About this file
This document is an Amendment (Amendment 0005) to a federal solicitation for the SJC Azotea Portal and Drop Structures project, issued by the Bureau of Reclamation's Upper Colorado Region. The amendment includes site visit minutes from a meeting held on Monday, July 28, 2025, at the intersection of U.S. Highway 64/84 and Azotea Tunnel Road near Chama, New Mexico. The site visit involved Reclamation personnel and representatives from potential contracting companies including Highpoint Partners, Cordova Construction, SVI, Robins Construction, and CEI.
Key details from the site visit include discussions about project performance limitations due to water diversions (approximately March 15th through November 1st annually), contract timeline (contract award expected by 09/19/2025 with substantial completion by 03/15/2027), and contractor responsibilities for O&M access road maintenance. The government noted current NOAA weather forecasts predict below-average snowfall and rain in the Chama area, and clarified that the Notice to Proceed might not occur until mid-November 2025. Potential contractors were advised to submit any additional questions to Mary B. Maestas via email.
