Opening Questions and Answers (Chama Field Office)

These questions occurred at the Chama Field Division Office prior to leaving for the site visit tour.

Type Question (Q) or Answers (A)

Q1 Access to the “D” drawings as listed in Division 52 – Drawings in the specifications.

A1 Government will post on SAM.gov this week.

Q2. Can we get a copy of the Site Visit sign-in-sheet?

A2. Government response: Yes, it will be provided with the Q&A documentation.

Q3. Where does erosion and traffic controls and surveying costs be placed in the bid schedule?

A3.

Government’s response: Place these costs in the Mobilization and Preparatory work line item. The Government does not consider there is a large effort for traffic control as this work is being performed on Jicarilla lands and show only have Jicarilla members and professional personnel traveling through the area.

Q4.

In the bid schedule and specification there is no estimate for expect riprap reuse and new riprap quantities. Does the Government have a quantity estimate for the riprap and gravel bedding?

A4.

Government response: Will update Section 31 37 00 – Riprap to provide estimated quantities for reuse and new riprap per site location as an amendment to the specification.

Q5.

On drawing 60102 the baffle base width is 3’-9” and on drawing 60103 detail D-D shows 3’-6” which is correct?

A5.

The Government response: Will confirm the width of baffle and possibly update the drawing(s) with the correct width. The Government expect the 3’-9” is the correct width for the baffles This is determined by the width of the drop structure is 30 feet divide by 8 spaces equals 3’-9”, seven full widths of 3’-9” and two half width at 1’-10.5” equals 30 feet.

Q6. Can the AutoCAD drawings be provided to the awardee.

A6.

Government response: The awardee can receive the AutoCAD drawings for the purpose of developing and maintaining the progress of work and create final As-Built drawings.

Q7.

Is the Government willing to change the due date for proposal based on the need to provide additional information on the solicitation such as updated specifications, bid schedule(s), and drawings?

A7.

The Government response: The current due date for proposals is extended to August 1, 2025.

Q8. Will the awardee need to acquire access permits from Jicarilla?

A8.

The Government response: Yes, these permits can be acquired online, and the link will be provide as part of these notes. Weblink: https://jicarillaoga.com/documents_show

Q9.

How does the Technical Proposal Evaluation Committee (TPEC) review each offeror’s Technical and Price proposals?

A9.

The Government’s response: The TPEC (Technical Proposal Evaluation Committee) will review each Offeror’s Technical Proposals against requirements found in Section L – Instructions, Conditions, and Notices to Offerors. After the TPEC has selected the top three to five Offerors then the TPEC will review the price proposals.

Approximately at 11:20 A.M. local time the group travel to Azotea Portal and Drop Structures west of Chama, New Mexico on U.S. Highway 64 approximately 4.6 miles and turn south on Azotea Tunnel Road.

Field Questions (Occurred during Site Visit) and Other Questions and Answers

This questions and Government’s answers or replies occurred during the site visit to the four structures including the box culvert bridges; and other questions received.

Type Question (Q) or Answers (A)

Q10.

Will the contractor be able to use 240v/120v electrical utilities at the Azotea Portal control house to assist in dewatering efforts?

A10.

The Government response: This will need to be approved by the Chama Field Division Manager and contracting personnel. If this is allowed, it will be reflected in the specifications.

Q11.

Jicarilla informed the group that firearms/weapons are not allowed on their lands without prior approval as part of a hunting permit. In addition, it will be very helpful to have a list of equipment (vehicles) and personnel that will be accessing their lands daily during construction activities.

A11.

The Government appreciate the reminder to the attendees and also added Federal construction do not allow for firearms/weapons as well as alcohol and recreational materials.

Q12. The San Juan-Chama Project general diversion schedule.

A12.

Government’s response: Diversion usually starts middle March through early November.

Diversion flow rates range from a few CFS to a maximum of 950 cfs. The channel downstream of Willow Creek inflow can exceed 1,050 cfs. Please review specification Section 51 00 20 – Hydrographs.

