The purpose of Amendment 0005 is to provide questions and answers:

1. Question: Work Item 60602 – Interior Bulkhead Painting – Will NOAA clarify the intent of this work item? If the objective is to prepare and paint interior steel bulkheads and insulation throughout the ship, since the surface preparation is different for steel, aluminum, and insulation, please provide a square footage for all the internal bulkheads and insulation. Will NOAA provide the square footage required for the three categories?

Answer: The intent of this item is to paint interior bulkheads in passageways, stair wells, etc with a top coat of enamel paint. Assume 5,000 sq ft of area for proposal purposes.

2. Question: Work Item 20201 – Vessel Repowering – Some of the major propulsion equipment provided by the SSV (Siemens) is based on European Standards IEC, DIN and VDE. Is this acceptable to NOAA?

Answer: Per the specification all work must meet ABS standards/approvals. Suggest you contact Siemens as this would be their responsibility along with the prime contractor.

3. Question: Work Item 20101 – Install Diesel Exhaust Fluid (Urea) Tank & Delivery System – Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Not required.

4. Question: Work Item 20103 – Relocate Net Sonde Winch – Will NOAA provide the amount of insulation to be removed/ reinstalled?

Answer: Approximately 20 square ft.

5. Question: Work Item 20104 – Replace Trawl Winch Gallows - Will NOAA provide the amount of insulation to be removed/ reinstalled?

Answer: Approximately 150 square ft.

6. Question: Work Item 20105 – Replace Mast - Will NOAA provide the amount of insulation to be removed/ reinstalled?

Answer: Approximately 40 square ft.

7. Question: Work Item 20404 – Replace Fire & Alarm Detection System (FAD) Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Some suspended ceiling tiles in staterooms. Specific amount and locations can be determined by a ship check.

8. Question: Work Item 20504 – Replace Tank & Void Vents - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Not required.

9. Question: Work Item 20505 – Replace Ventilation Ducting - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: The ship has a low-pressure ventilation system. As such ducting is only run to passageways, store rooms, etc. Areas of the galley and mess deck will require ceiling panel removal. Details are provided in the ventilation system module drawings. Specific amount and locations can be determined by a ship check.

10. Question: Work Item 20506 – Replace Ventilation Fans - Will NOAA provide the insulation amount to be removed/ reinstalled?

Answer: No. Information is available via the provided ventilation system module drawings. Specific amount and locations can be determined by a ship check.

11. Question: Work Item 20507 – Replace Air Conditioning (AC) Plants - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: No. This item only replaces the chiller plants which have insulation and pipe lagging. Specific amount and locations can be determined by a ship check.

12. Question: Work Item 20508 – Replace Refrigeration Plants - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: This item only replaces the refrigeration plants which have insulation and pipe lagging. Specific amount and locations can be determined by a ship check.

13. Question: Work Item 20509 – Fire Main Systems Repairs - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Some wall panels on the second deck. Note this deck will be completely reconfigured with new ceilings and joiner bulkheads per item 20614. Specific amount and locations can be determined by a ship check.

14. Question: Work Item 20511 – Drain & Gray Water Piping Repairs - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Some ceiling panels in berthing areas on the 2nd deck. Note this deck will be completely reconfigured with new ceilings and joiner bulkheads per item 20614. Specific amount and locations can be determined by a ship check.

15. Question: Work Item 20524 – Replace Starboard A-Frame - Will NOAA provide the insulation and sheathing amounts to be removed/ reinstalled?

Answer: Approximately 80 square ft.

16. Question: Work Item 20525 – Upgrade Anchoring System - Will NOAA provide the insulation amount to be removed/ reinstalled?

Answer: Approximately 144 square ft.

17. Question: Work Item 20531 – Reconfigure 01 Deck Fan Room - Will NOAA provide the insulation amount to be removed/ reinstalled?

Answer: Insulation on ducting as indicated per the specification and provided module drawings. Specific amount and locations can be determined by a ship check.

18. Question: Work Item 20602 – Portlight and Window Maintenance - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Not required.

19. Question: Work Item 60102 – Trawl & Oceanographic Winch Room Flush Hatch Repairs - Will NOAA provide the insulation amount to be removed/ reinstalled?

Answer: Approximately 40 square ft

20. Question: Work Item 60503 – Miscellaneous Insulation & Lagging Repairs - Will NOAA provide the insulation amount to be removed/ reinstalled?

