Soil can be left in neat piles in the southeast corner of the lot 21°11'22"N 156°58'43"W.

Same for green waste with the stipulation that any woody brush with stems greater than ¾" in diameter be chipped.

Spec 01 74 19 Construction Waste Management & Disposal Will NPS provide septic service for prime contractor port-o-johns ? 8/16/2024 Park

Septic service / port-o-john not required. Use of facilities in contractor's residency is available and near project location site.

Per project specifications the NPS is to provide contractor housing. Will the government please specify how many contractor employees will be able to be housed at one time, and what restrictions if any there will be? Additionally, can the government please provide a list of the amenities available as well. I.e. how many showers, bathrooms, washer/dryers, what size stove and microwave.

8/13/2024 Park

Up to eight contractors can be housed at one time. Securing dates early (4-6 months out) is highly recommended in order to ensure housing availability. Re: restrictions, please refer to the answer to question 11. Number of amenities may vary according to which housing units are available. At minimum there will one full size kitchen sink, one full size stove with oven, one full size refrigerator / freezer, one full size microwave, one washer, one dryer, one coffee maker, one toaster or toaster oven, and two bathrooms with showers per 8 employees.

Some housing units will have more amenities per person than this. All cookware, plates, and utensils are provided as well as pillows and linens. Most beds are “full” size, though two

Contract documents list working hours to be restricted to standard business hours 7 a.m. – 4p.m. M-F. Will the government restrict over time working hours? This will drastically change the price estimate as it will be difficult to find quality personnel to agree to working remote without overtime. Will the NPS approve up to work 7 a.m. – 7 p.m. Mon – Sunday? If not, what are the longest working hours the government will approve. 8/13/2024 CO/CS/Park

Work hours will be Monday through Friday 6:00 AM to

4:30 PM

Who currently owns the power poles and utility communication lines as shown in subsheet E3? Will the contractor be allowed to tie directly into the current transformer? Can the government provide the proper contact in order for the contractor to coordinate hook-up and shut down with, to safely make connections?

8/13/2024 Park

Primary and secondary electrical distribution is owned by the DHHL/NPS. Communication is owned by Hawaiian Telcom and Spectrum. Communication POC to be provided upon award.

Young brother’s has one barge yearly, in contacting YB, they will not give pricing to contractor without coordinating with NPS personnel. Will the government provide this contact, or discuss with young brothers that there will be some construction work occurring, and allow them to provide pricing to contractors?

8/13/2024 PM/PS/Park

IF the intent is for the contractor to provide their own barge than there is no obstacle to YB communicating pricing directly to them. If they will be tagging on to the annual NPS barge that is different: we pay to contract the entire barge so individual vendors do not pay anything to YB or NPS. If they are sharing our barge, there is no cost to the contractor.

During install of the electrical and communication line asphalt needs to be crossed 3 times. Will the government accept cold patch as a fix after install utilities? If so what other quality control requirements will be necessary, i.e. will density testing be required for cold patch, if so what compaction rate? 8/13/2024 AE Please use hot mix asphalt.

Will the contractor be granted access to any nearby hydrants for the use of make-up water for concrete batching and other project needs? If will the contractor coordinate with the NPS for this, or something other agency? 8/13/2024 PM/PS/Park

Refer to specification 01 50 00, section 3.1.B

During site visit the entire field seems usable for material and equipment staging, sub sheet C9 restricts staging space, will the government grant contractor complete usage of this staging are?

8/13/2024 PM/PS

Yes. Full use of space is available. Contractor to limit disturbance with minimal changes after approval of division 1 specifications.

Does NPS have a location for green waste as there will be grubbing and clearing, additional there may be some soil disposal as well, please identify where green waste and dirt can be disposed of, or is it to be assumed it needs to be hauled off? Project documents list within 5000’.

8/13/2024 PM/PS/Park

1) Soil can be left in neat piles in the southeast corner of the lot 21°11'22"N 156°58'43"W. Same for green waste with the stipulation that any woody brush with stems greater than ¾" in diameter be chipped.

