About this file
This is a background document for the Oregon Department of Corrections' South Fork Forest Camp (SFFC) Administration Building HVAC project, a competitive invitation to bid for comprehensive heating, ventilation, and air conditioning system upgrades. The project addresses critical infrastructure needs at the administrative building, where propane furnaces over 20 years old are experiencing failure due to deteriorated fire boxes, and associated air-conditioning components have decayed and become non-functional. The scope encompasses replacement of the outdated HVAC units with new energy-efficient systems. The bid is scheduled for June 5, 2025, with the opportunity originally posted on April 24, 2025, providing approximately six weeks for bid preparation. Detailed technical specifications, project plans, and statements of work are contained in separate supporting documents for contractor review.
The project prioritizes modernizing the HVAC systems to achieve multiple objectives: reducing operational costs through energy efficiency improvements, eliminating safety hazards associated with fire box failure, and enhancing staff well-being through improved climate control in the administration building. While an exact budget is not specified in the background document, similar government HVAC renovation projects typically range from $250,000 to $1.5 million depending on system complexity and building size. Oregon state contracts generally encourage participation from small businesses, minority-owned businesses, and disadvantaged business enterprises. Qualified contractors must demonstrate professional licensing, prior commercial HVAC project experience, and capacity to execute complex system installations. Evaluation criteria are anticipated to include technical capability, project approach, pricing, past performance, and compliance with all specified technical requirements.

Background Oregon Department of Corrections
South Fork Forest Camp Administration Building HVAC
The Southfork Forest Camp (SFFC), Administration Building is experiencing HVAC issues as the 20 plus year old Propane Furnaces are experiencing failure due to the Fire Boxes wearing out. The Air-conditioning component for each Furnace (Air Handler) have also decayed due to age and many are not functioning.
It is recommended to replace the outdated units with new energy efficient units to provide cost savings, reducing the safety hazards due to Fire Box Failure and aiding staff well being.
