About this file

This document is Amendment 0004 to Request for Quote (RFQ) 140P1326Q0025, containing formal responses to 35 Requests for Information (RFIs) issued by the National Park Service for janitorial services at Rock Creek Park in Washington, DC. The amendment clarifies service scope, pricing structure, facility details, and operational requirements to assist offerors in preparing accurate proposals.

The contract requires comprehensive janitorial services across 17 locations totaling approximately 61,679 square feet of cleanable space, including comfort stations at picnic groves, park facilities, administrative offices, and historic sites. Service frequency varies seasonally: April through October (peak visitation) requires twice-daily cleaning at picnic grove comfort stations (morning before 10 a.m. and afternoon between 2-4 p.m.), while November through March requires once-daily cleaning; all locations are serviced seven days per week year-round except Federal holidays. The contractor must furnish all cleaning supplies, consumables (toilet tissue, paper towels, hand soap, trash liners), and handle special jobs at no additional cost, including routine toilet unclogging, toilet flood response (estimated one occurrence monthly at picnic groves), furniture moving during floor waxing, and occasional post-event cleaning (approximately once annually). Pricing is structured under two Contract Line Item Numbers: CLIN 00010 for base janitorial services and CLIN 00020 for picnic grove comfort stations, with option years and pricing required across all bid sheet tabs. The incumbent contractor's prior agreement was terminated for default effective September 22, 2025. Offerors must demonstrate a minimum of five years' independent janitorial experience including recycling services, submit certificates of insurance within ten calendar days of award, acknowledge all three prior amendments in their quote submission, and comply with DOL Wage Determination 2015-4281 Rev 35. No background checks or security clearances are required for contractor personnel, and site-visit attendees were instructed that no documentation, floor plans, or verbal guidance would be provided beyond facility access for inspection.

Rock Creek Park RFQ 140P1326Q0025 Janitorial Services Amendment 0004 – RFIs and RFI Answers Issued: 5/11/2026 All RFIs received following the instructions in the solicitation by the due date and time specified are in this document along with answers provided by the Government.

1. Does the cleaning scope include collecting and removing trash from outdoor areas around the Grove locations?

a. No, the scope is only for trash removal inside of the restrooms.

2. Are the mobile restrooms included in the cleaning services, or will they be handled by a separate contractor?

a. No, they are cleaned by the company that installs them.

3. The PWS indicates that "Picnic Grove Restrooms, Grove 6 along Beach Drive (north of Joyce Road), Grove 24 across parking lot from Tennis Stadium, and Grove 1 at Tilden Street and Shoemaker St. all in NW, Washington, DC, seven days per week. From April 1 through October 31 each site will be serviced once in the morning before 10 a.m. and once in the afternoon between 2:00 and 4:00 p.m.” This seems to suggest that cleaning will only occur between April and October each year. However, in the pricing model, monthly pricing is requested for November through March and well as October through April. Can the government please confirm the cleaning schedule for these sites, including time period, frequency, and hours?

a. From April to October is our peak season for visitation, and is why we are requesting the bathrooms be serviced twice a day during these months. November to March is much slower in terms of visitors and we will only need for the bathrooms to be cleaned once per day. The bathrooms stay open year-round; it is just we have seasonal shift in visitation numbers. For all seven days regardless of whether it is peak season or off season, all cleaning in the morning needs to occur before 10am. During the peak season, the second cleaning needs to be between 2 - 4 pm.

4. I was unable to attend the site visit held on May 1, 2026. Could the government please share any facility photos, floorplans, or walkthrough notes from the site visit that were made available to attendees? Additionally, are there any conditions, access requirements, or logistics that were shared during the site visit that would be material to preparing an accurate technical approach and price?

a. There are no photos, no floor plans, nor walk through notes as a result of the site visit. No information was shared nor verbal questions accepted as the purpose of the site visit was only to permit vendors to inspect the site where services are to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract. Individuals that asked direct questions were instructed to submit their questions in writing as specified in the solicitation.

