BASIS FOR AWARD
1. The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.
2. The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:
• The Government may reject any or all proposals if such action is in the Government’s interest.
• The Government may waive informalities and minor irregularities in proposals received.
• The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.
EVALUATION FACTORS
RELATIVE IMPORTANCE: Factors 1-3 are listed in Descending Order of Importance;
Subfactors within Factors are also listed in Descending Order of Importance. FACTOR 1 – Technical Approach; FACTOR 2 – Experience – Subfactor 2A Technical Experience, Subfactor 2B Resource Protection Experience; FACTOR 3 – Management Approach – Subfactor 3A Logistics, Subfactor 3B Schedule. The rating scheme for Technical Factors 1-3 is Adjectival.
FACTOR 4, Past Performance is less important than Technical Factors 1 – 3 when combined, and its rating scheme is adjectival.
Overall: All evaluation factors other than price (technical and past performance), when combined are more important than price.

MATERIALS.
Factor 1: TECHNICAL APPROACH Technical approach is your means and methods to complete the technical aspects of the work required by this solicitation. Submit a written narrative describing your technical approach to the project and the specific elements below which demonstrates a clear understanding of the project requirements and a clear approach for how the work will be accomplished. Also describe what work will be self-performed or the proposed subcontractors who will perform the specific elements below.
Element 1 Installation of coated steel sheet piles: Describe your technical approach for the installation of the coated steel sheet piles as required by the solicitation; your description should include, but does not need to be limited to, a discussion of materials and equipment staging, provision of specified inspections, types of equipment planned for use, description of on-shore and/or water based activities, work sequencing and pile pre-drilling and pile driving means and methods.
Factor 1: TECHNICAL APPROACH (continued) Element 2 Installation of cast-in-place concrete bulkhead: Describe your technical approach for the installation of the cast-in-place concrete bulkhead as required by the solicitation; your description should include, but does not need to be limited to, a discussion of materials and equipment staging, types of equipment planned for use, description of on-shore and/or water based activities, work sequencing, concrete forming and placement means and methods and precautions for ensuring no spillage of concrete into the water.
Factor 2: EXPERIENCE
SUBFACTOR 2A – TECHNICAL EXPERIENCE
Provide resumes of your proposed key personnel for this project (Project Manager, Quality Control Manager, Superintendent, Safety Manager). Describe projects performed by your proposed project team (key personnel and any subcontractors which will perform sheet pile or concrete bulkhead installation work) within the past five years which involved the installation of steel sheet pile bulkheads and/or cast-in-place concrete bulkheads at coastal work sites and which were accomplished on-time and within budget that are similar in scope, magnitude, and complexity to this solicitation. Specifically describe experience with predrilling of subsurface bedrock for driving of sheet piles, vibratory driven steel sheet piles, and in-water placement of cast-in-place concrete as required in this solicitation. Describe projects which involved work in congested areas and with limited staging and work areas, and which required minimizing disruption to owner operations and adjacent public areas.
Factor 2: EXPERIENCE (continued) Describe projects performed in similar remote tropical locations which involved logistical, materials delivery, labor and other challenges similar to working in St. Croix.
SUBFACTOR 2B – RESOURCE PROTECTION EXPERIENCE
Describe 5 projects performed by your proposed project team (key personnel and any subcontractors which will perform sheet pile or concrete bulkhead installation work) within the past five years which involved work of similar scope and magnitude to this solicitation in close proximity to historic structures and/or in areas containing sensitive aquatic resources requiring monitoring, avoidance and protection during construction activities. Describe project experience held by your proposed project team in adhering to environmental controls including historic and/or aquatic resource monitoring, historic and/or aquatic resource avoidance, equipment operation restrictions and/or other work restrictions.
Factor 2: EXPERIENCE (continued) Specifically describe any experience working in close proximity to historic structures and/or in waters with sensitive species present on the seafloor and any project experience which involved regular, constant coordination with owner representatives for monitoring and avoidance of impacts to sensitive aquatic resources located within or adjacent to the construction work areas.
Factor 3: MANAGEMENT APPROACH
SUBFACTOR 3A – LOGISTICS
Management approach is your firm's organizational structure, business processes and project management strategies to manage, control, and oversee this project's execution. Submit a written narrative describing your management approach to this project which specifically focuses on this project's inherent logistical requirements and challenges as you understand them and which you anticipate. Describe any subcontractor responsibilities in this regard and the respective role of each firm in this regard. Submit a detailed description of your proposed management approach to logistics for material delivery, staging, installation and disposal given the remote project location, shipping and customs requirements and timeframes, limited site access and limited on-site areas available for construction activities and material storage, and the contract requirements for off-island disposal of construction waste.
