About this file
This document is a comprehensive Hazardous Materials Survey Report for the Crystal Creek Boys Camp located in Ono, California, prepared by Guzi-West Inspection & Consulting for the National Park Service. The survey identified asbestos-containing materials and lead-based paint across multiple buildings at the camp, which was damaged by the Carr Fire and slated for demolition. Key findings include several non-friable asbestos-containing materials in various buildings, such as vinyl floor tiles, mastic, cementitious siding, and caulking, with asbestos concentrations ranging from 0.5% to 20% chrysotile asbestos. The survey also detected lead-based paint and lead-containing paint on nine interior and twenty-four interior surfaces, with lead concentrations varying across different buildings and surfaces.
The report provides detailed recommendations for handling these hazardous materials in compliance with Environmental Protection Agency (EPA), California Occupational Safety and Health Administration (Cal/OSHA), and other regulatory requirements. Specifically, the document mandates that a NESHAP (National Emission Standard for Hazardous Air Pollutants) notification must be submitted at least 10 working days prior to site disturbance, and all asbestos-containing materials must be removed by certified asbestos abatement workers. For lead-based paint, the report recommends that contractors have training in accordance with Title 8, California Code of Regulations, Section 1532.1, submit a pre-project notification to Cal-OSHA, and ensure proper worker protection during any paint disturbance activities.

Standard is provided in Appendix E; and a copy of our Asbestos and Lead Certifications are provided in Appendix F.
EXECUTIVE SUMMARY
According to the National Emission Standard for Hazardous Air Pollutants (NESHAP), asbestos-containing building materials (>1% asbestos) must be removed prior to demolition or renovation activities, if the material is considered to be a Regulated
Asbestos-Containing Material (RACM). RACM is generally defined as all friable asbestos containing material and non-friable material, which contains >1% asbestos, and that will become friable during demolition or renovation. A NESHAP notification is required in two circumstances: 1. For any demolition regardless of the presence or absence of asbestos;
NESHAP regulations define a demolition as ‘removing a load-bearing structural member,’ or 2. A renovation that disturbs greater than 160 square feet or 260 linear feet of RACM.
Asbestos containing materials were identified during the survey, however they are
Crystal Creek Boys Camp Page 2 not considered RACM; a NESHAP notification is required regardless due to the project involving a demolition. The NESHAP notification must be submitted a minimum of 10 working days prior to conducting any site disturbance activities.
The table below identifies the asbestos-containing materials identified, their corresponding sample number, material description, approximate location, asbestos type identified by the laboratory, asbestos concentration, final analytical method and photograph of material; please see the asbestos laboratory report provided in Appendix
B and blank NESHAP Notification Form provided in Appendix D.

PLM: Polarized Light Microscopy PC-400: Point Count 400 PC-1,000: Point Count 1,000
The silver paint, caulking, smooth wall texture, and light wall texture samples taken from building 914 were re-submitted for analysis by 400 point-count methodology (EPA 600/R-
93/116). If point count laboratory analysis (Point Count 400) shows that a given material
Crystal Creek Boys Camp Page 5 contains less than one percent asbestos, then such material is not considered a hazardous waste by the United States Environmental Protection Agency (USEPA), or the
California Department of Toxic Substances Control (DTSC). As shown in the laboratory report in Attachment B, the silver paint, smooth wall texture, and light wall texture samples taken from building 914 contain less than 1% asbestos. Asbestos material containing less than one percent asbestos is not subject to Cal/OSHA asbestos waste labeling requirements and can be disposed of as general construction debris; however, the acceptance criteria of each California waste facility may differ. The waste acceptor should be contacted, and their individual acceptance criteria abided by, prior to waste transport and disposal.
The caulking, tan 9”x9” vinyl floor tiles and associated mastic (from Building 905), cementitious siding, tan 9”x9” vinyl floor tiles and mastic, gold 12”x12” vinyl floor tiles, and yellow mastic associated with the gray 12”x12” vinyl floor tiles (all from Building 914) are non-friable and contain greater than 1% asbestos. DTSC considers non-friable bulk asbestos-containing waste to be non-hazardous regardless of its asbestos content;
therefore, it is not subject to regulation under Title 22, Division 4.5, of the California Code of Regulations. However, the material must be removed, handled and disposed of in a manner that keeps the material intact to be considered non-friable. The method of removal cannot crumble, pulverize or reduce the material to dust. Sanding, sawing, grinding, chipping or use of power tools is not allowed. If the material cannot be removed without breaking, you must follow the requirements for abatement, and disposal, of friable asbestos-containing materials. Certified asbestos abatement workers must remove all materials containing asbestos that will be disturbed during the subject project, regardless of their asbestos content, due to Cal-OSHA regulations.
