GRCA 182403

Indian Gardens Pumphouse ‐ Phase 2 8/22/2018

Question Answer

Clarification on Controls Programming: Spec 40 90 00 and 40 90 05.

Section 1.2.B.2 under 40 90 00 and 1.1 40 90 05 Programming noted as "by others" and not part of contract. Concern noted about the contractor not having the programming under their scope and potential impacts to their schedule as they will not have contractual control of the programming and timeline/availability. As the contractor is also responsible for commissioning, how will the "by others" scope be integrated into the schedule and how will the trades account for support needed during Cx without the "by others" being tied to the contractor’s schedule?

If the "by others" scope remains will a schedule and duration for start‐up checkout and testing be provided prior to bidding so that the contractors will be able to estimate the correct amount of support needed to complete testing and commissioning? Contractor recommendation: A.

Replace" by others" programming scope under the contractors so that they can control and deliver the scope as a package and per the contractor’s schedule. B. Provide a tasks/duration list of the "by others" scope so that the contractor can adequately estimate support need for testing and commissioning. Add requirements in the" by others" scope / contract to adhere to the contractor’s schedule. List requirement for "by others" to be financially responsible for delays due to schedule slippage/unavailability of "by others" manpower, retesting or excessive retesting, or troubleshooting by the construction teams Cx members (to include electrical, Cx, controls).

A parkwide SCADA system is being implemented outside of this contract. The contractor working on that effort will need to interface with this pump contract towards the end to integrate the pump controls into the parkwide system. Coordination between the two efforts will be necessary to avoid delays on either side. Offerors shall assume minimal impact to the schedule.

Cost of Helicopters: Spec 01 65 50 1.1‐C.3. Spec section 01 65 50n paragraph 1.1.C.3 states; If the unplanned helicopter use is determined to be necessary due to poor planning by the contractor, these flights will be conducted at the contractor's expense. What will the contractor be charged for each flight in this situation?

Cost of flights run from $2700 to $3500 per hour depending on which helicopter is available, plus administration costs to manage the additional flight.

The average round trip flight from the South Rim helibase to Indian Garden is 20 to 30 minutes.

PLEASE NOTE: Any costs associated with contractor‐ caused helicopter delay shall be paid directly to the Park. DSC will not be coordinating reimbursement of those costs through our contract.

Radio Frequency Band: Spec 27 21 00 2.2‐B, Drawing E‐8, Y‐2, Y‐4 – Y‐7. Is it possible to propose using 900MHz un‐licensed band radios? We believe that ALL the required specification can be met with this type of radio. We can provide the 150MHz radios as requested, but we believe that there are advantages to be realized by using 900MHz radios. Specifically, cost is reduced, licensing is eliminated, the performance identical to or better than a VHF splinter band and radio cross‐talk is reduced with FHSS technology. Data security can be maintained with AES 256 encryption ‐ as requested. If agreeable, we propose specifying alternative 900MHz radios, antennas, cables and supporting structures that meet the specifications as stated. Please let me know if this is something we can consider.

Licensed radios are required under this contract.

Radio Survey: Spec 27 21 – 3.3‐A. Is a radio survey between Indian Gardens and Manzanita Point intended to be part of the proposed work?

Specification Section 27 21 00 Part 3.3.A.2 calls for a Radio Site Survey to be performed as part of this contract from Indian Garden South Pump House Roof area to Manzanita Point.

Pump Pad Detail: Drawing S‐2, Detail 1. Measurements don't add up to 18". The requirement states; #4 "L's" 18 in center of pad. The pad is only 42" wide. Please clarify? how many rows of the "3" dowels are required?

The note refers to the three “L’s” and all three should be centered in the pad as shown (spaced 1’‐ 1” apart), with each row of three spaced at 18” along the 14’‐3” long pad.

Delays Due to Helicopter Unavailability: In the event that helicopter use is unavailable for periods of time that end up causing a delay to the project schedule, will the contractor be reimbursed for the cost of the lost time delays? Will time be added to the contract because of these types of delays?

Delays to the contract that are no fault of the contractor will be addressed by the Contracting Officer. Time and General Conditions may be compensated.

Certification of bridge Cranes: Drawing D‐8, General Note 2. General Note 2 states that the contractor may use bridge cranes in each pump‐house, but the contractor shall certify the cranes prior to use. Please indicate the type of certification required.

Any bridge cranes must be certified by manufacturer or structural engineer that it is designed and manufactured for anticipated loading.

Existing Isolation Valves: General Question. In order to complete this project, there are numerous occasions where existing isolation valves will need to be 100% closed and re‐opened. Please confirm that all existing valves been tested and have been verified to be fully functional.

Amendment 0006 incorporated the replacement of an existing valve and the addition of a new valve.

These are the only two valves with known problems.

Has a determination been made to the place of disposal of all sediment removed from the tank once it is dewatered?

The drawing in Amendment #3 shows a yellow/green area in the mule corral with the following note “Shaded Area Represents the General Area Stored Sediment Material is to be Located.” This area is the intended location to leave the sediment in the de‐ watering bags. The park will utilize the de‐watered material as fill material on other projects and trails.