Specification section 01 11 40 – 1.2.B.8.b. discusses and calls for contractor inspections on off island equipment, vehicles, and materials. Will it not be required for on island vehicles and construction equipment? What sort of documentation will be required?

Who will be doing the inspections?

8/13/2024 Park

Documentation will be an email confirming that equipment, vehicles, and materials have been inspected for visible seeds, plant fragments, coqui frogs, or ants which name and date of inspector sent to linhanh_cat@nps.gov and albert_espaniola@nps.gov. The inspections are not required for on island vehicles and construction equipment if they are transiting Oahu through YB only. However, if equipment needs to be staged outside of YB on Oahu, inspections should be done before equipment, vehicles, and materials are sent to Kalaupapa. Contractors may clean and inspect if they have the subject matter expertise or could work with companies specialized in biosecurity to do a check

Plan set sheet 2, key note 4, states NPS to supply area for fabrication. Can the government supply pictures of this area? Is it dry & covered? What is the amperage of power supply? What are the dims of the covered storage?

8/13/2024 Park

Comply with the rules of the settlement. What are the rules and is there something we are not aware of? NPS question.

8/13/2024 PM/PS/Park All settlement rules are spelled out in attachments A and B.

NPS will not supply fuel. What are the park restrictions on setting up a temporary fuel tank? Are there barging restrictions on barging fuel?

8/13/2024 PM/PS/Park barging requirements for fuel would need to be coordinated with the barge provider. Just as an example, NPS transports fuel to the settlement in contracted tanker trucks or trailers with appropriate DOT placarding. Fuel storage must comply with NFPA 30 and US DOT rules governing job site fuel storage. A Spill Prevention Controls and Countermeasures plan is required.

Will archeological monitor be provided by the park service? If so will contractor need to provide monitor with food?

8/13/2024 PM/PS/Park Contractor will be responsible for the archeological monitor

Steel is to be hot dip galvanized and then painted, for the bollards would the NPS consider plastic bollard covers, this will save the government money?

8/13/2024 AE

Yes, the NPS would consider value engineering recommendations.

Can the government provide a paint color code, so the contractor can match desired paint for roof and structural members?

8/13/2024 PM/PS

Color should be Golden Straw 2152-50 | Benjamin Moore or equivalent exact matching color in a different brand. The RGB values for Benjamin Moore 2152-50 Golden Straw are 242, 217, 180 and the HEX code is #F2D9B4. The LRV for Benjamin Moore 2152-50 Golden Straw is 71.55.

Will hydroseeding be required after usage of lay down and upon completion of project? If so please provide specifications?

8/13/2024 PM/PS/Park No hydroseeding will be required.

How often does the imported aggregate need to be inspected to be certified weed free as called out in the specifications?

8/13/2024 PM/PS?park

Imported aggregate needs to be certified weed free before arrival in Settlement, as close to the date of shipment as feasible, and does not need to be inspected after it arrives in Settlement.

Can the NPS provide clearance height on the overhead power crossing the road that leads from the barge landing to the project site? 8/13/2024 Park

Meets typical highway underpass height.

Current POP is 180 days, being that the barge is arriving around 8/16/24 and likely is the last one of the year, will the government be extending the POP or delaying NTP, as the contract carries liquidated damages? If current POP is held depending on when NTP is given contract likely will not be able to be completed unless freight is brought in with helicopter, greatly increasing costs.

Considering lead times of tanks and electrical components it is possible that contract may not be able to be completed until winter of 2025, potentially 2026. 8/13/2024 CO/CS

The POP is subject to the NTP and the NPS is aware of the logistical issues and NTP won’t start until the contractor is able to fully mobilize to the site. At that time the NTP will be issued.

Fuel system needs to be tested, which requires tanks to be filled, unless a modified commissioning is allowed? How will fuel be brought too the tanks after completion? Should the contractor assume that commissioning will be done in a separate mobilization, or assume it will be done in line with completion of construction?

