This is a combined synopsis/solicitation for commercial items prepared in accordance with
Sub-Part 12.6, as supplemental with additional information included in this notice.
The purpose of this amendment is to respond to questions received by the date and time specified in the solicitation in accordance with the attached Description of Amendment consisting of seven (7) pages.
The date and time for proposal submission remains unchanged. Proposals are due no later than 10:00 AM EST on August 30, 2021.

THEREFORE:
The following questions were received in response to the above referenced solicitation. The government response is provided below each question.
1. Question: Who is responsible for relocating thermostat and security cameras?
Government Response: The government is responsible for relocating thermostats and security cameras. Will be completed before exhibit installation begins.
2. Question: Who is responsible for removal / demolition of existing exhibits?
Government Response: The government is responsible for demo and removal of old exhibits which will be completed before exhibit installation begins.
3. Question: Is any new track required for the 10 new light fixtures?
Government Response: No, the government will install all overhead track lighting and purchase the additional track fixtures. Final positioning / aiming of track lights during exhibit installation is the responsibility of the exhibit fabrication contractor.
4. Question: Is the “animation” program referenced in section 3.72.6.a.iii of the solicitation the same as EP-9-990 Pecos Pueblo Governors Government Response: EP-9-990 “Pecos Pueblo Governors” is a simple on-screen slideshow program that will not require the creation of custom animations. None of the Electronic Programs for the Pecos Visitor Center require the creation of custom animations.
5. Question: Are the audio programs EP-2-900, EP-3-900, EP-5-900, EP-9-900 intended to be simple professional narrations of text or something more complex (music beds, sounds effects, etc., etc.)
Government Response: They are simple narrations of text, subtle background music and/or sound effects can be proposed by the AV producer, but are not a requirement.
6. Question: For the Visitor Center Exhibits, is the NPS providing the vector artwork of the floral bas reliefs of the following:
- Prickly Pear Cactus (Opuntia spp.)
- tree/Cane Cholla (Cylindropuntia imbricata) (ABOVE)
- Blue Grama (Bouteloua gracilis)
- One-Seed Juniper (Juniperus monosperma)
- Pinyon Pine (Pinus edulis)
- James’ Penstemon (Penstemon jamesii)
- Whole-leaf Indian Paintbrush (Castilleja integra)
- Banana Yucca (Yucca baccata)
- Great Plains / Soapweed Yucca (Yucca glauca)
Government Response: High resolution images for the above will be government-furnished to the contractor upon contract award. The offeror will be required to prepare the images for vector output / CNC cutting.
7. Question: For EP-1-900, does the park have any source materials and images for the production of this AV program or does the AV producer need to create and or acquire these.
Government Response: The government does have some images in their collection that could be utilized in this program, but the AV producer will also be required to photograph and/or acquire images / video footage.
8. Question: EP-9-900 and EP-9-990 are both listed in attachment 14. However EP-9-990 is not shown on the AV Schedule on page 11 of attachment 11A. Please confirm whether this is or is not included in the SOW.
Government Response: EP-9-990 is included in the SOW, as indicated in Attachment 14 Database Reports.
9. Question: Please confirm that each of EP-2-990 thru EP-9-900 are narrations to be recorded by our AV producer solely from the paragraphs of text without any additions as shown on pages 50 and 51 of attachment 14.
Government Response: EP-2-990 thru EP-9-900 are audio recordings/narrations. Text included in Attachment 14 is representative of the audio programs, but may require some review / editing / refinement before actual recording. Final scripts must be approved by the government.
10. Question: Please confirm the source/responsibility for the following images:

a. IM-1-001 Landscape - The offeror is responsible for these images. Images taken by offeror’s AV producer for production of EP-1-900 may also be used.
b. IM-1-002 Landscape - The offeror is responsible for these images. Images taken by offeror’s AV producer for production of EP-1-900 may also be used.
c. IM-1-003 Landscape - The offeror is responsible for these images. Images taken by offeror’s AV producer for production of EP-1-900 may also be used.
d. IM-4-000 Custom - Illustration with 1625 church to be provided by offeror.
e. IM-5-103 TDM will acquire - Image will be government-furnished after award.
f. IM-8-010 Custom stratigraphic image - Stratigraphy wall - Image will be government-furnished after award.
g. IM-8-010 (sic) TDM Greer Garson - Image will be government-furnished after award.
11. Question: Attachment 18 lists 14 custom illustrations. Attachment 16 lists 12 custom illustractions. The latter does not include IM-04-020201 and IM-05-001-101.
Is Attachment 18 or Attachment 16 correct?
Government Response: 14 custom illustrations are required for the PECO Trading Post exhibit. IM -04-02-201 and IM-05-01-101 are required. Attachments 18 and 19 list these elements accurately.
