1) The asbestos containing material is likely to be disturbed during the demolition activities, so the material must be removed prior to the demolition activity.

b. All removal must be completed by a certified asbestos abatement contractor under controlled conditions in accordance with United States Environmental Protection

Agency (EPA) and Hawaii Department of Health (HDOH) regulations. Work should also be monitored by the HDOH accredited Asbestos Project Monitor.

2. Lead in paint

a. Lead-based paint was not identified in a hazardous materials inspection. However, lead at concentrations below the EPA guideline were detected in various paint/coating. These paints have lead concentrations of less than 0.5% by weight and are identified as lead-containing paint (LCP).

b. Prior to the disturbance of LCP, the contractor’s employees disturbing the lead paint must be informed that it contains lead and must conduct all lead paint disturbance work in accordance with Occupational Safety and Health Administration (OSHA)

29 CFR 1926.62 Lead. If any untested paints are disturbed, they should be assumed to contain lead.

c. If lead paint chip or waste is generated during the renovation and/or demolition work, composite samples of the generated waste must be collected for Toxicity

Characteristic Leaching Procedure (TCLP) analysis to determine the waste disposal characterization.

d. Hawaii Administrative Rules, Title 11, Department of Health, Chapter 261, Hazardous Waste Management allows a maximum concentration of lead contaminant by TCLP at 5.0 mg/L. TCLP results exceeding the 5.0 mg/L threshold requires the material to be disposed of as hazardous waste. Results below this threshold allow for the lead waste to be disposed of as construction debris.

e. Note that painted metal components are exempt from TCLP testing and hazardous waste disposal if recycled.

3. Lead in soil

a. Samples collected from Decision Unit 1 (Bare soil within the one foot lateral of the

40,000 gallon and 80,000 gallon water tank foundations and 0”-6” below ground surface.) contained level of lead at 320 mg/kg which is above the HDOH

Unrestricted/Residential EAL of 200 mg/kg but below the Commercial/Industrial

EAL of 800 mg/kg.

b. Samples collected from Decision Unit 2 (Bare soil within the one foot lateral of the

40,000 gallon and 80,000 gallon water tank foundations and 6”-12” below ground surface.) contained level of lead at 58 mg/kg.

c. Additionally, the TCLP sample concentrations did not exceed the HDOH Maximum

Concentration of Contaminants for the Toxicity Characteristic (11-261) of 5.0 mg/L.

Based on this result, the soil may be disposed of at a local landfill that will accept such soil.

B. Removal of water tanks

1. The procedures to remove the existing water tanks shall include, but not be limited to, the following:

a. Remove all electrical conduit and appurtenances from the tanks prior to dismantling of the tanks.

b. Disconnect and cap all piping from the tanks prior to dismantling. Protect the 2” diameter supply line to the larger tank.

c. Protect adjacent radio room building. Contractor shall be responsible for repairing any damage to the radio room building.

d. Remove all water that may be present that is capable of being pumped out of the tanks.

e. Drain or flush all water from piping into the tanks.

f. Remove aboveground water tanks in accordance with approved work plan.

2. The concrete foundations of the aboveground water tanks shall be removed down to a depth of 2’-6” below grade.

C. Disposal of tank contents and demolished materials

1. All removed tank materials shall be loaded and trucked away from the site in such a manner as to not cause any hazard for passersby or damage to any existing facility. Any damage shall be repaired or replaced by the Contractor at no additional cost to the government.

2. All waste material shall be disposed of in accordance with all federal, state, and local regulations.

3. All waste materials shall become the responsibility of the Contractor and the Contractor shall be responsible for the safe and proper removal and disposal of all waste materials.

4. Storage of waste materials at the site is not permitted.

5. All fees and transportation costs are the responsibility of the Contractor. The Contractor shall bear full responsibility for any and all fines against the project resulting from the improper handling and disposal of the waste materials.
