The purpose of Amendment 0004 is to provide questions and answers:
1. Question: Work Item 20504 – Replace Tank and Void Vents – Do aluminum body valves have to be blasted and coated?
Answer: Yes, the intent of coating the valves is to color code the vents for the fluids they represent. Wager steel vales are acceptable vice aluminum.
2. Question: Work Item 20503 – Replace Flexible Couplings and Hoses – Are the following systems to be included in the hose renewal: Chilled Water, Grey Water, Washdown System, and Lubricating Oil?
Answer: Yes. The complete hose list was provided. This list will be revised as new equipment is installed but should be used for proposal purposes.
3. Question: Work Item 20505 – Replace Ventilation Ducting – Are the plenums to be included in the renewals?
Answer: Yes, per the specification the plenums of all intake ducts shall be replaced with CRSS sheet metal.
4. Question: Work Item 20532 – Flush Auxiliary and Main Saltwater Piping – References 2.4 and 2.5 do not provide sufficient detail to compute the total footage and sizes of piping. Will NOAA please provide the total lengths of Main Sea Water and Auxiliary Seawater Piping Systems?
Answer: Piping lengths of these systems can be determined via the module drawings for the ASW and MSW systems. This information is irrelevant as the systems will be flushed in place and not disassembled.
The government has done this flushing on several occasions during dry dockings. If requested details can be provided.
5. Question: Work Item 20535 – Replace Main Saltwater Overboard Discharge Piping – States the scope is to replace the steel salt water discharge piping for the main and auxiliary overboard discharge with CuNi and install additional valves. Please provide information on what lengths and sizes of piping are to be renewed. Drawing DY-524-FP23, “Aux S.W.Cooling System Diagram-Rev 4 material schedule states that all piping is CNA 90/10. Is the drawing incorrect?
Answer: The port side main seawater overboard discharge piping is 10-inch diameter and approximately 20 ft will be replaced with CuNi pipe. Valves are already in place. The starboard MSW discharge is approximately 6 ft long. The ASW discharge is approximately 6 ft long and 4-inch pipe.
6. Question: Work Item 20102 – Structural Repairs to Hull and House – In paragraph 4.2; please clarify “estimate 250 ft2 of area for each size & 100 linear ft of welding”. Does this mean 3/8” & ½” for Steel, and ¼”, ½”, ¾ “ and 1” for aluminum for structural steel/aluminum. Is this the same for welding, 100 ft of each size as above.

Answer: The intent of this work item is to accomplish structural repairs as needed or identified during the work period.
The vendor should provide a square footage price of welding plate goods using 250 square /ft as an estimate for the plate area with thicknesses/materials listed in the specification. For structural pieces (angle/flat bar/I-beams, etc) to estimate the cost for welding 100 linear feet of these materials for the sizes indicated in the specification.
7. Question: Work Item – 20106 Remove SM 200 Sonar and Drone – Will NOAA please confirm that the dome is below the centerboard Frames 39-45? Will NOAA provide a drawing for the centerboard which shows all access openings to the centerboard and the void where the transducers are located?
Answer: The sonar dome is not mounted on the centerboard. It is bolted to the underwater hull onto angle iron. There is a 1” hull penetration for the cabling.
8. Question: Work Item 20104 - Replace Trawl Gallows – Will NOAA please provide the drawings of the trawl gallows of the sister ship shown in figures 4, 5, & 6?
Answer: Drawings are FSV6-167-01 Structural Doors, hatches, manholes, & Scuttles Rev C and Drawing FSV6-589-03 Deck Lifting Equip Foundation Booklet Rev A. Both drawings were provided in the reference documents which are located in the New and Sister Ship drawing folder.
9. Question: Do any existing coatings contain lead or any other substance that may require abatement?
Answer: No lead or zinc chromate paint. There is sheet lead as part of some insulation which does not require abatement, only proper disposal.
10. Question: Will NOAA lower the payment, performance, and bid bonds to 3%?
Answer: Yes, Payment, performance and bid bonds have been lowered to 3%. Please see the following updated clauses below in the solicitation:

Clause FAR 52.228-16 is incorporated as follows:
FAR 52.228-16 Performance and Payment Bonds-Other Than Construction (NOV 2006) (DEVIATION
MAY 2023)
(a) Definitions. As used in this clause- "Original contract price" means the award price of the contract or, for requirements contracts, the price payable for the estimated quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.
(b) The Contractor shall furnish a performance bond (Standard Form 1418 [, except that a seal is not required]) for the protection of the Government in an amount equal to 3 percent of the original contract price and a payment bond Standard Form 1416 [, except that a seal is not required]) in an amount equal to 3 percent of the original contract price.
(c) The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within 15 days after contract award.
(d) The Government may require additional performance and payment bond protection if the contract price is increased. The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bonds or to obtain additional bonds.
() (e) The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States. Treasury Circular 570 is published in the Federal Register, or may be obtained from the:

Section L - Instructions, Conditions, and Notices to Bidders
Summary of Clause Changes:
Clause 52.228-1 is incorporated as follows:
FAR 52.228-1 Bid Guarantee. (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 3 percent of the bid price or $3,000,000.00 whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 15 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
