About this file
This is a Questions and Answers Amendment document for Solicitation 140P8326R0002, issued by the National Park Service for the rehabilitation of the Hurricane Ridge Water System at Olympic National Park in Clallam County, Washington. The amendment clarifies key proposal submission requirements and project specifications based on prospective offerors' inquiries.
The amendment addresses critical clarifications regarding proposal organization and staffing flexibility. Past Performance information must be submitted in Volume I (Technical Proposal) only, with the option to submit CPARS evaluations in lieu of Past Performance Questionnaires. Key personnel roles—including Site Superintendent, Quality Control Manager, and Site Safety Officer—may be filled by a single individual provided all qualification requirements and contractual duties are met. The contractor bears full responsibility for draining and refilling the 100,000-gallon water storage reservoir, managing water handling in compliance with environmental and regulatory requirements, and returning the tank to service with necessary testing and disinfection. Regarding installation methods, trenchless solutions such as Close Tolerance Pipe Slurry (CTPS) are explicitly prohibited due to archaeological sensitivity requirements that mandate controlled excavation and on-site monitoring with material sifting in certain areas. The contractor must verify waterline location and pavement conditions in the field and perform all work in accordance with contract specifications. The applicable Davis-Bacon Wage Determination was corrected to reflect Clallam County rates rather than Grays Harbor County rates, with a revised wage determination to be issued with the amendment.

Rehabilitate Hurricane Ridge Water System Questions and Answers – Solicitation 140P8326R0002, Amendment No. 1 This Amendment No. 1 to Solicitation 140P8326R0002 – Rehabilitate Hurricane Ridge Water System provides responses to questions and requests for clarification submitted by prospective offerors. The following questions and answers are hereby incorporated into the solicitation. All other terms and conditions of the solicitation remain unchanged.
1. Past Performance Volume Location
· Question: In Volume I, Technical Proposal, Past Performance is listed as an evaluation factor. However, the form included in the solicitation appears to reference Past Performance under Volume II, Business, Responsibility, and Price Proposal. Please confirm whether Past Performance should be submitted in Volume I, Volume II, or both.
· Response: Past Performance information shall be submitted in Volume I (Technical Proposal). Any references to Past Performance in Volume II are superseded by this clarification. Past Performance will be evaluated in accordance with Section M of the solicitation.
2. Duplicate Past Performance References
· Question: Past Performance is listed in both Volume I and Volume II. Please clarify which volume should include Past Performance information.
· Response: Past Performance information shall be submitted in Volume I only. Any references to Past Performance in Volume II are superseded by this clarification.
3. General References vs Attachment 9
· Question: Volume II references “General References” as Attachment 9; however, Attachment 9 appears to be the Project Experience form. Please confirm whether this is an error and whether a separate General References form is required.
· Response: Attachment 9 is the Relevant Project Experience Questionnaire. No separate General References form is required. References to “General References” should be interpreted as Project Experience information.
4. Use of CPARS in lieu of PPQs
· Question: For Past Performance Questionnaires (PPQs), may offerors submit CPARS evaluations instead?
· Response: Yes. Offerors may submit CPARS evaluations in lieu of Past Performance Questionnaires (Attachment 8). The Government may contact references and review other sources of past performance information in accordance with FAR 15.305.
5. Key Personnel Roles
· Question: Can our Site Superintendent also be our QCM, and Site Safety, or do we need separate people for this?
· Response: The qualifications and responsibilities for the Site Superintendent, Quality Control Manager (QCM), and Site Safety roles are identified in the contract specifications. The contract documents do not require these positions to be filled by separate individuals. A single individual may serve in multiple roles, provided that all qualification requirements are met and all contractual duties associated with each role are fully performed. Offerors shall clearly describe their proposed staffing approach in their proposal for evaluation.
6. Responsibility for Emptying Water Tank
· Question: Will the 100,000 gal water tank be emptied by others so the blasting and recoating can be done?
