About this file
This document is a Request for Proposal (RFP) Clarification Questions document for the NGWSP Reach 1 Pipeline Repairs project by the Department of the Interior Bureau of Reclamation. The file contains 7 technical clarification questions and responses addressing specific contract details, including environmental site assessments, line pipe removal and replacement, contractor usage areas, and pipeline joint repairs. Key clarifications include specifying environmental assessment scope for the entire project, confirming pipe replacement segment lengths (minimum 10 feet), defining contractor usage area widths (30-50 feet), and detailing joint repair specifications involving internal joint "buttering" and maintenance of existing cathodic protection systems. The clarifications appear focused on providing precise technical guidance to potential bidders to ensure accurate proposal preparation for a pipeline repair and maintenance project involving approximately 300 linear feet of pipe replacement and 1,248 joint repairs.

Question # Question BOR Response
26 Part 1.01.A.2 of Spec Section 01 74 00 (Cleaning and Waste Management) states “Cost of environmental site assessments are Contractor’s responsibility”. Please verify that the intent of an environmental site assessment is for dealing with the demolition & cleanup work on the Weathers and Shaw Buildings (CLINs 6 & 7).
Reporting for clean-up of Shaw and Weathers property, shall be covered by requriements of Div 02 Specifications. Environmental Assesment in Section 01 74 00 is for the entire project, not just the Shaw and Wearthers property.
On the Price Schedule, CLIN # 22 (Amendment # 2) is for 300 liner feet (lf) of “Line Pipe Removal and Replacement”.
Given that it is unknown what stretches of pipe comprise the 300 lf until the initial pipe inspection is complete, should Contractor’s presume for bidding purposes that the individual pipe segment lengths will be 10-feet, similar to the manway access (DWG 1695-D-62314) and the temporary bypass tank connection (DWG 1695-D-62315)?
Existing pipe segements are 20 ft. Assume minimim replacement length will be 10-ft, including the cost of the couplings. Section 33 11 12 Measure and Payment will be modified.
Drawing 1695-D-62310 provides dimensions for Contractor Usage Areas 1 through 6 as being 50-feet long by 30-feet wide. Drawing 1695-D-62311 provides dimensions for Contractor Usage Areas 7 through 14 as being 50-feet long by 50-feet wide except for Contractor Usage Area 10 which is 50-feet long by 30-feet wide. Regarding CLIN # 22 (Line Pipe Removal and Replacement), should Contractor’s presume that the maximum width of the Contractor Usage Area will only be 50 feet?
Assume 30 ft wide constractor use area along CR 6700. For other areas assume 50-ft wide contractor use area, except for Mesa Verde Cactus areas as described in Section 01 57 30.
Sheet 8 (1695-D-62313), Note 9 requires dissimilar metals to have dielectric coupling. Looking at the Detail B, there is a 12” steel blow-off riser that will be connected to a 12” DI tee. If the 42” DIP line has cathodic protection and the 12” steel riser is electrically isolated, the riser will not be protected. Are flange insulation kits required at the 5 blow-off locations? If flange insulation kits are installed, the 12” steel riser will have no cathodic protection.
Section 26 42 00 paragraph 1.05 requires that electrical continuity, be provided with exothermically welded joint bond cables. See Drawing 1695-D-62332 for bonding details.

If the 42” DIP line has cathodic protection and the 12” steel riser is electrically isolated, the riser will not be protected. If flange insulation kits are required, are cathodic protection test stations required to test the electrical isolation after backfilling?
Electrical continuity will be provided with exothermically welded joint bond cables. Additional CP test stations are not needed.
Bid Item # 7 calls for 1,248 joint repairs, but referenced Spec Section 09 96 20 only covers coatings. Secondly, Paragraph 3.04 calls for electrical isolation of dissimilar metals. If the joint repairs are on the 42” transmission main, there will be issues with lack of electrical continuity needed for cathodic protection. What type of repairs at the joints are being made and what type of metal components will be used?
This CLIN its for buttering and joining the inside of the joints. Existing impressed current will provide cathodic protection.

If the joint repairs are on the 42” transmission main, there will be issues with lack of electrical continuity needed for cathodic protection. If the repairs are on buried joints and include steel components that are isolated, how will the lack of electrical continuity and the existing cathodic protection system(s) be addressed?
This CLIN its for buttering and joining the inside of the joints. Existing impressed current will provide cathodic protection.
