Per Flexsteel technical recommendation, an annulus test is recommended when working in current design SOW. This will ensure 100% shield integrity and successful Flexsteel product install with engineered report. Can we consider planning for annulus testing per Flexsteel's recommendation?

see 33 05 07.

The HDD plan and profile provided in the Construction Drawings shall be reviewed and confirmation shall be provided that the HDD plan and profile can be reasonably constructed with the Contractor proposed means and methods within the tolerances specified by the manfuacturer.

Please ensure all manufacturer required tests are performed.

Can we receive more clarifications on asphalt paving locations? We do not see any specific locations on the drawings vs the Geotech report.

Paving locations are limited to those areas disturbed or damaged during construction.

Is the contractor allowed to utilize two-track roads to access ROW across the project as feasible?

Yes, vehicle traffic is permitted on the switch back roads and High Clearnance 4x4 Road accessing the switch back road form the visitor center. Vehicles shall remain on designated routes within the

LOD.

Bore #2 (4,462’) Clarification Requests - Per drawing sub-sheet C38, the HDD set up area is identified. Per our Drilling Engineer, more space is needed. Is there any way the pipe exit area can move closer to 168+00 station to allow for more work area space and staging for successful bore? What are the client’s recommendations for more space.

No. Significant Archaeology exists in this location. if needed additional space may be allocated closer to 169+00 and 170+00. Expansion of the LOD request can be made once exact needs are presented by the contractor but space is limited by cultural resources and topography.

Bore #2 (4,462’) Clarification Requests - Casing – Use poly instead of steel?

a.33 05 07-10 Horizontal Directional Drilling: 2.2 E Wash-Over Casing shall confirm to

ASTM A252 Grade 2 Steel and be manufactured specifically for the method of installation b.Flexsteel recommendation is HDPE casing compared to steel for various technical reasons.

Contractor can propose an alternate casing pipe type for review/approval after award. If HDPE can meet casing requirements per specifications it may be considered. See 'submittal procedures' 01 33 23 (1.3)(E)

Bore #2 (4,462’) Clarification Requests - Casing – Use slick bore (not using casing) instead of poly or steel?

a.Per appendix A in specifications, bore calls for 12” ream pass. If slick bore is allowed, will this 12” minimum still be required?

Contractor can propose an alternate to casing for review/approval after award. If slick borer can meet casing requirements per specifications it may be considered. See 'submittal procedures' 01 33 23 (1.3)(E)

Bore #2 (4,462’) Clarification Requests - What are the client’s concerns if any about preloading the Flexsteel inside the casing prior to pulling the casing through the bore section?

Per our drilling engineer the best recommendation for a successful bore is to preload the casing specifically from station 123+00 to 77+00 across the entire ROW.

See specification 33 05 07.

The Contractor shall submit any proposed changes to the plan orientation per the specifcation prior to beginning HDD work. Due to resource concerns the bore needs to terminate in the shown drilling setup area around station 169+00-170+00.

Bore #2 (4,462’) Clarification Requests - Per drilling engineer recommendations, extensive dirt work will need to be completed to ensure a successful bore of bore #2. What are the expectations and requirements for the extensive dirt work needing to be done and the carbon footprint of change behind the extensive dirt work? This question is directly related to the boring lay down area at 170+00.

The Contractor will need to submit their excavation plan within the boring lay down area for approval prior to work in that area per specification 33 05 07. Excavation monitor requirements are called out in the Division 01 specifications also.

Bore #2 (4,462’) Clarification Requests - What are the stipulations behind using the Mesa Top Ruins Road for pipe staging and other necessary steps to complete bore 2 successfully?

Can the road be completely closed for a certain amount of time or can half of the road be closed for an extensive amount of time if contractor provides sufficient road traffic.

Mesa Top Ruins Road cannot be completely closed. Half of the road can be closed with appropriate traffic control with delays not exceeding 15 mins, 24/7. Any damage to roadway from staging of material will need to be repaired to match existing condition

Requesting a bid date be extension for 2 weeks or longer, do to increment weather the week of 01/ 19/2026 delayed a site visit. 1A Do to subcontractors and or suppliers our company has reached out to requesting sub-quotes or materials quotes are unaware of the project being out to bid. Most have requested additional time or days in order to prepare quotes. We have been contacting said companies starting on January 15, 2026 for quotes.

An extension is granted and the proposal due date is now 2/26/2026.

Concerning the budget stated or shown on Sol 140P2026R0020 of 5 to 10 million is this corrected?

The rough order Magnitude of this project is between $5M-$10M.

The elevation shown on the profile plans for the 6 inch pipe being installed by HDD method, Will NPS, DSC Contracting Services consider changing the HDD pipe elevation to 4 foot of cover to the top of pipe, similar to the open trench elevation as shown on the water line profile plan sheets on the HDD drawing?

No.

The following stations the existing 6 Inch line appears to be in conflict with the new 6 inch waterline, elevations and pipe locations, if the waterline cannot be shut down for more than 1 to 2 hours what are acceptable means and methods to install the new waterline if conflicts of this nature between existing and new waterline. The following stations are estimated 52+75 to 53+00, 61+00 to 62+00, 67+50 to 68+25, 70+75 to 74+25 and 75+50 to 76+20.

Review the plans, none of the locations listed have the new waterline closer than 10' from the existing water line. There is a crossing identified at approximately 47+90 with callouts to adjust grade of the new line as needed to provide 1' of clearance.