As documented in the XRF data log provided in Attachment C, nine (9) interior and exterior surfaces analyzed contain a concentration of lead that meets the regulatory definition of lead-based paint. Additionally, twenty-four (24) interior surfaces analyzed contain a concentration of lead that meets the regulatory definition of lead-containing paint. Given the presence of lead-based paint on nine
Crystal Creek Boys Camp Page 6 interior and exterior surfaces analyzed, Guzi-West recommends that all interior and exterior painted surfaces at the project site be treated as containing lead-based paint. Special engineering practices are required during the disturbance of painted surfaces to protect workers or building occupants. Further, a pre-project notification must be submitted to Cal-OSHA since more than 100 square feet of lead-based paint will be disturbed.
The table on the following page provides the XRF data log sample number, the approximate sample location, the color of the surface analyzed, the substrate from which the surface was analyzed, the lead content found in the surface analyzed, and the lead classification for every surface analyzed that contains lead paint. A discussion on asbestos and lead regulations, XRF measurement interpretation and how regulatory agencies view XRF measurements are presented thereafter. Please see the XRF report provided in Appendix C, and Lead Work Pre-Job Notification Form and copy of the Lead
In Construction Standard provided in Appendix E.

It should be noted Cal-OSHA regulates any concentration of lead and imposes requirements for employee monitoring to ensure the employee is not exposed above the action level or permissible exposure level. We recommend contractors who have employees who could be exposed to lead at any concentration have training in accordance with the requirements of Title 8, California Code of Regulations, Section
1532.1 and conduct periodic monitoring to ensure employees are not exposed above the action level or permissible exposure level.
Asbestos and Lead Regulatory Compliance
Asbestos
Renovation and demolition projects involving asbestos-containing materials (ACMs) must comply with a range of federal, state, and local regulations designed to ensure safety and environmental protection. The National Emission Standards for Hazardous Air Pollutants
Crystal Creek Boys Camp Page 9
(NESHAP) under 40 CFR Part 61, Subpart M, outlines specific procedures for the notification, handling, and disposal of asbestos. In California, asbestos exposure during construction activities is also regulated by the California Occupational Safety and Health
Administration (Cal/OSHA) under Title 8 CCR 1529, which mandates exposure monitoring, worker protection measures, and training. Additionally, the California Air
Resources Board (CARB) enforces rules regarding asbestos emissions, with local air districts frequently imposing supplementary requirements. Municipalities may also have unique regulations governing asbestos abatement and disposal.
The Asbestos NESHAP regulation specifies work practices to be followed during demolitions and renovations of all structures, installations, and buildings (excluding residential buildings that have four or fewer dwelling units). In addition, the regulations require the owner of the building and/or the contractor to notify the designated state or local air pollution control agency (APCD) in your area before all demolitions, or before renovations of buildings that disturb certain threshold quantities of building materials containing asbestos. Specifically, a NESHAP notification is required in two circumstances: 1. For any commercial, industrial, or multi-residential demolition project regardless of the presence or absence of asbestos; NESHAP regulations define a demolition as ‘removal of a load-bearing structural member,’ or 2. A renovation that disturbs greater than 160 square feet or 260 linear feet of a regulated asbestos-containing material (RACM). RACM is generally defined as all friable asbestos containing material and non-friable material, which contains >1% asbestos, and that will become friable during demolition or renovation. For more information on the NESHAP submittal process, please visit The EPA’s website1.
Worker safety remains a critical priority when handling ACM. Cal/OSHA regulations require contractors to conduct air monitoring to assess airborne asbestos fiber levels in work environments. The permissible exposure limit (PEL) is 0.1 fibers per cubic centimeter (f/cc) of air averaged over an 8-hour workday, with an excursion limit of 1.0 f/cc over a 30-minute period. This monitoring must be performed by qualified individuals trained in asbestos sampling techniques. If exposure levels exceed the PEL, contractors
Crystal Creek Boys Camp Page 10 must establish regulated work areas, post appropriate warning signs, employ engineering controls such as wet methods and local exhaust ventilation, and provide workers with personal protective equipment, including respirators certified for asbestos work.
Worker training and certification are essential components of compliance. All personnel involved in asbestos-related activities must receive specialized training in accordance with Title 8 CCR 1529. Workers directly handling ACM must hold certification from the
California Department of Public Health (CDPH) as required by Title 17 CCR. Supervisors managing abatement projects must also be certified and are responsible for ensuring proper work practices are followed to maintain safety and regulatory compliance.