Q13.

Is this current channel flow we see today, the natural flow when not diverting from Colorado?

A13.

The Government’s response: Yes, please note that just upstream of the 1ST downstream drop structure at Station 1565+00 there is an existing natural spring which appears to flow several cfs. In addition, any rain events within the drainage area will increase the natural flows within the channel(s).

Q14.

At the Azotea Portal drawing no. 60104 in Section H it shows a ladder being installed. In the Schedule A Line-Item No. 17 Furnish and Install Safety Ladders and Fall Protection Systems the quantity listed is 2 each. Is there a second location or is the quantity in error?

A14.

The quantity is correct, 2 required the second location is at approximately Station 1434+90 located on the left side of the transition flume. For requirements see Section 05 51 55 – Safety Ladder and Fall Protection Systems under Part 2 Products.

Q15. Does the Government have knowledge of possible concrete suppliers within the local area?

A15.

The Government replied that the Chama concrete plant was just recently purchase and there is a possibility to get this plant NRMCA certified per specification Section 03 30 00 – Cast In Place Concrete under RSN 03 30 00-4 Certification. In past similar concrete projects suppliers come from Pagosa Spring, CO, Espanola, NM or Albuquerque/Rio Rancho, NM.

Q16. Does the aggregates used in the concrete mix design need to meet ASR certification?

A16.

The aggregate testing and certification for ASR is required in the specifications. Please note this area of southern Colorado and northern New Mexico is known for reactive aggregates.

Q17.

The specifications discuss the hardness of riprap, does the existing riprap meet this hardness standard?

A17.

Government’s response: Existing riprap that is reused will be acceptable to the Government and is considered to meet the hardness standard. The Government does expect additional riprap to be supplied to meet the limits of the drawings and this riprap source shall meet the hardness requirements in the specifications.

Q18.

Just before we arrived at Station 1565+00 first drop structure there is a quarry located at approximately station 1558+50 is this available for use?

A18.

Government’s response: Currently is not allowed in the specifications and will discuss with Reclamation team about providing this source for riprap production.

Q19. Does the existing bridges have a load limit?

A19.

Government’s response: Currently no-load limits have been posted for these box culvert bridges. The Government will research the last bridge inspection report to see if a load limit was defined and provide this information as part of an amendment to the solicitation.

Q20.

At the portal Station 1424+00 the bid schedule excavation, backfill, and compacted quantities appear to vary. When we calculate the volume of excavation are numbers are much higher than the bid schedule listed quantities. We notice on drawing 60105 has the excavation slopes at 1:1, in are opinion to safely work with equipment and personnel in the excavation we believe a 2:1 slope is required. The specification state the Government only pays at payline which is 1:1.

A20.

The Government response: We pay only for 1:1 as excavation needs are different for each offeror as trench boxes can be used, the ground maybe stable at 1.5:1 or a flatter varied slope maybe required to meet changing safety conditions. What I have seen in the past is the offeror will calculate the estimate excavation required for their equipment and personnel times the unit price for performing this work and divide by quantity in the bid schedule this providing a cost for the Government furnished schedule(s) of the offeror’s efforts. The differences between excavation to backfill quantities are from expected shrink in earthen materials from compaction such as you place a 6-inch layer and compact to 5-inches. The difference from backfill and compacted backfill is some of the backfill based on neatlines does not need to meet the compaction requirements as provided in the specifications. The backfill not needing to meet requirements should still place in lifts but may not need compaction by equipment only equipment travel. Please note during active construction if any of the non-compacted materials compress from traffic or work efforts additional backfill materials maybe be required to meet final grades and slopes.

Q21.

Is all the excavated materials suitable for backfill and compacted backfill? Will the materials need to be screened to meet the 3” minus for compacted backfill? Is there an assumption that bedrock excavation will not be required for this project? Is the Government willing to consider adding a new line item to each schedule for bedrock excavation?

A21.

