About this file

This Statement of Work (SOW) is for the SFFC Admin Building HVAC project in Oregon, detailing comprehensive heating, ventilation, and air conditioning system upgrades for an administrative facility. The scope encompasses removal and replacement of six propane furnaces with new furnaces, removal and replacement of six pad-mounted condensing units with new heat pumps, reconnection of new equipment to existing ductwork and electrical supply, removal and replacement of underground refrigerant lines while reusing existing PVC conduits where feasible, installation of a new ductless split system with heat pump for a control room, construction of a third support rail for furnaces, and balancing of all furnaces and diffusers to specified air flow requirements. The work requires a site investigation to assess existing conditions, provision of all necessary controls for interconnection to the existing control panel, and all labor, supervision, permits, and materials required to deliver a complete and fully operational HVAC system in compliance with applicable codes. The bid submission deadline is June 5, 2025, with the opportunity originally posted on April 24, 2025, allowing approximately six weeks for proposal preparation.

The project represents a substantial infrastructure investment with estimated costs typical for government HVAC renovation projects ranging from $250,000 to $1.5 million, though an exact budget is not specified in the available documents. Contractors must demonstrate professional licensing, prior commercial HVAC project experience, and technical capability in complex system installations. Oregon state contracts typically encourage participation from small businesses, minority-owned businesses, and disadvantaged business enterprises, with additional context regarding potential preferential considerations available in supplementary background documentation. Evaluation criteria are expected to include technical capability, project approach, pricing, past performance, and full compliance with all specified technical requirements outlined in accompanying technical specifications and project plans.
