About this file
These are Site Visit Minutes for the SJC Azotea Portal & Drop Structures project, documenting a specific question and answer (Q20) related to excavation, backfill, and compaction requirements. The document clarifies technical details about excavation slopes, with the government specifying that payment will be based on a 1:1 slope payline, despite potential safety considerations that might require different excavation approaches. The minutes include detailed explanations about excavation volume calculations, backfill compaction requirements, and references to specific technical drawings (drawing nos. 60105 and 60114), which illustrate typical earthwork sections for concrete drop chutes and drop inlets with specific dimensional and slope details.
The document provides technical guidance for contractors, noting that excavation needs may vary by equipment and personnel, and that backfill materials might require additional placement during construction to meet final grades and slopes. The site visit minutes also specify that excavation of riprap and gravel bedding should be included in the Riprap line item for each schedule, and direct any further questions to Mary B. Maestas at mmaestas@usbr.gov. The solicitation is associated with the Bureau of Reclamation and has the solicitation number 140R4024R0026 for the SJC Azotea Portal and Drop Structures project.

SJC Azotea Portal & Drop Structures Site Visit Minutes
General Solicitation No.: 140R4024R0026 Title: SJC Azotea Portal and Drop Structures
Backfill Structural & Backfill Compaction Under the Amendment dated July 11, 2025 document titled “SJC Azotea Portal & Drop Structures_Site Visit_Q&A.pdf” question no. 20 and answer no. 20 provided below should address your question
Type Question (Q) or Answers (A)
Q20.
At the portal Station 1424+00 the bid schedule excavation, backfill, and compacted quantities appear to vary. When we calculate the volume of excavation are numbers are much higher than the bid schedule listed quantities. We notice on drawing 60105 has the excavation slopes at 1:1, in are opinion to safely work with equipment and personnel in the excavation we believe a 2:1 slope is required. The specification state the Government only pays at payline which is 1:1.
A20.
The Government reply is we pay only for 1:1 as excavation needs are different for each offeror as trench boxes can be used, the ground maybe stable at 1.5:1 or a flatter varied slope maybe required to meet changing safety conditions. What I have seen in the past is the offeror will calculate the estimate excavation required for their equipment and personnel times the unit price for performing this work and divide by quantity in the bid schedule this providing a cost for the Government furnished schedule(s) of the offeror’s efforts. The differences between excavation to backfill quantities are from expected shrink in earthen materials from compaction such as you place a 6-inch layer and compact to 5-inches. The difference from backfill and compacted backfill is some of the backfill based on neatlines does not need to meet the compaction requirements as provided in the specifications. The backfill not needing to meet requirements should still place in lifts but may not need compaction by equipment only equipment travel. Please note during active construction if any of the non-compacted materials compress from traffic or work efforts additional backfill materials maybe be required to meet final grades and slopes.
I have added additional explanation to address the referenced drawing in your eMail dated July 15, 2025 to Mary Maestas. The typical sections on drawing no. 60114 are titled “Typical Earthwork Section – Concrete Drop Chute” and “Typical Earthwork Section – Concrete Drop Inlet”.
The section entitled “Typical Earthwork Section – Concrete Drop Chute” represents a cross-section through the end of a drop structure where riprap will exist on each side.
The section entitled “Typical Earthwork Section – Concrete Drop Inlet” represents a cross-section closer to the beginning to middle of a drop structure where no riprap exist on each side.
The Typical Sections on drawing no. 60114 are provided below.
As for the question about Backfill Structural, Backfill Compaction, and I will include Excavation as it is represented in the Typical Sections above.
The leader stating “Backfill” is “Backfill Structural” and leader stating “Compacted Backfill” is “Backfill Compaction”.
The leader stating “Paylines for excavation and backfill” is “Excavation payline (limits)” and “Backfill Structural” and leader stating “Paylines for excavation and compacted backfill” is “Excavation payline (limits)” and “Backfill Compaction”.
Please note excavation of riprap and gravel bedding should be included in the Riprap line item for each schedule.
If any of your questions were missed, please submit to Mary B. Maestas at mmaestas@usbr.gov.