The Government’s response: Depending on how the excavated materials are handled during hauling and stockpiled there is a high possibly that the Compacted Backfill will need to be screened to meet the 3” minus requirement. As for the backfill materials that do need to meet this requirement but shall still need to meet the requirement for suitable backfill which is materials free of contaminants and/or vegetation content.

It also expected that during work operations that some of the excavated materials may not be suitable backfill or compacted backfill and is lost during handling. The Government expect the contractor to furnish and place suitable backfill from an outside source as there is no borrow source currently for this project.

As for bedrock excavation, it is expected that this is not needed. The Government will discuss the possibility of adding a line item to each of the schedules for this effort but if the Government does not add any line items it is recommended you add and document in your proposals these expected costs in the demolition and removal of existing reinforced concrete line item per schedule.

Q22.

During the site visit the question about expected weather was discussed based on the need to perform the work on the Azotea Portal during November to March.

A22.

The Government’s response: The weather is a known as this year was very mild but around 2024 the Chama area had 4 to 6 feet. Your best source for past weather in the Chama area is the National Weather historic records.

Q23.

The vegetation (trees and bushes) to be removed for construction proposes need to be removed from the site or can we chip and spread over the finish grade when work is completed?

A23.

The Government’s response: The specifications state these materials shall be removed from the site and disposed of at an locally approved landfill. In addition, the Government will look into this request by discuss with BOR’s environmental team, the Chama Facility Manager, and Jicarilla if there are any concerns with this request. If found to be acceptable the specifications will be updated for this option.

Q24. How will site access be granted?

A24.

The Government will work with Jicarilla, but currently the two options are provided to the Offeror a key for the Government padlock or add a padlock to the southern gate. The northern gate does not allow for additional padlock in a chained method.

Q25. Site Diversion and Care of flows in Willow Channel and Creek.

A25.

The Government discuss recommend keeping the existing O&M Access Road open for access during construction and place diverted flows around the opposite side of the project areas as this side is currently not used for travel.

Q26.

On the Schedule A – Azotea Portal and Drop Structure Sta. 1424+83.69 Line-Item Nos. 9, 10, and 11 how does the Government expect costs to be showing.

A26.

Government response: For Schedule A, Line-Item No. 9 should reflect the costs for furnish and install the pipe. Line-Item No. 10 should reflect the costs for furnishing and placing the geotextile materials. Line-Item No. 11 should reflect the costs for furnish and placing the DR 51 gravel filter materials.

Q27.

The attendees ask about the existing fishes located downstream of each drop structure what is the process for dealing with these species?

A27.

The Government response: They will work with Jicarilla to relocate prior to construction activities either downstream or possible in the willow creek reach.

Q28. What is the working area for this project?

A28.

The Government response: The Azotea Portal has an approximate width of 300 feet Lt. & Rt. of centerline and the Azotea Channel and Creek is approximately 150 feet Lt. & Rt. of centerline. This actual R.O.W. for each site map, if missing will be included in the updates.

Q29. Where is the nearest source of water when the portal is being constructed??

A29. Government response: The source for construction water less concrete mix is either from the Azotea Channel or at the Heron outfall locations

Q30. We noticed on the SF1442 in section 13, that an “Offer guarantee” was checked as not required. Usually, most projects like this one a bid bond (offer guarantee) is required. We wanted to confirm. If a bid bond (offer guarantee) is required, should it be included with the Technical proposal or the Pricing proposal?

A30. No bid bond is required.

Q31. Does the Government want the applicable New Mexico gross receipts tax included in the unit prices and effectively the overall total offer amount?

A31. Please provide NM Gross Receipts tax amount as a lump sum for each Schedule (ABCD) and include in total price for each schedule. See updated price schedules.

Q32. Would the Government consider extending the Proposal due date to July 23, 2025, 5:00PM

MST?

A32. The Proposal due date is extended to August 1, 2025 at PM MST

Q33. Will the Government please include a copy of the sign in sheet for the site visit with the answer to questions received?

A33 Yes, sign in sheet has been sent to site visit attendees
