There are several resources available online on our NPS websites as well as in the solicitation package that will aid in a better understanding of this very complicated building. With the evolution of construction, each wing was developed slightly differently with different construction methods. The resources that are available online are the park’s General Management Plan, developed in 2009 that provides high level planning for the overall park, The Secretery of Interior Standards for Historic Preservation governs all of the NPS existing buildings and landscape capital improvements projects, and
Refer to the solicitation package of technical plans and specifications, including the appendices – these documents will prepare you for understanding not only the technical aspects of the project but also the importance of the historic fabric that we’re going to be working with and around. There is a Historic Preservation Plan Matrix that will aid in your understanding of how the technical plans and specifications will impact some of the character-defining features of the building – the matrix document references the developmental history, NPS historic preservation policies, Secretary of Interior Standards for Historic Preservation and assists in identifying areas warranting historic fabric protection, the document will be issued in an upcoming amendment.
Note that included in the solicitation package - there are hazardous material reports, interior wayfinding and signage drawing set, the historic structure report that provides background on history and significance and General Hierarchy of Decisions and Protections in understanding how the design was developed to minimize impacts to the historic fabric. Also note that with any excavations in and around historic buildings and cultural landscapes, archaeology is a consideration and so there will be archaeological monitoring provided by the NPS as the projects moves forward with any excavation, digging, ground disturbance. That coordination is very important to NPS.
