About this file

This document contains additional questions and answers related to the KALA Fuel Farm project, Solicitation Number 140P2024R0069. The key details are:

The document addresses several items, including: 1) Working hours will be Monday-Friday, 10 hour days, with weekend work only for emergency situations at the Contracting Officer's discretion; 2) Photographs of barge offloading are provided for reference; 3) The contractor will be required to provide an archaeological monitor any time digging is performed; and 4) The National Park Service will allow temporary housing structures (mobile trailers, pre-wired shipping containers, etc.) to be brought on-site, with several stipulations. These include limiting contractor personnel to no more than 15 per project, connecting the temporary housing to the park's utilities, and locating the units near the NPS Quonset hut. Additional Question and Answer from KALA Fuel Farm project

1. Working hours the availability of working M-F 10hr days is an option. Weekend work would be Emergency situations only (Barge Coming on weekend) and at the CO’s discretion.

2. Barge off loading pictures are attached for reference.

3. Contractor will be required to provide an Archeological monitor and will be required any time digging is done at the park.

4. HOUSING: Given Kalaupapa's limited number of housing units and the relatively large numbers of personnel needed for this and other concurrent contracts, temporary housing structures (i.e. mobile trailers, pre-wired and outfitted shipping containers, etc.) will be granted as an option for the fuel facility project. I will start by emphasizing the important distinction that we are talking about temporary housing, not camping and that it is important that we refer to it as such during our discussions with contractors and the community. KALA management will allow contractors to bring in these types of temporary units with several stipulations, including but not limited to: A conflict between the specifications and the previous Q&A is addressed here in regard to the arch monitor. This will need to be provided by the contractor as the park does not have the capacity to perform this function. See reference on previous Q&A regarding when arch monitor is to be present.

· Contract staff will be limited to no more than 15 personnel per project in-settlement at a time.

· If the contractor can commit to 8 or fewer staff, they will be provided existing park housing with all of the amenities mentioned in the RFI responses.

· For staff numbers between 9 and 15 individuals, ALL staff will need to stay in temporary housing units.

· Tents will not be allowed.

· Plumbing for temporary housing must be hooked up directly to nearby Kalaupapa potable water system and septic systems.

· The park will connect pre-wired units to our electrical distribution system in order to power essential items (icebox, light fixtures, microwave, stove).

· The location of the temporary housing units will be near the NPS Quonset hut at the western corner of the settlement (see map). This site features an adjacent septic tank, nearby potable water service, and nearby electrical service. Other locations may be offered at the park's discretion.

· Like all contractor-owned equipment, these mobile units will need to be removed from the settlement upon completion of the project.

This approach is new to the park and will also be new to the community. The park will need to go through section 106 and NEPA compliance process for this action before it is fully approved, which will take 4-6 weeks upon receiving details on proposed housing arrangements.
