Most of these transformers are dry type with some containing freon (C2F6). Details on transformers outside the GSU transformers listed above will be included with task orders.
Hoover is requesting vendors can supply materials listed and perform the requested services listed.
Hoover intends to perform most work by government employees, hence, a need for the parts listed.
Below is a listing of supplies that may be purchased and a list of services that may be sought for the duration of the contract.
Description of Supplies Sought
The government is seeking groups who can supply equipment used primarily on generator step-up transformers. Personnel at the facility will replace aged and damaged components on the GSU transformers at the facility. The government does not have oil processing and vacuum equipment to process and vacuum fill the transformers at the facility. The contractor would remove the oil from the transformer while the government replaces equipment on the transformer. When the government is finished, the contractor will test the amount of moisture in the transformer according to IEEE 57.93 and determine the best method to dry out the transformer and bring the moisture to 1.0% or below before vacuum filling. The preferred method of checking transformer moisture is with a digital dew point meter.
Replacement Bushings
Hoover is investigating the use of RIS and RIP bushings in transformers. Hoover will specify the type of bushing required when requesting pricing and/or availability.
Facility Hours
The maintenance working hours for Hoover Power Plant are 06:30 a.m. to 5:00 p.m. Pacific Standard Time, Monday thru Thursday. The maintenance crews are not on-site for holidays.
Contractor shall have access to the facility during non-working hours and will not have access to the cableway hoist during non-working maintenance hours. All cranes owned and operated by Hoover Power Plant are to be run only by Hoover employees.
Hoover-Mead Line Outages
All necessary line outages for the safe handling of work shall be coordinated by Hoover personnel. A minimum of one week notice shall be given to the Contracting Officer Representative prior to a line outage on the piece of equipment being worked on. This will serve as the time needed for an outage on an adjacent line for the safe performance of work.
Specifications of existing equipment
The information provided for the bushing types is a guide. Some of these bushings have already been replaced, and due to most of the equipment being energized, the types of bushings were retrieved from the most recent test data.

Review of Materials Provided by Contractor
Manufacturer’s data sheets and instruction manuals shall be supplied to the government for review prior to the installation of any equipment. The government shall be allowed thirty (30) days to review the material and offer responses. These responses shall serve as the final decision of material to be supplied as replacements. Material deemed unsatisfactory by the government will not be installed.
The government shall offer a suitable alternative for replacement. The cost of the suitable replacement will be billed to the government as part of the total installation price.
Vehicle Access to Transformer Deck
All vehicles supplied by the contractor for transformer work at Hoover and other power plants shall have placards on the driver and passenger side of the vehicle. The liners may be temporary containment that will withstand sunlight (ultraviolet radiation) while outside.
SAFETY
Work is in the vicinity of 230kilovolt lines that will be energized. Proper distances must be maintained around live circuits. Please refer to OSHA Section 1910.269 for minimum approach distances to energized circuits. Additionally, there are uneven walking surfaces on the roadway next to the transformers. Rails are embedded in the concrete, and care must be taken when walking on this road. The transformers are located on a shelf next to the roadway. The elevation of the shelf above the roadway is approximately 4 feet. Care must be taken when working in the area. Harnesses will be required when working on top of the transformer.
General
The contractor will not require any person employed in the performance of this contract (including subcontracts) to work under conditions that are unsanitary, hazardous, or dangerous to the employees’ health or safety. To protect the life and health of employees and other persons; to prevent damage to property, materials, supplies and equipment; and to avoid work interruptions, the contractor will comply with the latest edition of Reclamation’s publication “Reclamation Safety and Health Standards” including any up-to-date errata. The cost of complying with this paragraph shall be included in the delivery order price.

The contractor will develop a written Job Hazard Analysis for the work per Reclamation Safety and Health Standards. The hazard analysis will define hazardous operations and activities; and identify proposed methods for eliminating or minimizing the hazard. The methods will outline employee training requirements, personal protective equipment requirements, procedural changes, methods for evaluating program effectiveness, etc. The contractor will be required to receive approval of the Job Hazard Analysis from the Contracting Officer’s Representative prior to performing on-site work.
Personnel & Equipment
The contractor must give each contractor employee a written notice containing pertinent provisions of the safety and health program. Each field supervisor must conduct at least one on-the-job or toolbox safety meeting each week, and all employees under their supervision must attend. The supervisor will instruct the workers in appropriate safety measures. The supervisor will not allow the placement of machines or other equipment in traffic lanes. The supervisor will assure equipment will not create a safety hazard due to the manner it is stored or utilized. The contractor’s equipment will always meet Occupational Safety and Health Administration standards while working on this project. If the Contracting Officer's Representative determines an item of equipment needs repair or is unsafe, the contractor shall immediately stop using the equipment and provide replacement equipment at no additional cost to the Government. The cost of suitability and PIV-related background investigations will be borne by the Government.
Following the submittal to the COR of the investigation package for each employee, the employee will receive an invitation to provide additional information required for their background investigation through the on-line e-QIP process. The background investigation will be conducted by the Office of Personnel Management (OPM), with the results furnished to the Reclamation Office of Security, Safety, and Law Enforcement (SSLE) for final determination of the employee’s suitability to be assigned to a Reclamation facility. Contractor employees may not be assigned to a Reclamation facility until advised by the COR that a preliminary favorable suitability determination by the Government has been completed.
Once a favorable determination has been made Contractor personnel shall be invited to visit the Reclamation Credentialing Center at:
Lower Colorado Regional Security Office
200 Date Street
Boulder City, NV 89005
(702) 293-8008
The Contractor shall be responsible for ensuring that its employees comply with all established security rules and regulations. Contract personnel shall not be permitted to enter established or designated restricted areas unless so authorized by the Government. Entry shall be in accordance with and subject to the security regulations established in the area. It shall be the Contractor’s responsibility to ensure that its personnel do not enter these areas unless authorized.
Resources Available at Hoover Dam
Roadway access to the transformer is possible for most cars and trucks. The means of accessing the transformer deck is by a tunnel that has a 14’ height to the upper corners, and a total 18’ height to the top. This tunnel is 14’ wide with conduit runs along the walls in certain portions. The road width is 9 feet curb to curb. Any material and equipment that cannot be driven down the roadway will be transported via the cable way crane. Contractor is responsible for bringing slings and chains necessary to lower equipment via the cable way crane. Personnel at Hoover will operate the cableway hoist and handle the rigging of all equipment raised and lowered to transformer deck. 480 Volt AC power will be available in the vicinity of the transformers along with 120-volt ac power. 480 plugs on transformer roadway are rated for 60 amp maximum. Additional amperage must be accomplished using a portable generator.
