Yellowstone National Park
Mitigations List: YELL 307127 Rehabilitate Exteriors of Historic Fort Yellowstone Buildings
Date: November 6, 2023 Park: Yellowstone National Park
Mitigation(s): The mitigations below are by and large covered in the project specifications. The purpose of this summary is to add to, highlight and consolidate expectations for operating in Yellowstone National Park.
Archaeology: Although there is no surface evidence of archaeological or paleontological resources, if previously unknown archeological or paleontological resources are discovered during construction activities, all ground disturbing activities in the immediate vicinity (25 feet) of the discovery shall be halted and the Park Archaeologist notified immediately. Cultural resources will be identified and documented by an archaeologist meeting the NPS Qualification Standards and the Secretary of the Interior's Professional Qualification Standards. An appropriate mitigation strategy will be developed, if necessary, in accordance with pertinent laws and regulations.
Archaeology: In the event that human remains are discovered during construction activities, all activities in the vicinity of the discovery must stop and the Park Archeologist, Branch Chief of Cultural Resources, NPS LE District Ranger contacted immediately. If the remains are determined to have no forensic value and are of Native American or Native Hawaiian descent or an historical person, all provisions outlined in the Native American Graves Protection and Repatriation Act (1990), as amended, will be followed.
Equipment: All equipment, including heavy equipment and hand tools, shall be cleaned and free of seeds and seed carrying soil, debris, and mud to prevent the spread of exotic and/or invasive weeds.
Equipment shall be cleaned prior to entering the park and between construction sites within the park.
Equipment shall be pressure washed within the identified boundaries of construction prior to relocating equipment between construction sites.
Equipment: To minimize possible petrochemical leaks from construction equipment, the contractor shall regularly monitor and check construction equipment to identify and repair any leaks. Equipment will not be serviced or refueled near streams. Storage and refueling of equipment, and construction parking will be at least 150 feet from streams or riparian areas in designated staging areas.
Road conditions and traffic: The contractor is responsible for understanding how extant road conditions, including construction schedules, might affect their access to the site. This information is available by calling the Visitor Services Office at (307) 344-2107.
Erosion Control: Because disturbed soils are susceptible to erosion until revegetation takes place, standard erosion control measures such as the use of silt fences would be used to minimize any potential soil erosion.
Erosion Control and Site Rehabilitation: The contractor is expected to strip, stockpile and re-apply the top two inches of native soil in all areas of disturbance.
Line Locates: The contractor must call for line locates before any excavation work may begin. The depth of utility lines vary, and there may be multiple utility lines in a common area. Calling 811 will result in all utilities being located.
Utility interruptions: The contractor will notify the Contracting Officer of planned service outages that will affect residents adjacent to the project.
Wildlife orientation: The contractor and any subcontractors will be oriented on how to avoid disturbing or encountering wildlife and how to minimize unavoidable effects or encounters. Orientation will include information about park regulations regarding food storage, disposal of garbage and other wildlife attractants, and approaching or harassing wildlife.
Staging: To minimize the amount of ground disturbance, staging and stockpiling areas will be located in accordance with the drawings. All staging and stockpiling areas will be returned to pre-construction conditions following construction. Construction zones and staging areas will be identified and fenced with construction tape, snow fencing, or some similar material prior to any construction activity. The fencing will define the construction zone and confine activity to the minimum area required for construction.
Migratory birds: To avoid impacts to migratory birds during nesting season, all tree removal activities should occur outside of March 1 - August 15 for raptors, and May 1 - August 1 for songbirds. If construction must occur within the March 1 - August 15 window, the contractor must notify the Contracting Officer, who will contact the Bird Program Manager at 307-344-2218 to discuss or schedule a survey.
Waste management: The contractor is responsible for their own waste management, including recycling and portable toilet facilities, per the project specifications.