Answer: The specification indicates 100 sq ft of bulkhead and 100 lineal ft of piping insulation installation or repair.

21. Question: Work item 60504 – Replace Air Circulation Units - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Will NOAA provide the amounts?

Answer: Per the specification relocation of chill water lines is required and in some instances in staterooms overhead ceiling tiles and joiner bulkheads may need to be moved. Specific amount and locations can be determined by a ship check.

22. Question: Work Item 60506 – Replace Cranes - Will NOAA provide the insulation and sheathing amounts to be removed/ reinstalled?

Answer: Not required.

23. Question: Work Item 60507 – Replace Hydrographic Winches - Will NOAA provide the insulation and sheathing amounts to be removed/ reinstalled?

Answer: Approximately 200 square ft

24. Question: Work Item 60602 – Interior Bulkhead Painting - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Is flooring repair required? Will NOAA provide the amounts?

Answer: Not required. Flooring is being replaced per work item 60606.

25. Question: Work Item 60603 – Interior Joiner Door Painting - Is the Wall/ Ceiling panels and/or insulation removal/ reinstallation required? Is flooring repair required? Will NOAA provide the amounts?

Answer: Not required. Flooring is being replaced per work item 60606.

26. Question: Work Item 20506 – Replace Ventilation Fans – The fan list in the work item does not match the list in Reference 2.4 (35 vs. 36 fans) Which list is to be quoted?

Answer: Please review the work specification Work Item 20506 – Table 1 Fan list and Reference 2.4 match.

27. Question: Work Item 60607 – Install Sheathing - Is there existing structure in the spaces to attach the new sheet metal too? How many square feet of Sheetmetal is required for this Work Item?

Answer: Yes, structure is available. Specific amount and locations can be determined by a ship check.

28. Question: Work Item 20505 – Replace Ventilation Ducting - Will NOAA provide a list of vent systems to be replaced including from and too stopping points. Will NOAA provide the material thicknesses of duct materials for each system?

Answer: Per the specification the material thickness and length of runs is provided via references sited in the work item. Specific amount and locations can be determined by a ship check.

29. Question: Work Item 20531 – Reconfigure 01 Deck Fan Room - On drawing HB-512-1010, does duct drawn in RED show the duct to be replaced, or is the only modifications to be made shown in the drawing segments within the Work Item as shown on the last page?

Answer: The drawing shows the new configuration of the space.

30. Question: Work Item 20613 – Refresh Wet Lab - How many joiner panels are GFM? How many square feet of the ceiling is to be installed? Will NOAA please provide a sketch of the new ceiling lay-out?

Answer: Sufficient joiner panels with 15% spares will be provided as GFM. It is the vendors responsibility to develop and propose the ceiling arrangement for approval by the government.

31. Question: Work Item 20406 - What is the brand of the VDR (voyage data recorder), that the radars interface with? Is ECDIS (radar overlay) required?

Answer: The ship uses all Furuno navigation equipment. The new radar and integration equipment are GFM.

32. Question: Work Item 20407 - What is the brand of the VDR (voyage data recorder), that the radars interface with? Is ECDIS (radar overlay) required?

Answer: The ship uses all Furuno navigation equipment. The new radar and integration equipment are GFM.

33. Question: Work Item 20515 - Are the receiver tanks that are being replaced in a vertical or horizontal configuration?

Answer: Vertical.

34. Question: What is the ship’s crew move out date?

Answer: 5-7 days after arrival. Subject to change.

35. Question: What is the ship’s crew move in date?

Answer: 10-14 days before departure. Subject to change.

36. Question: Will NOAA provide the delivery schedule of all GFM in order to incorporate this into the shipyard’s schedule?

Answer: All GFM will be at the contractor’s location by the start date of the industrial period.

37. Question: Due to the very long lead nature of the items, will NOAA recommend a vendor to procure the couplings between the propulsion motors, main prop shaft, the new thruster motor, and existing bow thruster?

Answer: This is the responsibility of the propulsion system SSV and the prime vendor.

Suggest the vendor work in conjunction with the SSV to determine a suitable supplier.

38. Question: Will NOAA please provide reference documents from Work Item 20101 paragraph 2.10 and Work Item 20612 paragraph 2.2?

Answer: Drawings DY-505-FP25 Piping Standard Details Rev 04 and DY-085- FA04 Rev 04 Docking drawing are provided and located in references provided drawings > Attachment J.6 drawings.
