Questions and Answers #1

1. Q: There is a Davis Bacon Wage sheet for Highway, what kind of work will be in this project that will require Highway work?

A: Highway projects include the construction, alteration or repair of roads, streets, highways, runways, taxiways, alleys, trails, paths, parking areas, and other similar projects. It includes all construction integral to the project, including site preparation and grading.

2. Q: Will stamped engineered drawings and structural calcula�ons be required for the shade structures?

A: Follow submittal requirements per plans and specifications. Riverview and Owl Creek site furnishings specifications mention requirements. The Site Host specification for site furnishings have additional requirements.

3. Q: Will building permits be required for the shade structures?

A: No. Permits will not be required.

4. Q: Will temporary fencing be required around each work area?

A: No. The contractor is responsible for their own security of equipment and material. Site is to be cleaned and organized at the end of the workdays.

5. Q: Is there a deadline or preferred process for submi�ng alternate/equal site ameni�es?

A: Follow Submittal Procedures that are in the specifications.

6. Q: Will a SWPPP & NOI be required for this project?

A: Contractor to prepare SWPPP and procure NOI/any other required permits for project. In all cases the contractor should employ best management practices to control erosion and protect natural flow paths.

7. Q: General contractor management on-site is not specified; we are including a triple hatted

Superintendent (includes QC and SSHO roles). Please confirm this intent.

A: This is acceptable. A SSHO must be onsite during construction at all times.

8. Q: All specs (3A, B & C): 014000, QC tes�ng; Frequency of tes�ng requirement is not specified for the various disciplines', i.e., grading, compaction, concrete, etc. Are these quantified?

A: In general the areas of compaction are small enough to require only one compaction test per lift per area. That said, we recognize that there are some linear subgrades to compact (such as utility trenches and trails), schedule for frequency of compaction testing on PDF.

Regarding concrete, please see response to question 35 below. Testing frequency may depend on factors such as the proposed mix design and how the contractor plans to deliver concrete to the site and place it.

9. Q: Site walk notes. Please confirm an on-site construction water source is available for Site Host & Riverview sites. Are there any restric�ons on use or quan�ty?

A: Water is not available on site.

10. Q: Attachment 2B. No on-site construc�on water source is iden�fied for Owl creek site. Are there any available or does the GC have to provide?

A: GC will have to provide water source at Owl Creek. We would recommend looking at the town of Clifton for water.

11. Q: Section H-4. H-4 PRESERVATION OF HISTORICAL AND ARCHEOLOGICAL DATA: Are there any known historical or archeological sites within the site work limits (all 3 sites and addi�onal 24" culvert site west of the camp host site)?

A: No. Sites have been cleared within the existing footprint.

12. Q: Section H-4. H-4 PRESERVATION OF HISTORICAL AND ARCHEOLOGICAL DATA: Are there any monitoring requirements for any of the project sites in relation to historical or archeological activities? Should these be included in the cost proposal?

A: There are no monitoring requirements that the archaeologist would require as part of this project.

13. Q: Page 4. This project is listed as Firm Fixed Price, however in the 3 specifications, sections 011500 Measurement & Payment, section 1.6 seems to indicate unit prices will be used in compu�ng payment. Please clarify.

A: The contract will be paid FFP. The measurement and payment will help quantify the amounts of the Governments estimate. If the quantities exceed the Governments estimate, differing site conditions could apply.

14. Q: All sites. No site laydown area(s) are identified for each site. Are these available, and if so where and what size is available?

A: Campgrounds are available and up to 5 campsites can be utilized for laydown areas at a time.

Riverview site host can be utilized as a laydown area. There are multiple sites that are pre-disturbed along Bonita Creek Road and can be utilized as well. Contractor can work on

Riverview, Site Host, and Owl Creek at the same time but can only “occupy” up to 5 campsites at each location at a time. Only one offsite laydown area may be used to not interfere with public/other projects. Potential laydown sites:

15. Q: Site walk notes. It was stated at the site walk that the GC would be able to possess one camp site at a �me, as well as to claim another at the same �me by 'occupying' it. Pease confirm this intent as the schedule is dependent on the sequencing of work.

A: It is allowable to work on and occupy up to five sites at any given time. Materials and supplies can be used to occupy sites to assist with the sequencing of work. Campgrounds are available and up to 5 campsites can be utilized for laydown areas at a time. Riverview site host can be utilized as a laydown area. There are multiple sites that are pre-disturbed along Bonita Creek Road and can be utilized as well. Contractor can work on Riverview, Site Host, and Owl Creek at the same time but can only “occupy” up to 5 campsites at each location at a time. Only one offsite laydown area may be used to not interfere with public/other projects. Potential laydown sites:

16. Q: Site walk notes. Can the contractor occupy up to 3 sites at the same �me for construc�on ac�vi�es?

A: Campgrounds are available and up to 5 campsites can be utilized for laydown areas at a time.

17. Q: Attachment 2A. The Camp Host drawings do not indicate where the source water line is located nor where/how we are to connect to this source. Is this informa�on available?

A: Keynote 9 on sheet CD100 identifies the existing hose bib and directs the contractor to field-locate the supply line. Keynote 12 on sheet CS100 calls to tee off the line at that hose bib to supply the new washing machine.

18. Q: Attachment 2B. CS 109. The installation of the Owl creek culvert (4X12") will require the shutdown of 5 campsites to complete, confirm this is acceptable.

A: This is acceptable.