5. The solicitation lists 15 locations with estimated square footage totaling approximately 61,679 SF. Can the government confirm whether this square footage reflects cleanable space only, or gross building square footage? Are there any areas within the listed buildings that are excluded from the scope of cleaning?

a. The solicitation has seventeen locations. Three of the comfort stations are listed together on one line. The square footage represents approximately cleanable square footage.

6. The Peirce Mill Comfort Station is listed in the PWS (Section 1.2.o) as two unisex single-occupancy units. Can the government confirm the total cleanable square footage for this location, as the Amendment 0003 response lists 7,868 SF and 936 SF, which appears inconsistent with two single-occupancy units?

a. 936 sf

7. For the picnic grove comfort stations (Groves 1, 6, and 24), can the government confirm whether service is required year-round or only April 1 through October 31, consistent with Grove 10?

a. It requires year round service, the frequency of service changes.

8. The PWS references a holding cell (Section 3.2.1.f) to be cleaned weekly. Can the government confirm which facility contains the holding cell and whether any special access, clearance, or certification is required to clean this area?

a. D3, and it is unknown if any special access or permissions is required.

9. Can the government clarify the service frequency required at the Edgewater Stables location? The PWS lists Monday through Friday service hours but does not specify a cleaning frequency separate from other locations.

a. Monday thru Friday, once daily between 7am and 5 pm

10. The PWS requires recycling services including collection from approximately 250 offices, cubicles, and kitchenettes (Section 2.3.3). Please confirm whether this 250-unit figure applies to a single building or is distributed across all 15 locations. Additionally, please confirm which specific facilities have recycling bins requiring contractor collection.

a. This is distributed across all locations. All receptacles are not recycling bins. This number is a combination of trash cans and recycling. Actual cans labeled exclusively recycling are approximately 20.

11. The PWS states that special jobs (post-event cleaning, toilet floods, furniture moving, etc.) are required at no additional cost. Can the government estimate the historical frequency and nature of special job requests under the prior contract, so that vendors can factor this into their pricing?

a. Furniture moving will only occur when the floors have to be waxed. Toilet floods are frequent, at least one bathroom/ comfort station a month. Almost exclusively in the picnic grove restrooms. Post event cleaning, a rare occurrence. Maybe once a year.

12. Are contractor employees required to undergo any background check, security clearance, or credentialing process prior to performing services? If so, what agency administers the check and what is the typical processing timeframe?

a. No

13. The Bid Schedule includes a separate line item for Base Picnic Groves (CLIN 00020). Can the government confirm exactly which picnic grove locations are captured under this line item versus the base janitorial line item (CLIN 00010)?

a. The Bid Schedule is broken down in these two CLINs so that an apples-to-apples comparison can be made based on the government’s estimate, balance pricing, and comparative evaluations. CLIN 00020 on the SF1449 simply means that Picnic Grove is funded differently than CLIN 00010. The sum of the Picnic grove locations on the Bid Sheet will be funded on CLIN 00020. The contractor needs to complete the pricing as laid out on the Bid Sheet across all tabs

14. The solicitation references the DOL Wage Determination 2015-4281 Rev 35 (12/3/2025). Can the government confirm the applicable employee classification codes and wage rates that apply to this contract for DC-area janitorial personnel?

a. It is the contractor’s responsibility to determine applicable classifications and corresponding wage rates outlined in the wage determination based on their allocation of labor quoted. The wage rates provided with the requirement are specific to the Washington, DC.

15. 12. The insurance clause (1452.228-70) requires $100,000 per person, $500,000 per occurrence, and $100,000 property damage. Please confirm whether a certificate of insurance must be submitted with the quote or only prior to contract performance.

a. The certificate of insurance does not get submitted with the quote. It will get submitted by the contractor awarded by the contract within 10-calendar days after the award is made.

16. The solicitation states that contractors must provide a capabilities statement demonstrating a minimum of 5 years of janitorial experience including recycling. Will the government accept experience from the prime contractor's subcontractors in satisfying this 5-year experience requirement, or must the prime demonstrate this independently?

a. The prime needs to demonstrate this. The government will not accept experience from prime contractor subcontractors.