Given the identification of ACM at the project site, Guzi-West recommends that a licensed asbestos contractor, or licensed consultant such as Guzi-West, develop a comprehensive abatement plan. This plan should include the establishment of regulated work zones to prevent unauthorized access, thorough documentation of air monitoring results, and detailed records of abatement procedures and waste disposal activities. Asbestos waste must be transported and disposed of at approved facilities in compliance with 40 CFR
Part 61 and local landfill regulations. Adherence to these guidelines is essential to protect workers and the public, minimize health risks, and maintain compliance with applicable regulatory standards.
Lead
Utilizing XRF equipment is ideal for quickly and accurately determining lead concentrations in paint and to definitively determine if a painted surface contains concentrations of lead at or above lead-based paint criteria. Lead concentrations in paint below that of lead-based paint can still be regulated however and numerous studies have been completed to correlate XRF measurements with lead concentrations below lead-based paint. The Chevron Research and Technology Company conducted a detailed study in 1995-1996 comparing XRF measurements versus analysis by atomic absorption spectrometry (AAS) in an effort to determine how XRF measurements below 1.0 mg/cm2 compared to measurements by atomic absorption spectrometry. Their findings are often
Crystal Creek Boys Camp Page 11 referred to in the lead paint industry and Guzi-West utilizes their findings to summarize whether a paint is definitively considered a lead-based paint (paint with equal to or greater than 1.0 milligram per square centimeter (mg/cm2), would likely be considered a lead-containing surface coating (paint with concentrations of lead in paint between 0.1 mg/cm2
– 0.9 mg/cm2), or paint which likely contains low levels of lead or no lead at any concentration (paint with concentrations of lead less than 0.1 mg/cm2). The table below presents the information in tabular form for ease of reference and is followed by sample results from the subject project and their designation as either lead-based paint, likely a lead-containing surface coating, and/or likely no measurable concentration of lead present.
XRF Measurement AAS Comparable Measurement Paint Classification
=/> 1.0 mg/cm2 =/> 5,000 ppm Lead-Based Paint
0.1 mg/cm2 – 0.9 mg/cm2
90 ppm – 4,999 ppm Lead-Containing Paint
< 0.1 mg/cm2 <90 ppm Likely paint with very low levels of lead or no lead
Given the presence of lead-based paint identified on multiple structures, we recommend that all painted surfaces at the project site be treated as lead-based paint. Contractors conducting renovation and maintenance work impacting painted surfaces containing lead should take the presence of lead into account and use appropriate lead-safe work practices, including containment and post-work cleaning. The project will need to comply with various governmental and regulatory agency requirements, including: Code of
Federal Regulations (CFR) 29 CFR 1926, Construction Standards; 40 CFR Parts 261, 265, and 268, Hazardous Waste Management; 40 CFR Part 745, Lead: Identification of
Dangerous Levels of Lead; 40 CFR Part 745, Subpart E, Lead Renovation, Repair, and
Painting Program (RRP); 49 CFR Parts 172, 173, 178, and 179, Hazardous Material
Transportation; and California Code of Regulations (CCR) 8 CCR 1532.1, Lead in
Construction.
Crystal Creek Boys Camp Page 12
Cal/OSHA regulates all concentrations of lead, requiring employee exposure monitoring to ensure that workers are not exposed above the action level or permissible exposure limit (PEL) as set forth under Title 8 CCR 1532.1. The contractor must conduct worker breathing zone exposure monitoring, known as personal air monitoring, to determine the airborne concentration of lead in the work environment. Air monitoring is required by
Cal/OSHA and must be carried out daily or until a negative exposure assessment (NEA) is achieved. If a NEA cannot be established, air monitoring should continue throughout the duration of the project to ensure workers are utilizing appropriate protection. Until an employee exposure assessment determines that workers are not exposed to lead levels above the PEL, contractors should treat workers as though they are exposed above the
PEL and must implement protective measures accordingly. Personal air monitoring should be conducted by a qualified individual familiar with the methods of air monitoring in accordance with Title 8 CCR 1532.1. If airborne concentrations exceed the action level, worker protections should be instituted, and documentation of the source of lead emissions should be provided. In the event that air monitoring shows exposure to lead above 30 micrograms per cubic meter of air (µg/m³), known as the Cal/OSHA Action
Level, or 50 µg/m³, known as the PEL, the contractor must document that exposed workers have received action level training and, if necessary, CDPH certification. CDPH certification is required for workers exposed to lead above the PEL in a building accessible to the public, as defined by Title 17 CCR, Division 1, Chapter 8, Article 1.
