About this file
This document is an amendment to Solicitation 140P4325R0017 for Cape Cod National Seashore's Racepoint Area Facility, containing Requests for Information (RFIs) 26-30 with detailed government responses. The key technical requirements involve strict work sequencing and seasonal restrictions, including a ground-disturbance limitation between April 15 and October 15 related to Eastern Box Turtle protection, and mandatory work restrictions during the summer visitor season (Memorial Day through Labor Day). Contractors must ensure new vault toilets and associated infrastructure are fully installed and operational before any demolition or renovation of existing facilities like the Lifeguard Storage, Women's Changing Room, Public Restroom Facility, and Men's Changing Room Facility.
The government explicitly states that no additional quantities or drawings will be provided for this project, requiring contractors to determine necessary quantities through contract drawings, specifications, site observations, and professional judgment. Contractors are expected to price the project using existing materials, with no scale drawings available. The proposal due date remains unchanged, and any potential extensions would be formally communicated via amendment on SAM.gov. The solicitation emphasizes operational continuity during peak summer months and environmental conservation, particularly regarding the Eastern Box Turtle habitat.

140P4325R0017 Amendment RFIs 26-27
26. Reference amendment 003, Please confirm that both base bid and option 2 new vault toilets, including building removal of the Life Guard Storage /Woman’s Changing structure and all related hardscape must be completed before work can start for the renovations of the Public Restroom Facility (PRF),and the Men’s Changing Room Facility(MCRF).
Response 1: Yes. The following work sequencing and restrictions apply and are intended to preserve critical operational facilities for public and staff use during the summer visitor season (Memorial Day through Labor Day), while also complying with environmental constraints:
1. Seasonal Ground-Disturbance Restriction:
Per Section 011100, Summary of Work, Paragraph 1.8.C, no ground-disturbing construction may occur between April 15 and October 15 unless the contractor submits and receives approval for an Eastern Box Turtle Protection Plan.
2. Phasing and Operational Continuity Requirement:
Regardless of whether a turtle protection plan is approved, no demolition or renovation work shall begin on the existing Lifeguard Storage Room, Women’s Changing Room, or the Public Restroom Facility (PRF) until the following criteria are met:
a. All vault toilet components are on site or verified for delivery (bill of lading and shipping notice);
b. All required submittals are approved;
c. The contractor has adequate time and resources to fully install the vault toilets, including the ramp, walkway, slab, handrails, signage, and accessible parking features, and to place them into service prior to Memorial Day.
3. Memorial Day to Labor Day Work Restriction:
No work may occur between Memorial Day and Labor Day that removes or disrupts functional visitor or lifeguard facilities unless:
a. The new vault toilets are installed and operational; and
b. The Contracting Officer grants specific written approval for limited work that does not impair public or operational services.
4. CONEX Box Limitation:
The required CONEX box shall be used solely to support temporary lifeguard storage. Its installation does not permit the early demolition of essential structures (lifeguard and women’s changing areas) unless the vault toilets are ready for immediate replacement of function.
These restrictions are intended to ensure full operational readiness during the peak summer season and reduce the risk of having partially completed or unavailable facilities. This clarification supplements and reinforces the response provided in RFI 24 under Amendment 003.
27: If the Eastern Box Turtle Protection Plan can be approved and a site use plan that provides controls that can safely maintain public access to essential services during the summer season could renovation work commence simultaneously at the PRF and MCRF buildings?
Response 2: Per Amendment 003 and previous responses, demolition or renovation work impacting the lifeguard storage, women’s changing room, or existing restroom facilities (PRF and MCRF) may not occur during the peak visitor season from Memorial Day through Labor Day, regardless of any approved Eastern Box Turtle Protection Plan or site use plan.
This restriction ensures that essential visitor services remain continuously available during the busiest summer months.
Therefore, even if a Protection Plan and site controls are approved, renovation work at the PRF and MCRF cannot commence simultaneously or otherwise disrupt public access during this Memorial Day to Labor Day period.
Work must be scheduled outside of these dates to maintain safe, functional facilities for the public.
28. Will there be quantities provided for this project?
Response 1: No additional quantities will be provided. The contractor shall be responsible for determining all necessary quantities based on the contract drawings, specifications, site visit observations, and professional judgment. Please see the governments RFI responses to RFI 15, RFI 21 and RFI 25.
29. Will there be another set of drawings released? We're running into difficulties pricing out this project with the information available. For example, there's no scale and we want to make sure we price this out appropriately.
Response 2: No additional drawings will be released for this solicitation. As stated in the response to RFI 18, scaled drawings are not available, and offerors are expected to rely on the drawings provided and their own site visit observations for pricing.
30. Given the lack of information available, would the government entertain extending the due date for this project?
Response 3: No extension to the proposal due date has been issued. If an extension to the proposal due date is approved, it will be communicated via formal amendment to the solicitation on SAM.gov.