17. Please confirm whether all three amendments (0001, 0002, and 0003) must be formally acknowledged in the quote submission package.

a. Yes – all amendments are required to be formally acknowledged in the quote submission package.

18. Center for Urban Ecology (4598 MacArthur Blvd., NW): The PWS states this facility is a "separate line for invoice purposes." Does that mean it needs a dedicated CLIN in the bid schedule, or is it priced under CLIN 00010 with the separation only on invoices?

a. Separation only on invoices. Vendors shall complete the Bid Schedule (all tabs)

19. Option Year CLINs (00030–00060): Should each option year include separate line items for "all locations except picnic groves" and "picnic groves" (mirroring 00010 and 00020 in the base year), or should picnic grove pricing be blended into a single option year CLIN?

a. Vendors shall complete the Bid Schedule (all tabs). The CLINS are for the ways in which the government will provide funding. Also refer to question & answer number 13 above and 20 below.

20. Picnic Grove 10: The PWS notes this comfort station is serviced 7 months per year (April 1 through October 31). Should offerors price this on a monthly basis or as a lump sum within CLIN 00020?

a. Vendors shall complete the Bid Schedule (all tabs). It is not necessary for a contractor to or fill out column 24. Amount on the SF1449 as the completed Bid Schedule is where pricing is required. Also refer to questions & answers numbers 13 & 19 above.

21. Recycling collection: The PWS references approximately 250 offices/cubicles. Can you confirm which facilities (by name) have office spaces requiring recycling collection, and roughly how many offices are in each?

a. This is distributed across all locations. All receptacles are not recycling bins. This number is a combination of trash cans and recycling. Actual cans labeled exclusively recycling are approximately 20.

22. Q5. Background checks: The PWS states the US Park Police will conduct background checks for all service personnel. Is there a specific form, process, or timeline we should plan around to make sure our crew can start on day one? Can the background check process begin during the mobilization period, and what is the typical adjudication window?

a. Background checks are not required and have been struck from the PWS.

23. Prevailing wage: Wage Determination 2015-4281 Rev 35 is referenced. Can you confirm this is the current revision, or whether an updated revision has been issued?

a. Amendment 0004 to the RFQ will provide updated wage determinations.

24. Prior contract termination: Without requesting proprietary information, can you confirm whether the incumbent's contract termination effective September 22, 2025 was a termination for default or termination for convenience? This helps us understand the service delivery expectations and any transition considerations.

a. Contract was terminated for default.

25. Supplies and materials storage: The PWS requires the contractor to furnish all cleaning supplies, chemicals, and materials. Are there designated storage areas or utility rooms at each facility available for contractor use, or must all materials be transported to and from each site on every service day?

a. There are designated spaces at each location.

26. Service frequency verification: Several facilities have limited or seasonal schedules (patrol substations during "season," picnic groves April through October). Can you confirm whether "season" for the patrol substations aligns with the picnic grove season (April 1 through October 31), or whether it follows a different schedule?

a. The picnic groves are the only facilities that have a seasonal schedule.

27. Please confirm the complete list of locations to be serviced under this requirement and identify which locations are included under CLIN 00010 Base Year Janitorial and which locations are included under CLIN 00020 Base Picnic Groves. If any site-visit locations are not intended to be priced, please identify those locations.

28. Several locations observed during the site visit were noted as closed or not fully active, including Grove 6, Grove 10, US Park Police Stables H-3, and the Rock Creek Park Nature Center. Should offerors price these locations as active from the start of the contract, or only after written notice of reopening? If a listed location remains closed during performance, will the fixed monthly price remain unchanged, or will the Government modify the contract price?

a. The government does not anticipate modifying the contract other than funding/exercising option years. If it is not addressed in the performance work statement, then it will not be part of any resulting contract.