· Response: The contractor is responsible for draining and managing the contents of the 100,000-gallon water storage reservoir as necessary to perform the rehabilitation work described in Section 01 11 00 and related specifications. Handling, storage, reuse, or discharge of water shall comply with all applicable contract requirements, including environmental protection provisions and applicable Federal, State, and local regulations. The contractor is responsible for determining and implementing appropriate means and methods for water management consistent with those requirements.
7. Responsibility for Refilling Water Tank
· Question: Will we be required to fill the water tank?
· Response: The contractor shall be responsible for returning the tank to service following completion of rehabilitation work in accordance with the contract requirements, including filling, testing, disinfection, and coordination with the Government, as required by the contract documents.
8. Waterline Location Relative to Roadway
· Question: How far off the road is the waterline? The drawings make it hard to determine the location of the line relative to the road, and if it is close to the road we will be required to demolish and replace the asphalt in order to install the new line in the same location as the existing line?
· Response: The approximate location of the existing waterline is shown on the contract drawings; however, the exact horizontal and vertical location shall be verified by the contractor in the field. The contractor is responsible for field investigation, potholing as necessary, and coordination of work to install the new waterline in accordance with the contract requirements. Work within or adjacent to roadways, including any required pavement removal and restoration, shall be performed as specified in the contract documents. Offerors shall base their proposals on the requirements shown and described in the drawings and specifications.
9. Acceptability of Trenchless Methods (CTPS) and AC Pipe Quantities
· Question: Close Tolerance Pipe Slurry (CTPS) is a trenchless solution that grinds away the existing pipe, turns it into a slurry, and installs a new pipe within the same alignment. Could you clarify the approximate quantity of AC pipe included in the project so we can evaluate whether CTPS may be a viable remediation method?
· Response: Approximate pipe lengths and sizes are shown on the contract drawings and associated schedules and are provided for bidding purposes. Offerors shall review the contract documents to determine the extent of work.
Trenchless methods such as Close Tolerance Pipe Slurry (CTPS), or other methods that grind or otherwise commingle existing pipe materials and surrounding soils for removal from the site, are not acceptable for this project. Portions of the existing waterline traverse areas of known archaeological sensitivity where the contract requires controlled excavation and on-site archaeological monitoring, including sifting of excavated materials. Methods that remove or alter soils in a manner that precludes recovery of cultural materials are inconsistent with these requirements.
· Work shall be performed in accordance with the drawings, specifications, and cultural resource protection requirements included in the contract. Alternate means or methods that conflict with these requirements will not be accepted.
10. Applicable Davis-Bacon Wage Determination
· Question: Attachment #7 for solicitation 140P8326R0002 includes Davis-Bacon wage rates for Grays Harbor County. Would this project fall under Clallam County Davis-Bacon Wage Rates? Please clarify.
· Response: The applicable Davis-Bacon Wage Determination must reflect the location of the project work. The Hurricane Ridge Water System Rehabilitation project is located in Clallam County, Washington. A revised Wage Determination for Clallam County will be issued with the solicitation amendment and incorporated into the contract documents in place of the previously posted Attachment #7.
11. Existing Asphalt Pavement Thickness
· Question: What is the approximate thickness of the asphalt pavement at Hurricane Ridge?
· Response: The exact thickness of the asphalt pavement is not known. Based on previous utility trenching work performed in the area, pavement restoration was completed in two lifts; however, this information is provided for general reference only and should not be relied upon as a definitive measurement of pavement thickness. Based on prior work in the area, asphalt pavement in the main parking lot has generally appeared thicker than pavement along Hurricane Hill Road.
Offerors shall base their proposals on the requirements shown in the contract drawings and specifications. The contractor will be responsible for field verification of existing pavement conditions and for performing pavement removal and restoration in accordance with the contract requirements. Photographs from previous trenching work within the main parking lot are provided below for informational purposes only and are not part of the contract requirements.
