About this file
This document is an Amendment (Amendment 0003) to a federal solicitation for the Race Point Area Facility Improvements at Cape Cod National Seashores. The amendment provides clarification on seasonal work restrictions related to Eastern Box Turtle habitat protection and public service continuity. Specific work restrictions include:
- No ground-disturbing construction will occur between April 15 and October 15 to minimize activity during the box turtle active season. All physical construction activities must be scheduled within the allowed seasonal window of October 15 to April 15, unless an approved protection plan is obtained. 2. Additional summer season restrictions mandate that no demolition or renovation work can begin on specific facilities (lifeguard storage room, women's changing room, restroom facility) until new vault toilets are fully delivered, installed, inspected, and placed into service. The period of performance is set from 10/10/2025 to 04/01/2027, with the primary goal of maintaining public access to essential services while protecting local wildlife.

"No ground-disturbing construction will occur between April 15 and October 15 to minimize activity during the box turtle active season. An
Eastern Box Turtle Protection Plan will be required unless all ground-disturbing work associated with the project occurs during the turtle¿s inactive season (October 15 through
April 15)."
As all work areas associated with the Base Bid and Options 1 and 2 involve some level of ground disturbance, physical construction activities must be scheduled within the allowed seasonal window of October 15 to April 15, unless otherwise addressed through an approved protection plan.
Additionally, to maintain continuous public service and ensure safe, functional facilities during the summer season (Memorial Day through
October 1), the following work restrictions apply:
1. No demolition or renovation work shall begin on the lifeguard storage room, existing women¿s changing room, or the existing restroom facility
(Option 1) until the new vault toilets are fully delivered, installed, inspected, and placed into service.
2. This restriction applies regardless of whether the contractor obtains an Eastern Box Turtle
Protection Plan to allow summer ground-disturbing work. The purpose of this restriction is to maintain public access to essential services during the summer season.
3. The contractor is expected to sequence all work accordingly, including accounting for submittal timelines, lead times, and site access limitations.
4. The required CONEX box is to ensure temporary lifeguard storage but does not permit the early demolition of essential facilities needed for public and operational use.