Factor 3: MANAGEMENT APPROACH (Continued) Describe your logistical management approach to coordination and execution of transportation and materials logistics including materials acquisition and the long-lead times associated with shipping and delivery. Describe any other anticipated logistical challenges presented by this project and the management approaches you intend to use to mitigate their impacts on the project.
SUBFACTOR 3B – SCHEDULE
Submit your proposed construction schedule and associated schedule narrative for this specific project showing completion within the required period of performance as stipulated in this solicitation. The proposed construction schedule shall be submitted in Gantt Chart critical path format and should include specific activities required for this project in sufficient detail to demonstrate a clear critical path with major milestones and a clear understanding of the project requirements, constraints and logistical challenges.
Factor 3: MANAGEMENT APPROACH (Continued) Clearly indicate your schedule logic (predecessor and successor activity dependencies). For the purposes of creating your schedule in response to this evaluation factor, assume a Notice to Proceed date of March 1, 2021 and, based on that date, indicate activities and time frames associated with materials acquisition, shipping, etc. and your desired Notice to Proceed date (date on which construction mobilization would begin). In your accompanying schedule narrative, explain schedule logic, critical path activities, and key considerations and constraints.
Factor 4: PAST PERFORMANCE Submit Past Performance information for recent, relevant projects of similar size, scope and complexity as this project using the attached Past Performance Questionnaire. Offerors should submit past performance information for the same 5 projects described by the offeror in response to Factor #2 . All projects should have been performed within the past five years.
Past Performance information may be submitted regarding the offeror's firm and/or its proposed subcontractors performing key trades or other significant work under this contract.
Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If available, offerors may submit a Past Performance Information Retrieval System (PPIRS) evaluation report in lieu of the Past Performance Questionnaire for a specific project.
Factor 4: PAST PERFORMANCE (continued) Submittal process for the Past Performance Questionnaire is as follows:
1) Complete Section A (Contractor Information) and B (Contract Information) only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and submit the survey to the email addresses and point of contacts noted in Section E of the questionnaire by the due date and time for proposal receipt.
2) Submit copies of the questionnaire that you forwarded to your references with their point of contact information in this Proposal Volume I.
3) Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record.

SF1442: Standard Form 1442, Solicitation, Offer, and Award, (Construction, Alteration, or Repair):
Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror’s company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102.
AMENDMENTS: DO NOT acknowledge amendments through FedConnect. Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of Standard Form 30.
SECTION B CONTRACT PRICE SCHEDULE: Enter the proposed dollar amount for each line item in the Price Schedule. Proposed pricing will be evaluated for fair and reasonableness. Reasonableness will be determined considering comparisons to competitive pricing and to the independent Government Cost Estimate (IGCE). Proposed pricing that differs significantly from the competition or IGCE will be reviewed to assess potential performance risk and the offeror’s understanding of contract requirements. If multiple contract line items are included in the price schedule, prices will be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.
SCHEDULE OF VALUES: Provide a detailed Schedule of Values that supports the Contract Price Schedule by line items and total price. Proposed Schedule of Values will be evaluated for completeness and that they support the Contract Price Schedule by line item and total price
SF 24 BID BOND: Submit Standard Form 24, Bid Bond duly executed between the offeror and the bonding company. Refer to clause 52.228-1.
SECTION K REPRESENTATIONS AND CERTIFICATIONS: Submit a completed copy of provision 52.204-8 shown in section “K” of this solicitation. Complete all required representations and certifications if they are not available at www.SAM.gov. Your firm must maintain current, active registration at www.SAM.gov to be eligible for award and you are encouraged to complete SAM registration before submitting your offer.
GENERAL REFERENCES: Complete and submit the attached “General References,” form.
Information will be used in determining Responsibility pursuant to FAR 9.103.
SMALL BUSINESS SUBCONTRACTING PLAN: Large businesses will only be considered for award if they submit an acceptable Small Business Subcontracting Plan. Plans that meet or exceed the NPS small business subcontracting goals and are otherwise compliant with FAR Part 19.705 shall be considered acceptable, Plans that indicate goals less than the NPS small business subcontracting goals but are otherwise compliant with FAR Part 19.705 shall be considered acceptable if the Contracting Officer determines the offeror’s submitted rationale for not meeting the NPS goals are reasonable. Small business offerors are not required to submit a subcontracting plan