12. Question: Solicitation Paragraph 14.1.1.A.4 - Exhibit Fabrication Drawings: Is the exhibit fabrication drawing set (or excerpt) exempt from the 60 page limit for Volume I, Factor 1?
Government Response: The 60-page limit for Volume 1, Factor 1 is not exempt. The offeror shall include the fabrication drawing set or an excerpt in the 60-page limit.
13. Question: Attachment 19, cost estimate form - this form doesn’t appear to match the exhibit drawings. Could an updated cost estimate form be provided?
Government Response: The cost estimate form is a template, the offeror should add missing fields or remove fields as required.
14. Question: Attachment 11b PECO VC Production Documents - page 54 & 55 - zone 7 dimensioned elevation note “Wagon possibly changing per new direction from client”. Can more information be provided on this potential change? Would the change be in the style of the scenic wagon, or would the design of the entire zone change? Will the original designers provided the update, or would the Fabricator work with the Park to revise the design?
Government Response: Disregard the notes on pages 54 & 55 that say: “Wagon possibly changing per new direction from client”. This is a hold-over note from earlier discussions in the design process which should have been removed. Drawings accurately depict scope and design intent for the wagon display.
15. Question: Attachment 12 - PECO VC Reference Package - EP-1-900 - Introductory video
- What is the intended length for this video? How many landscapes should be shown? Does landscape footage already exist, or does Fabricator need to produce original footage? What is the content for the “brief introduction”?
Government Response: Program length 120-150 seconds. The government does have some still imagery in their collection that could be utilized in this program but no video footage. The AV producer will be required to photograph and/or acquire still images and shoot new video footage for this program. There will be no soundtrack or voice over narration, only video imagery and simple onscreen graphics/text to make the “brief introduction” to the exhibit gallery. The AV producer shall work with the government to define number of landscapes, seasons, plants/animals to highlight, etc. during the production process.
16. Question: Attachment 12 - PECO VC Reference Package - CE-3–801-807 - Will gourds and mano & metate be provided by the park? If gourds are to be provided by the fabricator, can more information on the design intent be provided? The reference image supplied is very pixelated. Are these items to be replicas or buy out?
Government Response: These props are for the Pueblo Room exhibit which visitors can enter and touch the props. The government does have an authentic Mano & Metate, but safely integrating this into a hands-on area would need to be discussed with the offeror.
The gourds will not be government-furnished and shall be included in the offeror’s deliverables. The government will provide additional reference images upon contract award. The gourdes can be fabricated replicas or modern reproductions in authentic materials.
17. Question: Attachment 10 - DET Equipment - D. Equipment Requirements - Is there a preferred size for the 3 portable handheld devices (standard cell phone, pro/XL cell phone, or small tablet)?
Government Response: Descriptive Audio Tour equipment should have a minimum 6.1” screen that does not have a cell carrier attached to the phones. They will be used in WiFi mode only as DAT devices.
18. Question: Attachment 10 - DET Equipment - D. Equipment Requirements - are the quantities listed the total required for this contract, or are they the quantities required for each site (Pecos Visitor Center and Trading Post) Government Response: Quantities for Descriptive Audio Tour quipment requirements are for each facility (ie, double the amount since there are two facilities in this contract).
19. Question: Attachment 16 TP Reference Package - CE-06.02-200 - Have any sources been identified for purchasing clothing of the correct time period and open-back style? What are the specific quantities and types of items to be provided? Narrative description references dresses and men’s pants, but the bulleted list does not include those items.
Government Response: No sources have been identified for purchase of period clothing.
The information on Page 96 in Attachment 17, Pecos TP Reference Package which describes the types of clothing and intent of this interactive and specifies that three copies of each clothing item should be provided. The offeror shall work with the government to review options for dress-up clothing and determine the final list of items to purchase during the exhibit fabrication process.
20. Question: Attachment 16 TP Reference Package - CE-06.02-500 - How many multiples of each puzzle piece should be provided?
Government Response: Three copies of each puzzle piece should be provided.
21. Question: What is the target length of the film?
Government Response: EP-1-900 shall be 120-150 seconds long.
22. Question: Is it purely an ambient montage of scenery, or will it have a narrative story?
Government Response: Ambient montage of visual scenery, no “narrated story” or audio program.
23. Question: Specifically, should it have narration and/or any interviews?
Government Response: No narration or sound for the EP-1-900 video program.
24. Question: Is there an initial concept or treatment for the film that you could provide to aid in budgeting?
Government Response: EP-1-900 will be a simple video montage combining new video footage from one season with panning still imagery from other seasons. This video program is intended to attract visitors into the gallery and showcases the beautiful landscapes, flora and fauna of the Pecos region. No soundtrack or voice over narration, but integration of text graphic elements “Welcome to Pecos National Historic Park”, simple captions for images, etc., will be defined during the production process.
