CHRI 217021-244555 Replace-Repair Wharf Bulkhead Solicitation # 14P2020R0054

Bidder Questions & Government Responses

1) Question #1: In order to minimize disruption to the marine environment may we perform all work from the land side so long as we take adequate precautions to minimize land side impacts?

Government Response (07/13/2020): Yes. The distribution of work between land and water based activities shall be at the discretion of the Contractor, and it is permitted that all activities could be performed completely from either the land or water side or a combination of both. In all cases, the Contractor shall be responsible for complying with the contract requirements, including the requirements of the specified permits, in regard to protection of the land side and water side resources, landscape, etc. Specifically in regard to performing work from the land side, bidders are referred to Note #2 on Contact Drawing Sheet G3 (Sheet 4 of 34) for the specified permissible loads on the existing concrete wharf apron.

2) Question #2: In the Marine Work Area Notes on Contact Drawing Sheet G3 (Sheet 4 of 34) it is not clear whether the Contractor or the Government will provide the Marine Biologist. Please clarify.

Government Response (07/13/2020): The Government will provide the Marine Biologist. Contact Drawing Sheet G3 (Sheet 4 of 34), Marine Work Area Note #2 is hereby changed to state: “Prior to Construction, the Contractor shall conduct a Preconstruction Survey (with the Government provided Marine Biologist) to identify/confirm existing marine resources within 50 feet of the immediate work area as well as intended barge staging/mooring areas (if floating equipment is to be utilized) and associated anchoring locations. Contact Drawing Sheet G3 (Sheet 4 of 34), Marine Work Area Note #3, the first sentence is hereby changed to state: “All mooring/anchor locations (either by spud or fluted anchor) shall be surveyed by the Government provided Marine Biologist prior to usage to ensure existing marine resources are avoided or impacts to marine resources are minimized.” (The remainder of Note #3 remains unchanged.)

3) Question #3: Contract Specification Section 015000 Part 3.4.L requires the Contractor to supply, install and maintain buoys, or similar, to delineate the limits of the “No Spud/Anchor Area (No Seafloor Disturbance)” area, but the Contract Drawings do not call out any such requirement. Please clarify.

Government Response (07/13/2020): The requirements of Contract Specification Section 015000 Part 3.4.L stand. The Contractor must supply, install and maintain buoys, or similar, to delineate the limits of the “No Spud/Anchor Area (No Seafloor Disturbance)” area as shown in the Contract Drawings and in compliance with Spec Section 015000 3.4.L.

4) Question #4: Does the new topping slab as part of the concrete apron repair need to meet any accessibility codes/requirements?

Government Response (07/13/2020): Yes, the new concrete topping slab as part of the concrete apron repair must comply with the applicable requirements of the Architectural Barriers Act (ABA) and the Architectural Barriers Act Accessibility Standards (ABAAS) found at www.access-board.gov in additional to all of the requirements for this work specified in the contract documents. Specifically, the surface of the new topping slab is considered an accessible route and, in addition to the slope requirements specified in the Typical Concrete Apron Repair Notes on Contract Drawings SD7.1 and SD7.2, the finish surface must comply with the slope requirements of ABA 403 that the running slope of walking surfaces shall not be steeper than 1:20 and the cross slope of walking surfaces shall not be steeper than 1:48. The Contractor shall use the Accessibility Inspection Report form (as specified in Spec Section 014000 3.3.A) to document any areas in which the slope requirements of ABA 403 cannot be met due to the pre-existing conditions and shall bring any such areas to the Contracting Officer’s attention prior to performing the work.

5) Question #5: Does the requirement to use the NPS/DSC SharePoint Project Website, as described throughout the specifications, apply to this project?

Government Response: No, the NPS/DSC SharePoint Project Website is no longer in use. In its place, the Contractor will be required to use a cloud-based online project management software system provided by the Government provided Construction Management firm. As a result, the Contract Specifications are hereby changed such that all references to the “NPS/DSC SharePoint Project Website”, “SharePoint Project Website” or “Project Website” in all sections are hereby changed to refer to the “online project management software system provided by the Government’s Construction Management firm”. Access to the online project management software system will be provided to the Contractor’s staff, as appropriate, and to all project participants and collaborators from any internet-connected device, 24 hours a day, 7 days a week at no additional cost.
