Attachment 10 Q&A for 140P3026Q0046 CHOH Towpath Hazardous Tree Management
1. Invoicing. Section 4.3 Statement of Work states that partial or progressive billing is not authorized and that the contractor shall receive payment only after 100% of the work items are completed. Section B separates the base work into CLIN 00010 (Work Package 1) and CLIN 00020 (Work Package 2), and Section 4.3 also directs that invoices identify the applicable TASK/CLIN. Please confirm whether the contractor may invoice upon Government acceptance of each individual CLIN, or whether payment is withheld until all base and exercised option CLINS are complete.
a. The contractor may invoice for each CLIN including exercised option CLINS, only after the work items have been completed by contractor, inspected and approved by COR. Post- award conference will clarify any invoicing requirements.
2. Bonding. The Price Schedule instructs offerors to factor a 5% contractor bond into pricing. Please confirm whether a performance bond, a payment bond or both are required for this acquisition, and identify the required amount and timeframe for submission after award.
a. Bonds are not required for this project. The Price Schedule is revised. See
Attachment 9 Revise Price Schedule. Please note in Section C.4 of solicitation, under Submittals item 5, Certificate of Insurance is required.
