01 65 50-3.4A
Helicopter service is noted as only available from Nov 1 through Feb 28, 2018 (assumed 2019). There are many submittals required to be posted at least 7 calendar days prior to the Pre-Construction Meeting, which will proceed the NTP. Given the late award, approximate NTP date, the long lead items noted in the schedule, and helicopter service is not allowed post February 28th, what other options are available to bring materials into and out of the Indian Garden work site?
The contract will be awarded with these date restrictions in place. If during the progress of this contract, the construction contractor can properly and fully demonstrate a construction schedule that requires a few flights in March, the flight end-date may be extended.
8 01 11 00 - 1.8A
Work hours are noted as 0700 to 1700, Monday thru Friday. Given the remoteness of the site, would the Government consider a more flexible schedule that to minimize the work crew requirements to move in and out of the site?
As noted sub-part 1 of the sub-section specific work hours will be determined on a case-by-case basis. However, all persepctive offerors are to expect that the main work hours are as currently listed.

There are multiple requirements for Quality Specialists, Industrial Hygienist, Testing Lab personnel, Archeological and Historical Preservation monitoring, and yet the Helicopter service is not for personnel use, and there are only 8 bunks guaranteed to be available. With no ability to transport personnel, and no ability to stay the night, it will be very difficult to staff the project (at times) with all the personnel currently required by the specifications. Will the Government allow helicopter service for personnel use?
1) Once the 8 beds that are set aside for this project are full, the contractor can request permission to establish a tempoary tent camp at Indian Garden to be used when more than 8 persons are working on this project.
2) For a very small number (2-3 persons) of special, one-off, personnel needs, the Government may approve this use of helicopter transport.

There are not any soil boring information available. All excavation under this contract shall be defined as be undertaken in 'unclassified material'.
File details come from the government source that posted it.
