About this file
This is a Questions and Answers document with Amendment 0001 for RFQ No. 140P8425Q0004 regarding the demolition of Crystal Creek Camp at Whiskeytown National Recreation Area. The document contains 12 contractor questions received via email as of February 14, 2025, covering topics such as budget estimates (not disclosed), work hours (7am-6pm Monday-Friday), utilities, site access, building square footage, well system abandonment, and backfill requirements (only topsoil permitted per SOW Division 31).
Key amendments include clarification that California Contractor License requirements apply only to specific work like abatement and well decommissioning, with non-CA licensed prime contractors permitted to use CA-licensed subcontractors. The amendment also adds previously omitted appendices to the Statement of Work and includes new attachments: Q&A Amendment 1 Summary, Appendices to SOW, and Photo Pages. No bid bonds are required with quotes or post-award. An asbestos/hazardous waste materials survey report will be provided in a future amendment, along with project photos included in this amendment to show site conditions.

WHISKEYTOWN NATIONAL RECREATION AREA
QUESTIONS AND ANSWERS
AND
AMENDMENT 0001 DETAIL
PROJECT QUESTIONS RECEIVED VIA EMAIL TO DATE (2/14/2025):
1. Question: Is there an estimated government budget range for this project? Answer:
While there is an independent government estimate associated with this project we are unable to disclose that information or provide a budget range for this project. Rather, quoters are expected to submit competitive quotes based on their own calculations to meet the project requirements stated in the Statement of Work and other Solicitation documents.
2. Question: Are there any specific requirements or restrictions regarding work hours/days beyond the standard 7am-6pm Monday-Friday mentioned? Answer: See Statement of Work, Division 1, section 1.8.
3. Question: Will temporary utilities be available on site or must the contractor provide all utilities needed? Answer: See Statement of Work, Division 1, Part 8.
4. Question: Are there any specific requirements for security/fencing of the work area?
Answer: See Statement of Work, Division 1, Part 8.
5. Question: Are there any special access requirements or restrictions for equipment/vehicles accessing the site? Answer: See Statement of Work, Division 1, Section 1.5.
6. Question: What is the approximate square footage of the buildings to be demolished?
Answer: See Drawings.
7. Question: Will the government provide as-built drawings of the well system for abandonment planning? Answer: See Appendix documents (provided with Amendment 0001).
8. Question: Are there any known underground storage tanks beyond those identified in the drawings? Answer: No.
9. Question: What are the specific requirements for backfill materials - can on-site materials be processed and reused? Answer: Only topsoil, per Statement of Work, Division 31.
10. Question: Can you clarify the requirement listed on page 10 of the Statement of Work for the Contractor to possess an active California Contractor License? Answer: This Amendment clarifies that the California Contractor License requirement in the Statement of Work applies to specific project work requiring a CA license (e.g., abatement, well decommissioning). This will not be verified pre-award, but the successful contractor must submit proof of compliance post-award. To further clarify, it is acceptable for a non-CA licensed prime contractor to utilize CA-licensed subcontractors for such work.
11. Question: Is a survey report for the asbestos/hazardous waste materials available for this project? Answer: It is not available at this time, but once it is available, it will be made available via future Amendment to the Solicitation. Also, to provide additional visual information regarding site conditions, several project photos are included with this Amendment.
12. Question: Is a bid bond required? Answer: No, a bid bond is not required with your quote. Similarly, bonds are not required on the project post-award.
