Pre-Proposal Teleconference & Virtual Site Visit Solicitation: 140P2020R0054

THIS MEETING WILL BE RECORDED

PRE-PROPOSAL – SITE VISIT

• Due to Covid-19 restrictions on travel and large gatherings, site visit can be performed by the individuals without coordination with the Government since the bulkhead is located on a non-restricted open space inside park boundaries. Please note that no Park personnel will be attending individuals that are on-site for the purpose of the pre-proposal activity. It is recommended that individuals visiting the project location wear appropriate Covid-19-specific personal protective equipment (PPE), including Face Mask, as recommended by the Centers for Disease Control and Prevention (CDC).

• Pre-proposal virtual meeting is scheduled for Monday July 23, 2020 at 1:00pm to 3:00pm ET AT.

Invitation will be sent by Contracting Division via Microsoft Teams.

• Questions arising from the site visit must be submitted in Writing the same as any other questions.

The site visit is intended to allow contractors to evaluate existing site conditions. Questions and answers will be issued by a formal amendment to the solicitation for only.

PROJECT REQUIREMENTS - OVERVIEW

Work To Emphasize:

Minimize impacts to visitor experience at park Minimize service interruptions to park facilities Comply with all permit requirements and minimize impacts to park resources (on land and in water) in accordance with the project permits and environmental documents; refer to permits and environmental documents attached to the solicitation

On-site Work Hours Monday to Friday– 8:00 AM to 5:00 PM Sheet piling/pre-drilling activities- After 9:00 a.m. AST Hours should be followed unless otherwise indicated by the Contracting Officer or local agenc(ies) having jurisdiction For additional information related to Use of Site, Conduct of Operations, and Work Restrictions, please refer to Spec Section 01 11 00.

Work Restrictions Federal Holidays, Weekend Hours & Early Morning Work- no work permitted unless prior approval by CO. Requests submitted minimum 3 work days in advance, Special Events – Park will notify contractor in advance of any special events

Site Security Parking Lot: Only 6 parking spaces are available for the duration of the Work. Use of the parking lot should not impede or restrict regular use of the parking by park staff/park visitors.

Deliveries & Access: Refer to Overall Site Plan and Work Limits drawing sheet G3 for the large and heavy equipment access route and established access points.

Site Security Barge Deliveries & Access: All floating equipment and work vessels must conform to

USCG regulations for navigation and marine construction including the required permits.

Restricted Areas: Contractors and subcontractors are only authorized to be on-site in the designated construction work zone. Individuals may not enter closed or restricted areas, or take park property as souvenirs.

Resource Protection/Archeological Monitoring Limit site disturbance, including ground disturbance except noted on the Drawings. Seabed disturbance is not permitted without continuous monitoring by an approved resource protection diver.

Avoid damaging adjacent Cultural and Natural resources; protect existing trees, landscape, walkways, and other adjacent site improvements

Archeological Monitor will be provided by the Government who will observe all-ground and underwater activities in sensitive areas, as described in Section 01 35 13.22 – Archeological Protection. Coordinate with Archeological Monitor and CMR at least a week prior to the proposed activities on sensitive areas.

• Air Pollution Control (APC) Program: US Virgin Islands Department of Planning and Natural Resources (DPNR) pursuant to the project Water Quality Certificate Specialized Condition V.
