Question
Answer
I am interested in bidding this project and was able to download the documents but I do not see any architectural pages. Do you know if these are available?
There are architectural sheets. I am not sure why this Contractor wasn't able to download them.
The architectural sheets are at the end of Volume 1.
Is an MDE permit required, and, if so, has it been obtained by
NPS?
AE RESPOINSE: NPS is in the process of acquiring all required permits. Plans and calculations were submitted by the A/E to MDE for review on 6/22; as of the date of this email, comments or revisions from MDE on the application have not been received.
We are an 8(a), Woman Owned, Hub Zone business, and we plan to self‐perform a minimum of 30% of the work on this contract. Are we required to prepare a small business participation plan? No. Small Business Participation Plans are only required for Large Businesses.
May we present primary and alternate candidates for the key personnel roles? Please present primary candidates only.
Reference note D05 / A4. Shall we price the plaster removal as containing ACM?
AE RESPONSE: No. The existing plaster above the Bookstore ceiling should be removed, but per the
Hazardous Materials (HazMat) drawings, the plaster material has NOT been identified as containing
ACM. Note D05 should be revised to read “EXISTING PLASTER CEILING (CONCEALED ABOVE
EXISTING ACOUSTIC PANEL CEILING) TO BE REMOVED”.
We would like to confirm that the Safety Manager’s resume(s) should be presented twice (in Subfactor 2B – Safety and in
Subfactor 3B – Key Personnel).
The Safety Manager's resume only needs to be submitted once. List that person in both places and note that the resume is provided.
Factor 4 states that PPIRS evaluation reports can be submitted in lieu of PPQs. Can CPARs (Contractor Performance
Assessment Reporting System reports) also be submitted in lieu of PPQs?
PPIRS is a companion system to CPARS. It receives the completed CPARS report cards, including contractor comments, as well as other statistical reports on smaller‐value contracts.
Completed/Final reports from either the CPARS system or PPIRS system will be considered. Draft reports may carry less weight. Past Performance information for projects submitted as examples of
Past Experience is requested.
We are finding it difficult to get in contact with Contracting
Officers for PPQs requests due to COVID‐19 closures. Are we able to submit previously completed PPQs?
Yes.
Subfactor 2A – Management Approach is limited to 4 pages. Do the 4 pages include Quality Control, Organization Chart and
Description, Business Practices Unique to this Project and
Location, and Subfactor 2B – Safety?
The 4 page limit applies to the Management Approach only. In this narrative please address Quality
Control, Organization Chart and Description, and Business Practices Unique to this Project and
Location. Subfactor 2B ‐ Safety should be addressed as a separate subfactor. There is no page limit listed for Subfactor 2B use your judgment.
Subfactor 2A states that the information in the section should be narrative format. Should the organizational chart in this section also be in narrative format or is a diagram acceptable? NPS RESPONSE: An organizational chart is acceptible however we do want to see the qualifications of key personnel
Can the 4 pages for the Management Approach and the 6 pages for the Technical Approach be double‐sided? These will be submitted electronically and will be single sided.
Small business requirements – Page 21 of 192 of the solicitation, Special Clause H.4 part (b) states – “The contractor shall ensure a minimum 20% of the total contract value is performed by Small Business.” The first page of the Small
Business Subcontracting Plan states that the goal for Small
Business Concerns is 43%. Please clarify which is correct.
SMALL BUSINESS PARTICIPATION: Small business participation on Page 22, SPECIAL CLAUSE H.4:
Requires a minimum of 20% of the total contract value to be performed by small business. If at any point during the performance of the contract it becomes apparent that the goals will not be met a recovery plan will be requested and if upon contract completion the required % is not obtained it will be appropriately documented in the past performance record. / Separately from Special Clause
H.4, see also Page 58, SMALL BUSINESS SUBCONTRACTING: The goals set in FAR 52.219‐9 are set for all Government agencies. If you are a large business and are requested to submit a subcontracting plan as the apparent successful offeror, the plan should demonstrate the contractor’s proposed subcontracting percentages as they relate to the proposed amount and the small business goals identified in the solicitation. If at any point during the performance of the contract it becomes apparent that the goals will not be met, the appropriate supporting documentation shall be provided to demonstrate the good faith effort. The contractor will not be considered in breach of the contract.
Will the NPS be removing existing furniture and artifacts prior to demolition activities in the existing VC? AE RESPONSE: Other than the entry desk, all exhibits and furniture will be removed. The entry desk is the Contractor's responsibility
Will exhibit drawings be issue prior to bid? There is likely to be coordination work required with the work under this contract. No. Exhibit drawings are still in progress but should be available by sometime in January. The design teams for construction drawings and exhibit design did coordinate the two. As soon as they are available, the exhibit design documents will be provided upon Contracting Officer's approval.
Section 1/A22 shows new elevator footing and pit wall installed underneath the existing stairwell. Please clarify how this is to be accomplished.
AE RESPONSE: The intention is to have the top of the new elevator pit foundation wall become the new support of the existing stair on grade. The elevator pit wall at the southeast face of the pit wall is to step up (from the Exhibit Floor Level to the First Floor level) along the bottom of the existing concrete stair in order to support it. In constructing this, the edge of the stair will be slightly undermined, and the Contractor will need to install sheeting and shoring to prevent soil loss below the stair. The new concrete wall would then be poured with a stepped profile to follow the underside of the slab and any gaps between the top of the concrete wall and the underside of the existing stair slab should be packed tight with blocking or non‐shrink grout. The shelf on which the stair slab will sit will be 4” wide to allow room for the 8” CMU wall to be built on top of the concrete pit wall. Please note that given that this is a stair on grade, this is believed to be the most cost effective approach, however, there is a bit of risk of movement. Should the stair move slightly it could be easily repaired. Alternatively at the Contractor’s option, the edge of the existing stair could be underpinned, which might slightly reduce risk of movement. The work described in this response should be included in the Base Bid.