8/13/2024 PM/PS

Contractor to secure fuel for commissioning. Fuel for commissioning will need a temporary containment system.

The plans and specs are in conflict in regards to painting. Sheet A3 notes 1-3 talk about all steel members being galvanized and painted. Note 3 states “do not paint factory finished items.” Specifications division 09 90 00 call for one coat primer MPI 79 and two coats of MPI 48. Is the 3 coat paint system applicable to the structural steel, or just the piping? Can the steel/ and piping be painted prior to shipping, and touched-up after welding?

8/16/2024 AE

We do not see any conflict as the plans indicates where to paint and spec section 09 90 00 indicates what to use.

MPI 79 is an anti-corrosive primer that can be used on galvanized steel. The plans call out all steel members shall be galvanized to protect steel and iron from rusting and corrosion. The plans also call out all metal surfaces including exposed conduits and piping painted with 1 coat primer and 2 finish coats. Factory finished items are roofing and storage tanks (noted to be factory finished) will not be painted in the field. We do not recommend painting done prior to shipping.

Specification section 01 50 00 - 3.1.F. states that contractor is to install a new phone line. Where is this phone line to be installed? What is currently set up? Will the contractor need to install phone jacks? With the historical nature of many of the locations this is hard to plan for. Please provide detail as to where phone is to be installed.

8/16/2024 Park

Contact Hawaiian Telcom. Intent is the ability to have emergency response. Offerors may recommend other communication methods to establish emergency response.

Specification section 01 57 19.12 discuss noise management. Will the contractor be expected to restrict work during what has been defined as normal working hours per this section. 70 dB(A) is not allowed for more than 12 minutes in any hour. This will make concrete working nearly impossible as mixing will have to be done on site, there is not batch plant in Kalaupapa. The government should consider removing these restrictions as complying is not feasible. 8/16/2024 Park

Typical construction noise levels between 8am - 5pm.

Construction activity outside hours shall minimize noise disturbance.

Sub sheet C4 shows survey control. During job walk the “rusty nail” was unable to be found. Can the NPS provide a photo or any additional information on survey control that can be utilized as a project benchmark, so project elevations can be properly be built to with respect to existing site control? 8/16/2024 AE

Defer to NPS on adressing rusted benchmarks. Plans currently show survey data.

Spec Section 32 11 23 – 2.1.A. shows sieve with 0-5% passing through the ¾” sieve. This material will be difficult to source on the islands. Additionally, having no fines in the aggregate will make compaction difficult or impossible. This material also likely will not bind and make a pour roadway surface. Would the NPS consider the below spec. on roadway aggregate? Or provide an alternative? 8/19/2024 AE

Please provide subsitute aggregate spec mention in Item 14 question.

54 Please verify no cost for NPS lodging? 8/15/2024 Park NPS lodging will be provided at no cost.

Please verify what contractor may need to provide or is provided with NPS lodging (linens, towels, pillows, pots, pans, plates, coffee machine, etc)?

8/15/2024 Park

At minimum there will one full size kitchen sink, one full size stove with oven, one full size refrigerator / freezer, one full size microwave, one washer, one dryer one coffee maker, one toaster or toaster oven, and two bathrooms with showers per 8 employees. Some housing units will have more amenities per person than this. All cookware, plates, and utensils are provided as well as pillows and linens. Most beds are “full” size, though two housing units still have “twin” mattresses.

Fuel tank lead times are around 20-24 weeks after receipt of order not including transfer to chartered barge. Can the period of performance be extended from 180 calendar days from receipt of NTP to account for long lead/high cost material order plus barge shipment dependent on weather, etc? 8/15/2024 CO/CS/PM/PS

The POP is subject to the NTP and the NPS is aware of the logistical issues and NTP won’t start until the contractor is able to fully mobilize to the site. At that time the NTP will be issued.

On sheet C11, detail 2, can contractor price an alternative stabilized construction entrance and exits that is commercial off the shelf? 8/15/2024 PM/PS
