Bureau of Reclamation Solicitation No. 140R3023R0003 Amendment No. 0004

Questions and Responses

Hoover Dam Visitor Center Exhibit Level & Renovated Office Space

1. Question - Per E3.01 Keyed Note #4 states layout is per AV consultant design. It is stated to coordinate with AV and Technology plan. I do not see these reflected as part of the bid package.

Response –See Attachment No. 9 - Hoover Dam Visitor Center Exhibit Design Drawings incorporated into this amendment. See AV sheets.

2. Question - Fixture schedule E6.02 states fixtures L01 Through L06 are to be specified by others. It is stated to refer to lighting designer drawings, but there do not appear to be lighting designer drawings as part of the bid package.

Response – See Attachment No. 9 - Hoover Dam Visitor Center Exhibit Design Drawings incorporated into this amendment. See Lighting sheet number E6.02.

3. Question - In the exhibit area there appears to be an underfloor duct system installed.

Currently all of the reflected Existing J-boxes are covered by floor tile. In review of floor finish drawings A2.41 this area is stated to refer to exhibit drawings. These drawings do not appear to have been provided as part of the bid package. Concern is that currently all of the J-boxes are covered by the current floor covering and that these J boxes should be accessible.

These boxes are typical to 35+/- locations and should be accessible at any and all time and should not be covered by finishes as they currently are.

Response – See Attachment No. 9 - Hoover Dam Visitor Center Exhibit Design Drawings incorporated into this amendment. See Exhibit Design Drawings for exhibit area floor finishes. Underfloor duct junction boxes need accessible covers, per sheet E3.01 General Note C. Covers can be painted to match flooring color in the Exhibit areas. Locations are shown in plan on sheet E3.01.

4. Question - Current space has speakers throughout and the documents do not indicate any. Please advise how these are to be addressed.

Response – Unless otherwise noted, existing speakers are to be removed. See Sheet E1.03, General Note C. Refer to new sheet E3.02 to address AV and E0.01 to update index.

5. Question – Per Specification Section 09 66 23, Request to provide acceptable substitution for Biopolymer terrazzo flooring. Is resinous matrix terrazzo acceptable?

Response – Data on the proposed substitution must be submitted for review and consideration. The product must be red-list free, as well as match the finish and maintenance requirements of the biopolymer terrazzo.

6. Question - Specification indicates Copper pipe jointing requirements 1.10E Qualify soldering processed ASTM B 828 is soldering the joints the only way for connecting copper pipe. NFPA 13 6.5.5 allows press fit copper joints. A/E please advise if press fit copper joints are acceptable.

Response – Press fit copper joints are acceptable provided they are not buried in the ground.

7. Question - We have received feedback from several major subcontractors expressing concerns associated with their ability to submit bid proposals by the 12/9 due date. As such, we believe it would be in the best interest of the Bureau of Reclamation to postpone the project bid date until Friday, December 16, 2022, at 2pm PST. This extra time would simply allow A/E to respond to RFI’s and more subcontractors to produce bid proposals for your project, resulting in a more competitively bid project overall. Thank you for your time and consideration.

Response – RFP due date has been extended from Thursday, 12/15/22 at 3:00 pm MST. to Thursday, 12/22/2022 at Noon MST.

8. Question - Sheet A0.03 Demolition RCP Keynotes, 05 indicates, “remove ceiling as needed to install steel beams, replace ceiling system once structural work is complete.” “Replace” with new or reinstall existing ceiling system. A/E please clarify “replace”.

Response – With exception of ceiling tile in the existing Exhibit Space, all other ceiling tile areas must be replaced with new grid and tile.

9. Question - Sheet A2.42 shows terrazzo flooring to go up the stair from the Office level up midway. A/E please advise on specific location of the stopping point of the terrazzo to the Observation Level.

Response – Refer to keynote 24 on Sheet A0.03 for extent of demo of existing floor tile, to be replaced with terrazzo flooring.

10. Question - Specs section 09 66 23 indicates Biopolymer Terrazzo. The Biopolymer Terrazzo is not able to be cast in place on vertical surfaces such as wall base and stair vertical risers.

In using the Biopolymer Terrazzo these design elements would be limited to precast and the details would not match the Theater installation. A/E please verify if Epoxy Terrazzo is acceptable in lieu of the Biopolymer Terrazzo.

