PROJECT QUESTIONS FROM SITE VISIT, 02/24/2025:
1. Question: Asphalt loop stays as it is? Is it to be grinded out and or replaced? Answer:
Asphalt loop stays as is. Pavements to be demolished are specifically called out in the drawings.
2. Question: Do contractors need to truck in their own water? Can they draft out of the creek? Answer: Drafting out of the stream/creek/well is not allowed. The successful contractor may source their own water from outside the park or obtain raw water free of charge from a hydrant fed by the Bureau of Reclamation’s (BOR’s) penstocks at Carr Powerhouse. Specifically, this hydrant is connected to the NPS Whiskeytown NRA Water Treatment Plant, located next to the Carr Powerhouse plant and the BOR Reclamation Zone (location maps attached). The NPS will monitor usage to prevent damage, misuse, or unintentional excess release beyond what is needed for filling trucks. The BOR will inform NPS of any potential penstock shutdowns, though no interruptions are anticipated as they are expected to operate at full flow. After contract award, NPS and the successful contractor will establish a communication plan regarding hydrant use, including an onsite meeting for the first water load to discuss usage expectations, security protocols, and proper connection procedures.

3. Question: Does the basketball and tennis court get demolished or just the edge near the great wall end to re-establish the drainage? Answer: The basketball and tennis courts are to be demolished including pavements and fill to re-establish the creek route as shown on sheet C-101.
4. Question: Does the septic tank get filled in and abandoned in place? Answer: No. See Scope of Work Section 02 41 00 Part 3.
Solicitation 140P8425Q0004, Attachment 12, Q-A & Amendment 3
5. Question: Does the large concrete water tank up the hill below the treatment building get filled in and abandoned in place? Answer: Yes, see sheet AD 109.
6. Question: How many stumps are to be removed? Is there a number or is it just all the stumps on site? Answer: There is not a specific number. See the Scope of Work Section 02 41 00 Part 3. U. and section 31 1010 Site Clearing.
7. Question: Can contractors use Crystal Creek Road spoils (two large piles along roadway on the way up) as fill and material for final grading? Answer: Yes, the park allows use of this material. Also see Answer #16 below.
8. Question: Can we visit the site again before the solicitation closes? Answer: Yes, NPS has scheduled an additional site visit as described below. Also see Answer #28.
PROJECT QUESTIONS RECEIVED VIA EMAIL TO DATE (3/27/2025):
9. Question: Photos provided for in the solicitation do not include the tanks to be removed above the camp site. Please provide photos of the tanks as detailed on drawing sheet AD 109. Answer: Photos of the tank are provided with this Amendment.
See: Att 13_140P8425Q0004_Tank Photo_Redacted.pdf
10. Question: Division 1, Part 8.1 B. 2. Water Service states, “No water, either potable or non-potable, is available at the site. No drafting from the creek is allowed.” Because of the remote area around the park there is no water source. Is there a hydrant at Oak Bottom Marina the contractor can obtain water? Answer: See Answer #2 above.
11. Question: Water is not available on site and contractor cannot draft from streams or nuisance water running through the property even though during the job walk it was stated by NPS personnel that this was acceptable? Answer: Drafting from the creek/stream is not allowable. Park staff misspoke. See Answer #2 above.
12. Question: Where is the nearest water site? Answer: See Answer #2 above.
13. Question: Can the contractor utilize existing well for water on site? Answer: No. See
Answer #2 above.
14. Question: Is the NPS aware of discarded used needles on the ground? Will the NPS
Department of Interior have plans to amend the contract to include line items for Bio Haz Material or will this Bio Haz be taken care of prior to the start of the job? Answer: Thank you for making the park aware of this hazard. Removal of needles is not a part of this contract. NPS authorized personnel will do an initial sweep of the area prior to the start of work with the goal of removing any visible needles. Instructions will be provided to the successful contractor, post-award, regarding how to contact NPS if, during work, the Contractor encounters a needle (NPS will remove and dispose of all needles).
15. Question: To verify WHIS 319078 Under Part 12 - Waste Management and Disposal Section 12.1 .... "Salvaging nonhazardous demolitions Waste" Section I and J Section
12.3 Section C. States "Existing items and material to be removed shall be reused for the construction phase of the Project.” Can the NPS verify all demolitions or determine that all waste is to be recycled per Section 12.9 which includes for example Section C all Part 1 Must be pulverized to 4 inches and/or Section F Part 1 Structural Steel: Stack Members according to size, Type of Member and length? To be clear what must be prepared for Salvaging per section 12.7. Answer: Nothing should be salvaged or reused.
The Statement of Work has been revised to remove Paragraph C from Section 12.3 in Part 12. Multiple edits were made throughout Part 12 of Statement of Work.
See: Att 2_140P8425Q0004_SOW_revised 03072025.pdf
16. Question: Part 3 Execution states, "Remove Existing Structure indicated to be remove to be five feet below grade" Will this be left as is with 5 feet below grade and is this soil to be removed and talked to disposal? If soil is to be removed will clean soil be required to back fill the excavation area or must be in accordance with UPPP pr section 9.5.?
Answer: The depth of foundations or utilities beneath the buildings is currently unknown.
