Q&A Part 2– 140P3026Q0046 CHOH Towpath Hazardous Tree Management
1. Pricing factors. The base total line reads “Total Price for all locations:
Factoring 15% Contractor Contingency, 15% Contractor Profit, 5% Contractor bond, 4% Remoteness and 4% Escalation.” Does the offeror build those five factors into its own CLIN 10 and CLIN 20 prices, or does the Government apply them to a bare offered price? The two readings differ by roughly 43 percent on the base packages.
a. See Amendment P00001 Attachment 9 Revised Price Schedule. The pricing factors are removed and does not apply.
2. Option Task 5. Task 5A and 5B occupy two lines, 70 and 80, against a single labor block of 88 ISA-arborist hours and a single “Total Lump Sum for Option Task 5 cell”. Is one price wanted or two, and if two, how do the 88 hours divide?
a. See Section B.1 Price Schedule, CLIN 00070 is Option 5A and CLIN 00080 is Option 5B. See Attachment 9, CLIN 00070 and CLIN 00080 will have a total of 88 hours each. The total lump sum for this option 5 will be applied to each CLIN 0070 and CLIN 00080 and not divided hours or divided cost.
3. Labor CLIN numbering. Sub-CLINs 24.1 through 24.4 appear under Option Task 6, Option Task 7 and Option Task 8 – three tasks carrying the same labor line numbers. Sub-CLINs 20.1 through 20.4 sit under Option Task 4 while line item 20 is Base Task 2. Please confirm the intended numbering.
a. The numbering is intended.
4. Option Tasks 7 and 8 are swapped between documents. Attachment 9 has Task 7 as “Inspect 25 Trails Parkwide” at 120 hours (CLIN 100) and Task 8 as “Inspect 23 Cyclic Maintenance Areas” at 80 hours (CLIN 110). The SOW and Attachment 4 Enclosure 2B have Task 7 as the named cyclic maintenance areas, 22 sites listed, and Task 8 as the trails. Which scope carries which hour estimate, and do the areas number 22 or 23?
a. See Attachment 1 Revised Statement of Work and Attachment 9 Revised 2 Price Schedule for correction of Task 7 and Task 8. The scope carries 22 areas as described.
5. Travel on the option tasks. Each is priced as an ISA-arborist wage rate against Government-fixed hours plus a material and equipment not-to-exceed capped at $500. Option Task 4 is a 10.38-mile reach at milepost 136 and Option Task 6 is at milepost 173. Does non-labor travel and per diem belong inside the wage rate, inside the $500 cap, or is it allowable?
a. The Option tasks are for inspections. Any travel or per diem cost is not allowable as a separate cost. If you want to include the costs, it may be included in your proposed wage rate or include in the Material/Equipment. The total lump sum for each option is the total firm-fixed price for the task.

6. Tree counts. Attachment 9 totals 248 removals, 61 prunings and 5 existing stump grinds. Enclosure 1’s worktable runs about 308 rows, with “Grind” appearing in the Tree-Stump-Action column on some removal rows. Does the workable control per specimen, and are stump-action grinds on removal rows inside the work-package price rather than additional to the 5 listed existing stumps?
a. There are 2 listed existing stumps within Work Package 1 and 3 listed existing stumps within Work Package 2.
7. Jurisdictional extent. The SF1449 gives the work location as Montgomery, Frederick and Washington counties, Maryland. The worktable places trees at MP 179-184.5, which is Allegany County, and at MP 3.14, which is at or inside the District of Columbia line. Please confirm the full jurisdictional extent, as it determines which wage determination applies to which reach.

8. Base Task 2 pruning. That paragraph carries a line about cutting existing stumps to 3 to 4 inches above grade, which reads as belonging to the removal task. Please confirm the pruning task is deadwood inches and larger only.
