About this file
This document is a compilation of questions and answers related to a Request for Information (RFI) for a federal contract opportunity to construct a fuel farm and dispensing system at the Kalaupapa settlement.
The key details are as follows: The project will involve installing 4 above-ground 5,000 gallon fuel storage tanks, 1 above-ground 5,000 gallon diesel tank, along with a dispensing/tracking system, concrete pad and shelter, mechanical connections, underground data and electrical service, transformer, lighting, bollards, and an access road. Questions cover various requirements such as resumes, progress payments, site access, utilities, paint colors, and substitutions. Responses indicate that the government is aware of logistical challenges and will issue the Notice to Proceed when the contractor can fully mobilize. The government is open to contractor-proposed value engineering and alternative construction methods to benefit the project. The solicitation number is 140P2024R0069 and the contracting agency is the National Park Service.

Current POP is 180 days, being that the barge is arriving around 8/16/24 and likely is the last one of the year, will the government be extending the POP or delaying NTP, as the contract carries liquidated damages? If current POP is held depending on when NTP is given contract likely will not be able to be completed unless freight is brought in with helicopter, greatly increasing costs. Considering lead times of tanks and electrical components it is possible that contract may not be able to be completed until winter of 2025, potentially 2026. 8/13/2024 CO/CS
The POP is subject to the NTP and the NPS is aware of the logistical issues and NTP won’t start until the contractor is able to fully mobilize to the site. At that time the NTP will be issued.

Omntec’s Remote Annunciator is also rated NEMA 4X. The Veeder Root TLS-450 Plus would need to be housed in a separate 4X enclosure. Veeder Root Overfill Alarm and Acknowledgement Switch are not NEMA 4X and installing them in a separate NEMA 4X enclosure is not advised as the alarm will be muffled and visual lights obstructed.
Offeror may propose construction means and method/value engineering to benefit the government.