All man-made elements must be excavated to 5 feet below grade, while native soil does not need to be removed. The final grading of the site should be smooth and sloped for drainage, with all building footprints obliterated and no pits or unstable soils remaining.
If additional fill is necessary to backfill excavations, particularly for the building footprint indentation, NPS recommends the successful contractor utilize a large existing spoil pile located at the entrance to Crystal Creek Boys Camp, just before the Bailey Bridge. This pile, containing approximately 7,000 tons of decomposed granite from the Shasta Bally Batholith, can serve as effective fill material. While it may not be the ideal substrate for compacting foundations, it is suitable for bringing the recessed footprint to grade. Also see Answer #7 above.
17. Question: Is all asphalt to remain on site? Answer: The main road loop is to remain, other sections of pavements are to be removed; see the drawings.
18. Question: To clear there is no live power, gas or other utilities running through the site?
Answer: NPS is not aware of any live power, gas, or other utilities within the project site;
however, it is the Contractor’s responsibility to perform due diligence in following all standard operating and safety procedures such as 811 “Call Before You Dig,” etc. There are overhead transmission power lines on the hillside above the project which are visible.
19. Question: Abandoning the well requirement - Does that require all piping and wires going across and underneath the river? Answer: Yes, all associated piping, wires, and supports are required to be removed.
20. Question: Per Regional Water Quality Board and UPPC all water must be meet both TDS and TSS requirements and monitored and reported daily? Answer: NPS reached out to the interested party who provided this question to obtain further clarification, but did not hear back. In general, where applicable, the successful contractor shall develop UPPC with appropriate and applicable Best Management Practices.
21. Question: Could you please provide the weight limit for the access bridge, and is that the only way to enter/exist the site? Answer: This information can be found within Appendix C: Bridge Inspection Report within Att 9_140P8425Q0004_Appendices to SOW.pdf which was provided on February 14, 2025 via Amendment 0001 to the Solicitation. Yes, this is the only access route.
22. Question: The current bridge report is questionable and very suspect, additionally our sub-contractor and California certified project engineer states that the Bridge would be rated by the according to be NBI as Poor, its ability to hold potential transportation of equipment and personnel disposal debris? If contractor complies with all current bridge restrictions is the department will to accept responsibility for the bridge integrity?
Answer: The Bridge Inspection Report (see Appendix C within Att 9_140P8425Q0004_Appendices to SOW.pdf) was completed by the standard Federal Highway Administration (FHWA) inspections for bridges on public lands and is our best available information. The bridge technically meets design loads as specified in the
Bridge Inspection Report. It is the Contractor’s responsibility to comply with load requirements as listed in the Bridge Inspection Report.
23. Question: If the answer to above question is no and the bridge does not hold up until the start date of Sept 2025 does the NPS have a different access road? Answer: No, this is the only access route.
24. Question: Can the NPS verify the allowance by the contractor of using either air transport Helicopter or water transport for the removal of material to a better transfer site. Answer: NPS does not require nor encourage use of air transport for any aspect of this work due to assumed excessive cost of such operations and potential negative impacts on park visitors.
25. Question: Also, this is a federal project and not subject to the California Department of Industrial Relations wage determinations. Answer: This is a commercial service contract and Service Contract Wage rates apply, which are attached to the Solicitation.
26. Question: On sheet AD105, photo reference numbers 24 is called out as masonry structure and reference numbers 25 is called out as building 908. Is all of the asphalt pavement (AC) to be removed and disposed of? All AC in and around buildings 903, 905, and 908 as well as, around the water feature. Answer: Photo 24 is looking at the concrete/masonry structure at grade at the end of the asphalt; the adjacent building is incorrectly labelled and should be Building 908. Photo 25 is correctly labelled as Building
908. Not all of the asphalt is to be demolished. The main asphalt loop road in front of building 908 and other buildings is to remain. As shown on sheet AD 105, the discreet other pavements between Building 908 and 905, adjacent to 906, are to be demolished.
Corrections to the labeling of Photo 24 as found in Attachment 10 are shown below:

See: Att 10_140P8425Q0004_Photo Pages_revised 03272025.pdf
27. Question: I wanted to confirm whether attendance at the site visit was mandatory for submission of a quote. Additionally, are there any key observations or information from the site visit that would be important for vendors to know when preparing quotes?
Answer: While attendance at the site visit is not mandatory, quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
28. Question: Will another site visit be held once the Hazardous Materials Survey is released to quoters? Answer: Yes, this Amendment provides the Hazardous Materials Survey and yes, offers a second site visit as described below. In light of this, the due date for quotations will be reasonably extended as described below.
See: Att 16_140P8425Q0004_Hazardous Materials Survey,pdf
29. Question: We would like to schedule a site visit to assess access for trucks, loading and unloading logistics, and transportation routes to the dumpster and dumping site. Answer:
Yes, NPS has scheduled an additional site visit as described below. Also see Answer #28 above.
30. Question: Could you please confirm if site visits are scheduled, or if we can visit the site independently? Additionally, do you have a confirmed report on the presence of asbestos for Building 914? Answer: Yes, NPS has scheduled an additional site visit as described below. Also see Answer #28 above.
