About this file

This technical specification document details requirements for steel manway and line pipe installation for the Navajo-Gallup Water Supply Project's San Juan Lateral - Reach 1 Pipeline Improvements. The document outlines comprehensive specifications for steel line pipe procurement, installation, testing, and repair, focusing on precise technical requirements for pipe materials, welding, coating, lining, and installation procedures. Key technical requirements include using electric fusion welded helical-seam steel pipe conforming to ASTM A139, with specific wall thickness calculations, and conducting multiple pre-installation inspections including non-destructive in-line testing, video inspection, hydrostatic testing, and pipeline surveying.

The specification covers detailed measurement and payment terms for various project components, including steel manway installation, temporary tank bypass connections, pipeline lining repairs, and line pipe removal/replacement. Contractors must provide extensive documentation and work plans, demonstrating qualifications including ISO:9001 certification, experienced pipe layers, and welding certifications. Critical technical requirements include precise pipe joint installation methods, backfill procedures, deflection limitations, and rigorous leak testing protocols, with a 96-hour hydrostatic test requiring minimal pressure drop and complete leak repair. The project is being conducted by the Department of the Interior Bureau of Reclamation under solicitation number 140R4025R0006.

3.13 FILLING AND DRAINING PIPELINE

A. Notify OGR 7 days before filling and testing.

B. Government will provide water.

C. Pipeline fill rate, maximum: 9 cubic feet per second.

D. Maintain pipeline completely filled for at least 72 hours before testing.

E. Dispose of testing water by approved method.

3.14 CONTRACTOR FIELD QUALITY TESTING

A. Leak testing pipeline:

1. Notify OGR at least 7 days before applying pressure to pipeline.

2. Do not start leak testing when snow or standing water is on the ground. Suspend testing as directed by OGR if precipitation accumulates on the ground.

3. Furnish pumps, power, pressure gages, and air valves at each end of pipeline and calibrated flow meters for testing.

4. Comply with AWWA C600 for Ductile Iron pipe, except as noted below.

5. Test pipeline with hydrostatic pressure equal to elevation listed:

a. Hydraulic Grade Elevation: 5295.0 at the standpipe (Station 338+83.11).

b. Test Segment: Length of existing pipeline.

6. Prior to starting test, maintain pressure in pipe for 24 hours.

7. Test for 96 hours or as approved by OGR.

8. Measure volume of water required to maintain pressure during test:

a. Acceptance criteria:

1) Test pressure shall not drop by more than 5 psi during test period.

2) Repair any pipeline leakage detectable by any means as approved by OGR.

b. If criteria are not met, repair or replace pipe or fitting and repeat test until acceptance criteria is achieved.

9. Drain pipe using both gravity flow and sump pump at blowoffs or as approved by

OGR.

10. Seal openings to pipe as approved by OGR.

B. Pipeline leakage discovered after leak testing:

1. Repair Contractor installed pipeline leakage detectable by any means as approved by OGR.

2. Retest pipeline test segment containing repair to prove allowable leakage at test pressure for 96 hours.