19. Q: Attachment 2C. CG-101. The 2X24" culverts at the "main access" road (Riverview drawing CG-

101) will require a complete road shut down to complete, please confirm this is acceptable.

A: This is acceptable. Site closure should be minimized and the site can be shut down for up to four consecutive days and cannot be closed off over a weekend to minimize disruption to the public. Coordinate sites closures with BLM staff.

20. Q: The due date for this proposal is 5/22. In order to get reasonable pricing for all scope elements we are reques�ng an extension to the due date by 2 weeks. Please confirm.

A: Amendment 3 extends the proposal.

21. Q: There is no requirement identified for a local job-site office trailer for this project, nor are any local u�li�es available. We include none in our proposal. Please confirm this intent.

A: There is no requirement to have a local job-site office trailer for the project. There are no utilities available for the project. Contractor is responsible for obtaining any utilities needed.

22. Q: It was noted that BLM may want to salvage the existing concrete tables, as well as other elements scheduled for demoli�on. Please iden�fy and quan�fy these elements.

A: Contractor to demo/remove 3 (three) total tables. 2 (two) at the Site Host and 1 (one) at Riverview. All the remaining tables at the 3 sites will be salvaged and removed from site by BLM before construction begins.

23. Q: Attachment 2B. CS 108. The scope notes for the kiosks demo and replacement only deals with the kiosk itself. There are shade structures over the exis�ng kiosks, are these to be demolished as well?

A: The kiosk is attached to a roof system. These are to be demolished and replaced with the designed kiosk. The noted kiosk has a roof.

24. Q: Attachment 2C. RV-A-101 The scope notes for the kiosks demo and replacement only deals with the kiosk itself. There are shade structures over the exis�ng kiosks, are these to be demolished as well?

A: kiosk is attached to a roof system. These are to be demolished and replaced with the

25. Q: Attachment 2B. CS 108. There are shade structures over the existing kiosks, The scope notes for the kiosks indicates demo and replacement only deals with the kiosk itself. Are the shade structures to be replaced as well, and if so what size?

27. Q: Attachment 1 SOW. All associated drawings. The SOW call for "Remove and replace the roof of exis�ng single-vault toilet building." The scope is not clearly defined. Is this for only the sheet metal skin and associated trim/flashings? We assume the soffit is NOT included. Please clarify this scope.

A: Contractor to remove and replace existing metal roof on vault toilet. Replace with Romtec approved replacement standing seam roof, add flashing and associated sealants.

28. Q: Attachment 2C. CG-101. Request Centerline profile for work on Kearney Camp Road- Sta. 9+79 to Sta. 11+73.

A: Provided as an attachment.

29. Q: Attachment 1 SOW. Camp Host. The exis�ng Conex box is to be demolished & removed. Please confirm that this Conex will be completely emp�ed by others prior to removal, including any hazmat.

A: Conex box will be salvaged and removed by BLM before construction.

30. Q: At the site visit, the COR men�oned the possibility of keeping some picnic tables. Can you confirm how many tables will be saved by the US Forest Service? Addi�onally, for the tables that are saved, will they be gone before the contractor mobilizes or will the contractor need to relocate them?

A: Contractor to demo/remove 3 (three) total tables. 2 (two) at the Site Host and 1 (one) at Riverview. All of the remaining tables at the 3 sites will be salvaged and removed from site by BLM before construction begins.

31. Q: Regarding the clearing and brushing of vegeta�on, do we need to dispose of it all offsite, or can it be cut or chipped and le� on-site?

A: Yes, it can be cut and chipped on site and spread out uniformly. No plant salvage to be expected.

32. Q: Can you supply a map showing the laydown area that the contractor can use for storage of materials and for equipment unloading and storage?

A: Campgrounds are available and up to 5 campsites can be utilized for laydown areas at a time.

33. Q: Can we use a laydown area for material and equipment at each campground?

A: Campgrounds are available and up to 5 campsites can be utilized for laydown areas at a time.

34. Q: Are we able to reuse any items in good condi�on, or should we assume that all furnishings will need to be new?

A: No. All furnishing shall be new.

35. Q: Regarding the demo and replacement of slabs, will a proctor test be required on na�ve soils and what other tes�ng will be required for soils and concrete.

A: Specifications section 312000, Earth Moving, requires compaction of all materials under slabs and pavements, tested according to ASTM D698. This includes native soils as well as subgrades under demolished slabs.

Section 033000 covers testing/inspections of concrete and measurable characteristics such as slump and 28-day break strength, and refers to ACI 301, which covers concrete testing in more detail. The spec also directs the contractor to engage a qualified testing agency. We expect such agency will work with the contractor regarding the details of how testing may be conducted.

36. Q: Will the contractor have access to the water valve located in Riverview Campground for construc�on purposes?

A: Water is not available on site.

37. Q: Is there access to construc�on water available in Owl Creek Campground?

A: No. The nearest town is Clifton which may offer construction water.

38. Q: Regarding the reinstalla�on of exis�ng rock perimeter at campsites, will the exis�ng rock be enough, or do we need to consider in the unit price the import of new rock?

A: The rock pile located at Riverview Campground between campsites three and four may be used to complete the rock perimeters at Riverview Campground.

39. Q: Can Contractor camp on site during duration of project?

A: Yes, camping at the site host or other campsites is allowed. 5 total campsites are allowed to be utilized by the contractor as laydown areas and camping onsite will be counted as part of the 5 allowable spots at a time. Contractors expected to always maintain a clean campsite and follow all fire restrictions.
