Question: Answer: Amendment No.:
Can Site Superintendent function as the safety specialist? No 1
If possible to open the past performance period to at least 10 years Yes 1
Could you quantify the masonry repair scope in the crawl space / storm cellars for buildings 9 and 10?
Could we receive clarification regarding the paint preparation on the chimneys prior to repainting? Will they be fully abated and stripped to bare masonry prior to painting, or will they be prepared and encapsulated with new paint?
Are we to assume that all existing chimney bracing will be removed and replaced with new stainless steel bracing, and with a quantity of two braces per chimney?
Are we correct to assume that there will be no bracing on the chimneys for stone buildings 2 and 3?
Solicitation p. 66 of 85: Factor 2 Project Experience requests prime contractor experience where the general contractor self-performed at least 60% of the cost of the contract, excluding materials. As 60% is an unusually high percentage of self-performance for a general contractor, we ask NPS to strike this phrase.
The solicitation requirement for this factor will be reduced to 30% of the cost of the contract, excluding materials for projects that were self-performed. 1
Specifications: There are no specifications for hazardous materials. Under spec 01-31-00-9, para 1.9C, it states
“Hazardous Waste Removal, Transportation, and
Disposal- To be determined.” Please confirm if there are any hazardous materials on this project, i.e., lead paint, asbestos, etc.
The specifications are being provided as part of
Amendment 1. Please see attachment 1
Given the magnitude and complexity of this solicitation, we kindly request a minimum 2-week extension of the current due date. Contractors will need adequate time after the schedule site visit on 7/13 to put together a responsible bid.
An extension in the proposal due date will not be granted. 1

Superintendent? If not, please clarify which roles can be combined so that the total number of field managers on site can be determined.
No, these must be separate positions as stated in the solicitation. 1
All around each house, there were numerous borrows seen for chipmunks and other animals. Please clarify who will be responsible for their removal. Once captured, did NPS want them released or handled by an exterminator?

Summary of Work, Para 1.3B states that the buildings will be occupied during construction. This will present significant safety concerns on the project. Will occupants be required to wear full PPE, including but not limited to hard hats, steel toe shoes, long pants, short sleeve shirts, safety goggles, during construction? (that is a requirement of our insuance carrier and our safety plan). As you know there will also be work done overhead in the attic. It is unsafe to have occupants underneath the overhead work during construction. Can residents be moved out at least during work hours M-F?
The Park will not unilaterally require that occupants wear PPE. The sequencing plan in
SUMMARY OF WORK (01 11 00), 1.3(c)(4) requires that the contractor describe methods for limiting disturbance to building occupants while also providing safe access directly into buildings. The
CO will evaluate the contractor's plan and ensure that whatever roof construction method is employed will sufficient limit disturbance to the building occupants. The expectation is that the contractor will use every reasonable construction method available to minimize disruption to the occupants. Occupants will remain in their homes during the entirety of the construction operations. 1

Please clarify if the 808 calendar days PoP pertains to the “base bid only” or “base and all options”? We have contractors concerned with expected weather impacts to perform work that has cold weather constraints which will prevent tasks for extended periods/months.
The period of performance is 808 calendar days and pertains to all CLIN's including the optional CLIN's. 1
Temporary facilities - What size storage container can we place on the site? How many storge containers can we bring on site?
Storage container size limited by extents of staging area. 1

Where can we place our work trailer? Can one be placed at Officer’s Row? Work trailer = job office?
Work trailer can be placed in area designated as staging location behind the Officer Row housing.
See Sheet ( G-005 ) 1

½” plywood added. Will now be created a 1/2” gap between the window and the trim. (see below sketch) How do we fill the void? We assume that
NPS wants to salvage and reuse the existing trim and jamb. Hence, we will need to put in a filler piece. Will that be acceptable
The existing trim and jamb must be salvaged and reused to the greatest extent possible. However, existing sheathing (assumed to be true 1x) will be removed and replaced with 1/2" plywood sheathing and 1/4" furring strips. There is no net gain in sheathing thickness. 1

No - mockup must be as denoted in the specification. 1
Spec 07 31-16-3 Field conditions 1.8A states not to install metal shingles when windchill
<45degrees? This is unnecessarily restrictive and will limit the ability to have the work done. Can this be change to above 35 degrees ambient. I don’t understand the relevance of wind chill, either, unless the concern is that the workers will be too cold to do a good job.
Refer to basis of design product literature for required ambient air and windchill requirements. 1
Please clarify for the areas where we are to apply to paint to existing materials, are we to scrape down to a sound surface, or will we have to remove the existing paint 100% to the bare material.
Refer to 06 03 12 – 3.5 Paint Removal. Remove existing paint to bare substrate. 1
If there is a combination of scraping and full removal, please clarify which areas those would apply.

Park relative to any owned Park utilities so they can marked appropriately. 1
Should any of the options be taken, we would like to request the ability to include additional time to the overall contract duration (if needed). Since there is no definition as to which option will be taken, we request the ability to add days to the overall contract duration based on the number of options taken by NPS. Ie.
If 1 option is taken, add ____ calendar days
If 2 option are taken, add ____ calendar days
If 3 option are taken, add ____ calendar days
Etc.
The total period of performance for the base CLIN's and all option CLIN's is 808 calendar days. 1
Sheet 02-A901, why does only 4 openings show ‘exterior trim’ with level 1 repair? Why are the other windows shown as N/A? On the elevations, there does not seem to be any difference in these windows.
The exterior trim repair level for 2.N1.04, 2.N1.05, 2.N1.06, and 2.N3.01 should be “N/A.” The reason
“N/A” is noted for all exterior trim, is because these windows are set into a stone masonry wall and do not have exterior trim. 1
