable

Q: Please confirm the required runtime for the UPS batteries.

A: Question is already answered above. The required runtime is 6 hours

2. SITE ACCESS, LOGISTICS & LAYOUT

Q: Where is the designated contractor staging site for access to the power plant through the tunnel (height: 21.2', width: 20')?

A: There is a laydown yard at the top of the tunnel that can be utilized by the contractor

Q: Which types of vehicles are permitted at the power plant?

A: Beyond the tunnel restriction there is a maximum trailer length of 40’

Q: Where are the dumpster and port-a-potty to be located?

A: They will be located at the bottom of the tunnel out of the way of main route of travel.

Additional dumpsters and port-a-potties can be located at the top of the tunnel in the laydown yard if the contractor has their work trailer located at that location.

Q: What is the maximum capacity limit of the elevator?

A: All Elevators have a 10,000 lbs. limit except for the two PP (Power Plant) elevators up to the 8th floor. The large PP elevator has a weight limit of 1000 lbs. and the small PP elevator has a weight limit of 2000 per the inspection certificate posted in the elevators.

Q: Spec 01 35 30 - Will the contractor's onsite safety representative be allowed to also serve other roles on the project (foreman, superintendent, etc)?

A: Yes, at Glen Canyon, we are fine with the safety representative having multiple roles.

Q: Spec 01 51 00 1.05 A - Please confirm that onsite restroom facilities will be available for Contractor personnel use, and that temporary restroom facilities are not required on site.

A: Onsite restroom facilities will NOT be available, and the contractor will be required to provide temporary restroom facilities.

3. DRAWINGS, LOCATIONS & VERIFICATIONS

Q: Can you confirm the correct footprint using Drawing 557-D-3539, as Drawing 557-D-60172 appears inconsistent with the site layout?

A: This question needs to be clarified. Both drawings listed (557-D-3539 and 557-D-60172) are single-line diagrams and should not be used to confirm any dimensions. Drawings 557-D-60173 and 557-D-60174 are drawn to scale. 557-D-60174 shows what equipment will be removed and 557-D-60173 shows the area where the new equipment will be installed on the first floor. These drawings should be sufficient to estimate the approximate footprint of the UPS that can be accommodated.

Q: Where are KMP and KMT located, as listed on the drawing, since their actual locations could not be identified?

A: There are no transformers designated KMP or KMT here at Glen or in the drawings. I believe that this is referring to transformer KMD which is on the second floor just outside the Electricians breakroom next to transformer KMC. Drawing 557-D-1116 will be provided to help locate this device.

Q: Please identify where Panel PMD is located in the building, as it was not found during the walk but new drawings call for it to be fed from the new UPS distribution panel.

A: PMD is a disconnect just above transformer KMD and will be shown on drawing 557-D-1116

Q: Can the building floorplan drawings be provided with elevations so accurate wire lengths can be bid and accounted for?

A: Drawings 557-D-1116, 557-D-1095, and 557-D-1096 are the most up-to-date floor plans we have and will be provided

Q: What are the elevations for the 8th floor (3244.25) and the 1st floor (3153.50)?

A: The elevations are as follows:

• 9th floor (3257.25 FT)

• 8th floor (3244.25 FT)

• 3rd floor (3188.50 FT)

• 2nd floor (3168.50 FT)

• 1st floor (3153.50 FT)

Q: Drawing 557-D-60172 implies that there is a battery bank labeled P2F, however drawing 557- D-60173 only shows P1F. Where is P2F located?

A: Drawing 557-D-60172 that was provided to the contractors was in accurate. There is only a single battery bank P1F. The latest revision of drawing 557-D-60172 will be provided.

Q: Drawing 557-D-60173 indicates that there is a breaker cabinet labeled FBA, however that designation does not appear on drawing 557-D-60172. Nor was it identified in the specifications.

Is there a new breaker FBA that needs to be accounted for?

A: Drawing 557-D-60172 that was provided to the contractors was in accurate. The latest revision of drawing 557-D-60172 that will be provided shows breaker FBA.

Q: Can the USBR please provide elevation drawings of the facility so that the routing of the conduit and cabling can be determined?

A: Question is answered above

4. OUTAGES, PERFORMANCE PERIOD & SPECIFICATIONS

Q: What is the maximum number of power outages allowed during the UPS installation?

A: There is no maximum number of power outages, but we would obviously like to keep them to a minimum

Q: Please verify the maximum outage duration window allowed past four hours.

A: 4 hours is the maximum unless alternate power can be provided to SCADA and EACSS.

Moving the systems to an alternate source would require coordination with the COR.

Q: Is the 500-day period of performance inclusive of submittals and UPS lead time?

A: Yes

Q: Is scrap credit included in the specification?

A: Contractor can get scrape credit from Page Steel.

Q: Please confirm that connections to Substation breakers in D2B & D7B can be performed while de-energized, and that no live work is expected to be required.

A: Connection to D2B and D7B should be made when the associated side of the substation is de-energized.

Q: Estimated Timeframe for starting of the project A: This is not a technical question but appears would be based on the schedule of already existing projects

Q: Is the bid guarantee required to be provided on a specific form, or will a surety's typical bid bond form be acceptable?

A: There is no bid bond required for this solicitation; however, performance and payment bonds must be submitted using the standard federal forms—SF 25 (Performance Bond) and SF 25A (Payment Bond) as prescribed under FAR Part 28, which outlines federal requirements for bonds and insurance Because a bid bond is not required, no bid guarantee form is needed for this procurement.