25. Question: Is it stereo or 5.1 surround sound?
Government Response: No sound for this program
26. Question: Is an original music score required?
Government Response: No, original music score is not required.
27. Question: In which seasons do we need to film scenic footage? Are multiple seasons required?
Government Response: Imagery from multiple seasons is required, but filming of new video footage can be limited to one season with still imagery from other seasons also integrated into the program.
28. Question: Can all filming be accomplished within Pecos NHP? Or should we plan and budget for filming on surrounding public lands as well?
Government Response: Filming should be able to be accomplished within Pecos National Historic Park, but filming is not required to be limited to park boundaries. Filming can occur in the surrounding areas as well, if necessary.
29. Question: Should we assume that the audio programs should be voiced by a Jemez Pueblo tribal member, or by professional voice talent?
Government Response: Using the voices of the Jemez Pueblo tribal members would be preferred, but coordination with tribal members for audio recordings can be challenging and professional voice talent may need to be utilized for ease of production.
30. Question: If the former, will the NPS help with introductions?
Government Response: The government can help with introductions to tribal members if this route is chosen.
31. Question: We have in our possession completed Past Performance Questionnaires that are identical to the form used in this solicitation, except for the solicitation number in the header on page 1. They were completed and signed within the last 6 months, and submitted for a different HFC project. In order to save our past clients’ valuable time, may we submit these completed forms, instead of asking them to complete the same form again?
Government Response: The government will accept Past Performance Questionnaires for projects if they meet the criteria outlined in the solicitation. References shall be provided for projects performed by the prime contractor and/or proposed subcontractors within the last seven (7) years that are similar in scope, complexity, and nature to this project. If the offeror uses questionnaires from previous contracts, the offeror shall indicate this solicitation number on the front page of the questionnaire.
32. Question: Other than the video samples themselves, what other sample-related materials should the AV Producer provide, if any?
Government Response: Video samples are sufficient.
33. Question: Volume II Past Performance has a 5-page limit. How do we hold it to 5 pages if we have to include three references and their PPQ? Each questionnaire has 4 pages.
Government Response: The 5-page limit is for each past performance reference.
34. Question: Samples of Work can only go back 5-years, but Past Performance references go back 7- years. Yet, all samples shall relate to the Past Performance references. Can they both be 7-years?
Government Response: The Samples of Work shall be within the last five (5) years. The government requests that samples relate to the Past Performance to the maximum extent possible, but it’s not required.
35. Question: Can you please provide excel spreadsheets for the following?
a. Case Schedule
b. Graphics Schedule
c. AV Schedule
d. Lighting Schedule
e. Artifact Schedule
f. Panel Schedule
g. Display Case Plinth Schedule
Government Response: Excel Spreadsheets are not available for the above. PDF files are standard format for contract attachments. Filemaker database files will be government-furnished at time of award.
36. Question: Is there a prevailing wage requirement?
Government Response: This is not a FAR Part 36 requirement and construction work is not included. If a contractor determines their key personnel is subject to the application of the Service Contract Labor Standards, the contractor shall identify those key personnel as part of the offeror’s proposal. The contractor shall submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract.
37. Question: How do we account for the following in the pricing sheet?
1. Supplying client tool kit as described as noted in Attachment 1, 29.9. Should this go in Project Close Out/Materials/Miscellaneous?
2. The travel labor rate at one-half the hourly rate while in travel status to and from a site as noted in Attachment 1, Section 4.2.A.2, Page 32
Government Response:
The pricing sheet or cost estimate form is a template, the offeror should add missing fields or remove fields as required.
38. Question: Please confirm case desiccant to be supplied and installed by the park.
Government Response: Initial supply of desiccant for all artifact cases shall be provided and installed by the offeror. The contractor is responsible for training government staff how to change the desiccant.
39. Question: Are there specifications for the case pin plunger security systems? Do these appear only on the pedestal mounted cases, or are they elsewhere?
Government Response: Artifact cases require locking mechanisms or security screws.
Cut sheets for similar security hardware can be furnished upon contract award,
40. Question: Please clarify electrical scope for contractor. Will the junction boxes be fully wired with outlets? Who is responsible for bringing power to the case locations? The RFP states that the Park is responsible for: removal of existing exhibits, the installation of electrical wiring/outlets/junction boxes, and track lighting. And it also states that the contractor shall be responsible for completing connections of exhibit lighting and exhibit electronic equipment to existing electrical junctions.
Government Response: The government will run all required facility electrical wiring to the locations needed to power exhibits before the exhibit installation. Some locations have outlets, some have junction boxes. The offeror is responsible for plugging in, or hard wiring to junction boxes, all electrical components built into exhibit structures during the exhibit installation.