Response – Epoxy Terrazzo is not acceptable. Biopolymer Terrazzo Flooring representative has indicated that they are able to match the Theater Level wall base and vertical risers using the Biopolymer.

11. Question - The documents do not clearly show if the terrazzo flooring is to be continuous into the exhibit area. A/E please advise.

Response – Correction to Response issued within amendment No. 0003. Sheet A2.41 indicates extent of flooring where the scope break occurs between new terrazzo flooring to be installed, and new terrazzo flooring to be installed. See attached REVISED drawing sheet No. A2.41 and sheet No. SK_02 HDVC Turbine Terrazzo Detail which clarifies the response to this question. The building contractor is responsible for installation of the terrazzo in all areas within the scope of work.

12. Question - Documents do not show a stair detail extending up from the Office Level. A/E please provide detail.

Response – Stair details are indicated on Sheets A2.35 and A2.36. Please clarify the request or question.

13. Question - Documents do not show stair details for the outside edge of the stairs. A/E please provide detail.

Response – Outside of stair treads (at curtainwall) to be finished by edge condition of the precast stair treads and risers. No waterfall condition.

14. Question - Documents do not clearly show the thickness of existing finishes to be removed.

For bidding purposes should assume 2” buildup. A/E please advise on the build back/underlayment will be necessary to prepare the existing floor for new terrazzo.

Response – Assume at least 2” buildup where tile is being removed in the existing building (carpet shouldn’t be an issue), and possibly 3”- 4” where new addition sits on the plaza slab (see response to 16 on this list of questions). Floor can be floated out using Shonox APF Self-Leveling compound. Then install Durabella as directed.

15. Question - Documents on sheet 7/A2.35 shows new precast terrazzo stairs. A/E please advise if this can be poured in-place in lieu of precast.

Response – Stairs to remain as designed as precast terrazzo.

16. Question - Please refer to wall section detail 1/2/A7.01 the interior does not indicate the required material. The interior looks like a pour back or build-up. Refer to 7/A2.65 and 1/A2.67 the interior shows only a finish floor. The Structural drawing do not show the interior of the addition slab. Documents do not clearly show the requirement at the new addition slab. A/E please advise.

Response – The existing floor slab at the Exhibit Level is a composite deck as indicated in keynote 2 on sheet S1.03A. Per existing drawings of the Visitor Center, this composite deck extends into the Plaza, with a 3” concrete topping slab. Per keynote 7 on sheet A0.01, the concrete topping slab in the Plaza is to be demolished where impacted by the new addition.

The floor slab for the addition is essentially a non-structural filler on top of the existing composite deck, leveled out to receive terrazzo floor at finish floor height.

17. Question – Documents indicate to install Prefabricated EIFS panels Fedderlite panels that would be cost inhibit. The Manufacturer suggest using standard Outsulation Plus MD system. A/E please advise if Outsulation Plus MD system would be acceptable.

Response – In order for Outsulation Plus MD to be considered an acceptable alternate, please demonstrate equivalency to the Fedderlite system in matching performance and design intent.

18. Question - Sheet A2.60 Door Legend, notes for Door Type C. “Provide power, connect to existing bldg. security system” Document do not clearly show any locations of existing security system and requirements. A/E please advise.

Response – Keynote 7 on sheet E3.01 indicates to coordinate termination requirements with Owner Representative.

19. Question - Documents includes Specification section 10 26 00 Corner Guards and indicates “Locations: as indicated on Drawings.” Drawings do not indicate any. A/E please advise if any are required.

Response – Refer to sheet numbers A2.45, A2.46 for locations of corner guards.

20. Question - Clarification the Solicitation indicates “the interpretive installation schedule of forty (40 working days).” We assume the forty working days is schedule after the 180 construction duration. A/E please confirm.

Response: The estimated 40 working days for the interpretive installation will occur after the estimated 180 days of construction duration from start of demolition. Exhibit area is to be at a condition ready for interpretive installation at this point. Building construction is estimated to continue during and past interpretive installation in areas not negatively affecting the interpretive installation.

21. Question: Sheet A2.41 Floor Finish Keynotes 01 indicates, “Art Deco graphic inlay to match theater level…” There are a couple of different Art Deco on the Theater Level. A/E please provide a photo of which existing Art Deco graphic inlay to match.

Response: See photo below of Theater Level graphic inlay for reference.