The bid form identifies item 5 option 4 as systems control allowance. Spec section 012700 definition of contract line items does not include this item 5. Section 012601 par 1.2 allowances does not address item 5. Please identify the allowance amount to be carried in the bid for item 5 option 4.
AE RESPONSE: Provide a price for CLIN Item 5, Option 4 as noted in the in the Contract Price
Schedule. CLIN item 5, Option 4 should be the price for the compatible Controls System to support any combination of the PV array areas noted in Option 1, Option 2, and Option 3, and to provide a fully functional PV system with connection to the building electrical system.
Government Acceptance Period: Box 13.d. of the SF 1442 shows: d. Offers providing less than _____0________ calendar days for Government acceptance after the date offers are due will not be considered and will be rejected . Offerors must list the number of days in Box 17 (page 2) of the SF 1442.
Is this (that is, “0”) the correct government acceptance period?
This number should be 90 calendar days.

There don’t appear to be any requirements on the Plumbing
Drawings to replace or reset the Auditorium roof drains in the new gutter. See 5/A20. If the gutter is built cut out around existing drains, there is a potential for leakage into the wall cavity on the outside wall. Should bidders carry the cost to pull the drain body, build the gutter, then reset the drain body and basket so that drains are installed correctly?
A/E RESPONSE: The design intent is to remove the existing gutters and downspouts at the
Auditorium and restore roof drainage to a condition similar to the original configuration. Three new
4" dia. terne coated copper downspouts are to connect to the three new 4" dia. canopy drains within the new gutter as shown on 1/A7 and 5/A20, and will run vertically down within the three projecting wood facade "chase" elements that project from the face of the stone wall as shown on
4/A9, and then daylight after running below the bottom of these elements to three new concrete splash blocks, all items to be provided by the Contractor. See attached Sketch SK‐A‐01.
Please confirm that the chase wall assembly on the Auditorium exterior is existing. See 5/A20 and 3/A31. A/E RESPONSE: Confirmed. It is existing.
Should bidders carry the PV access walk pads as an alternate as well as the PV panels? A/E RESPONSE: Yes.
Note D5 on A4 calls out a potentially ACM containing ceiling above the existing ACT ceiling. This is not identified on the
Hazmat plan. Should bidders ignore this or carry it in their abatement costs?
A/E RESPONSE: The existing plaster above the Bookstore ceiling should be removed, but per the
Hazardous Materials (HazMat) drawings, the plaster material has NOT been identified as containing
ACM. Note D05 should be revised to read “EXISTING PLASTER CEILING (CONCEALED ABOVE
EXISTING ACOUSTIC PANEL CEILING) TO BE REMOVED”.
How much of the soffit assembly on 2/A21 is existing? We assume that the header and cladding, the soffit and cladding are existing and that we add the roof blocking and 3/4" sloped plywood, the fascia piece under the coping , the coping and the roof insulation and membrane. Please confirm.
A/E RESPONSE: Confirmed. Items shaded in grey are existing, items not shaded are new. The current condition includes a gutter and vertical wood fascia piece behind it, which altered the original fascia condition; after the gutter is removed, the profile of the fascia will be restored to the original sloping condition through removal and replacement of the vertical piece which will be hidden behind the coping. At the Contractor's option, the entire sloping fascia piece can be provided as new.
The shade spec calls for a 3% light filtering shade fabric, as does the finish schedule on the plans. However the cross section for the shade on A36 calls for a blackout shade. Please confirm what fabric should be used.
A/E RESPONSE: The information in the Specification and the Finish Schedule is correct. The note on
Detail 8/A36 should be revised to read “Roller Window Shade” instead of "Blackout Shade".
Please confirm only Offices #112, 113, 114, Bookstore #119 and
Office #120 are the only rooms to receive shades. Vestibule
#101, Lobby #102, and Hallway #103 will NOT receive shades.
A/E RESPONSE: Confirmed.
Why are the electrical floor heaters and snow melt system included in the mechanical equipment schedule? A/E RESPONSE: Mechanical Engineers sized the floor heaters and snow melt system and indicated it on those drawings. Contractor shall coordinate between trades as necessary.
Note 4 Drawing E4 calls for the Contractor to pay Potomac
Edison for installation of electrical utility. Can an allowance be established that all bidders can use? If not, has any contact been made during design that would yield a point of contact at
Potomac Edison that bidders can contact to get an estimation of these fees?
A/E RESPONSE: EYP has been in contact with Potomac Edison and asked for the estimate to be prepared. Please coordinate and contact Matt Voorhaar, mvoorhaar@firstenergycorp.com, 301‐
7906‐306, and reference Work Request #60180358 Notification #752153762.
A sidewall sprinkler head detail is shown on 2/FP4. No sidewall sprinkler heads are shown on floor plans. Where is this detail used? A/E RESPONSE: Sidewall sprinklers are provided at Vestibule 101 and Lobby 102.
Are Antietam Broadband costs to be included by bidders or is
NPS picking up these costs?
A/E RESPONSE: All associated costs for the Telecom service to be coordinated by the Contractor with Antietam Broadband and provided by the Contractor. NPS will only pay the monthly telecom bill for the Temporary Visitor Center, and eventually the monthly telecom bill for the renovated
Visitor Center after NPS takes occupancy.