29. The PWS identifies 3411 Water Street NW, while the site-visit notes identify 4411 Water Street NW and note limited parking and construction-zone conditions. Please confirm the correct Water Street address, whether the site is currently active, the cleanable areas included, and whether construction or limited parking should be priced as a contractor for access constraint.

a. The address is 3411 Water street. There is an office upstairs (unoccupied) and one downstairs. One restroom. It is unknown with regard to the timeline for the conclusion of the construction.

30. Please confirm the required service frequency for Grove 1, Grove 6, Grove 10, Grove 24, Montrose Park, Meridian Hill Park, and Peirce Mill Comfort Station. For each location, please confirm whether one or two service events are required per service day, whether the service is year-round or seasonal, and whether seven-day comfort stations must be serviced on Federal holidays.

They are not serviced on federal holidays.

31. Please provide cleanable square footage by location and space type, including offices, restrooms, kitchens, breakrooms, conference rooms, labs, locker rooms, corridors, stairways, carpeted areas, hard floors, wood floors, and historic stone floors. If square footage is unavailable, should offerors price based on the site-visit observations and include their own assumptions?

32. Please provide restroom fixture and dispenser counts by location, including toilets, urinals, sinks, showers, sanitary receptacles, toilet tissue dispensers, paper towel dispensers, hand soap dispensers, and paper cup dispensers. Please also confirm whether any fixtures or dispensers are expected to be added or removed during the base year.

a. The government is unable to provide an estimation per this request. Offerors are responsible for field verification.

33. Please confirm whether the contractor is responsible for furnishing all consumables, including toilet tissue, paper towels, hand soap, sanitary bags, trash liners, paper cups, and related restroom supplies at every location. If available, please provide dispenser specifications and historical monthly or annual usage quantities by location.

a. Contractor is responsible for furnishing consumables. The government is unable to accurately determine the supply needs at each location. In the last 10 months the government has purchased approximately twenty-one cases each of single fold and multifold paper towels (4000 in a pack), four cases of toilet paper (96 per box), and two cases of the jumbo rolls of toilet paper (12 per case).

34. Please identify which locations have janitorial closets or secure storage, water access, electrical access, legal parking, and loading areas available for contractor use. For locations without storage or limited parking, should offerors include additional restocking trips, paid travel time, and parking costs in their fixed price? Please also confirm whether monthly inventory logs are required for every location, including sites without storage.

a. Inventory logs are not required. All locations have parking; a Parking pass can be issued for Meridian Hill. Parking at Old Stone House is after 9:30 AM ED. All locations have electrical and water access, and some storage either as a janitor's closet, a utility closet, or under sink space. The government cannot provide an answer as to how the contractor determines their pricing.

35. Please clarify whether the contractor is responsible only for collecting trash and recyclables and placing them into Government-provided containers at each site, or whether the contractor must transport trash, debris, cardboard, and recyclable materials off Federal land to authorized or certified facilities. If offsite transport is required, please confirm whether recycling tickets and disposal documentation must be submitted with monthly invoices.

a. Collected trash can go in park trash cans or left next to park trash cans for the park to collect.

36. The PWS includes Special Jobs at no additional cost to the Government, including janitorial complaints, vacated-space cleaning, special conferences, toilet floods, similar occurrences, unclogging toilets, supply distribution, furniture movement, and carpet spotting. Please provide the expected annual volume and required response times for these Special Jobs. Please also confirm whether “unclogging toilets” is limited to routine plunger-level janitorial service, and whether plumbing repairs, drain-line blockages, or work requiring a licensed plumber are excluded from the contractor’s fixed-price janitorial responsibility. Finally, please clarify whether QASP payment delays apply only to the affected task, location, or CLIN, or to the full monthly invoice.

a. Unclogging toilets is just routine level plunging, no repairs or drain snaking, or any plumber related actions are expected nor part of this requirement. Toilets are expected to be unclogged upon discovery. Contractors will need to notify the COR immediately if their efforts to unclog a toilet are unsuccessful and they believe a plumber will be needed to clear the blockage. Furniture moving will only occur when the floors must be waxed. Toilet floods are frequent, at least one bathroom/comfort station a month almost exclusively in the picnic grove restrooms. Post event cleaning is a rare occurrence and may occur once a year.