The contractor must implement specific work protocols when performing tasks that involve the disturbance of lead-containing surfaces, including: the establishment of a regulated work area, posting of warning signage, hygiene controls, the use of wet methods to reduce dust generation, the use of HEPA vacuums, and the use of personal protective equipment (PPE), including respirators when appropriate. All workers engaged in lead-related construction activities must receive lead hazard training. The level of training depends on their role, and contractors must maintain records confirming the training of all personnel, particularly if air monitoring shows exposure above the action level or PEL. The contractor should only use workers who are trained and medically qualified for lead-related work, and workers performing tasks that could expose them to
Crystal Creek Boys Camp Page 13 lead above the action level or PEL must undergo medical evaluation and biological monitoring for lead as required by Title 8 CCR 1532.1. Guzi-West also recommends that the contractor comply with all necessary respiratory protection protocols and use only medically qualified workers for tasks expected to result in airborne lead exposures above the action level.
ASBESTOS & LEAD—SURVEY METHODOLOGY
Guzi-West personnel collected suspected asbestos-containing building materials at the subject structure on March 18, 2025. Following collection of the samples, the asbestos samples were double bagged and then delivered to PEL Laboratory, LLC, under chain-of-custody, for identification of asbestos content. Meanwhile, painted surfaces were analyzed by using an X-Ray Fluorescent (XRF) gun on site for identification of lead concentrations. Each suspect asbestos-containing material (ACM) identified, was bulk sampled in general accordance with sampling guidelines established by the
Environmental Protection Agency and 29 CFR 1926.1101. Each suspect painted surface was analyzed in accordance with EPA, HUD, CDPH and OSHA protocols. The following summarizes the sampling procedures utilized.
Bulk samples were collected by qualified Guzi-West personnel using appropriate sampling tools and leak-tight containers.
Decontamination of bulk sampling tools was used to prevent the spread of secondary contamination to subsequent bulk samples.
Each sample was individually numbered, recorded on a Sample Log, and submitted under chain-of-custody documentation to accredited laboratories.
The locations of all samples were marked on a site map for the project, please see Appendix A.
The asbestos samples were analyzed by the methodology specified under App.
E to Sub. E of 40 CFR Part 763 and EPA/600/R-93/116.
The lead samples were analyzed by using a Viken Pb200i XRF on-site.

CONCLUSIONS AND RECOMMENDATIONS
As explained in detail in the Executive Summary, numerous asbestos-containing materials were identified during the survey. The caulking, tan 9”x9” vinyl floor tiles and associated mastic (from Building 905), cementitious siding, tan 9”x9” vinyl floor tiles and mastic, gold 12”x12” vinyl floor tiles, and yellow mastic associated with the gray 12”x12” vinyl floor tiles (all from Building 914) are non-friable and contain greater than 1% asbestos. DTSC considers non-friable bulk asbestos-containing waste to be non-hazardous regardless of its asbestos content; therefore, it is not subject to regulation under Title 22, Division 4.5, of the California Code of Regulations.
Certified asbestos abatement workers must remove all materials containing asbestos that will be disturbed during the subject project, regardless of their asbestos content, due to
Cal-OSHA regulations. A NESHAP notification is required due to the project involving a demolition. The NESHAP notification must be submitted a minimum of 10 working days prior to conducting any site disturbance activities; a blank NESHAP notification form is provided in Appendix D.
Both lead-containing paint, and lead-based paint were identified at the subject project;
please see the XRF report provided in Appendix C. Since lead-based paint was identified and greater than 100 square feet will be disturbed as part of the project, a pre-project notification must be submitted to Cal-OSHA at least 24 hours prior to any disturbance, a template is provided in Appendix E. Prospective contractors should have training in accordance with the requirements of Title 8, California Code of Regulations, Section
1532.1 and ensure proper worker protection is utilized during any disturbance of paint containing lead.
Crystal Creek Boys Camp Page 15
Asbestos and lead regulations are complicated and are subject to change. The intent of the above information is to advise you of some of the regulations that may affect you, but is not intended to be an all-encompassing discussion of asbestos and lead waste regulations. The sole purpose of this investigation and of this report is to assess the site with respect to asbestos-containing materials and painted surfaces containing regulated levels of lead. Guzi-West is not responsible for identifying asbestos-containing building materials beyond the defined project scope. This report has been prepared on behalf of and for the exclusive use of National Park Service and is subject to and issued in connection with the agreement and the provisions thereof.

PEL Laboratories is accredited under the California Environmental Laboratory Accredidation Program (CAELAP) 3109 , for performing polarized light microscopy (PLM) analyses under methods known as App. E to Sub. E of 40 CFR Part 763 and EPA/600/R-93/116. This report must not be used to claim product endorsement by CAELAP or any other agency of the U.S.
Government. These results relate only to the samples tested and must not be reproduced, except in full, without the approval of the laboratory. Although PLM analysis is commonly performed to determine the presence or absence of asbestos in building materials, the EPA methods acknowledge that analysis by PLM is subject to limitations and for certain materials, such as vermiculite and vinyl floor tiles, a more sophisticated methodology may be necessary.
