ANSWER: Drawing is provided with the GFE and will be provided to the Contractor when the GFE is received by the Government. For reference to a similar installation on NOAA Ship SHIMADA, please refer to Reference 5.3.2.9 Sheet 15.
9. QUESTION: Work item 5.11, paragraph 5.11.4.5 calls out to dry ice clean the bow thruster drive cabinet. We have contacted the company you provided in the specifications (Irby). Irby has contacted Rockwell and they are not familiar with this process. Our in-house electrical department states that dry ice cleaning should not be done on a VFD drive cabinet. Generally, dry ice cleaning is used to clean electrical windings in place.
ANSWER: Specification has been modified to clarify the cleaning requirement.
10. QUESTION: Work Item 5.11, paragraph 5.11.4.2.4 states to clean the shore power transformer located in the winch room. According to the 480 VAC SWBD Placard located on the front of the switchboard, there is no such transformer.

They are working on the bid, but they said the lead time is going to be 10-12 weeks. Also, the holidays will be a factor affecting delivery.
Shipping on a ship will be another 5-6 weeks. Air freight is an option but will be costly.
ANSWER: The specification has been updated at 5.22.2.1 and the items have been added to G.3, CAR 1352.245-70 GOVERNMENT FURNISHED PROPERTY (APR 2010) of the solicitation.
13. QUESTION: I would like to double check something with you regarding the coatings specifications on the NOAA Pisces. Reading the drydock specifications for the Pisces, it states that all surface preparations must be done by a QP-1 certified contractor. Will NOAA accept a NACE inspector to perform the surface preparations?
ANSWER: Where QP-1 is not specified, NACE is acceptable.
14. QUESTION: For the Subcontracting Plan Outline, could you tell me if it is required, and if so could you advise where we should insert it in our package? The instructions do not outline if this document goes in Volume I or Volume II.
ANSWER: A Subcontracting Plan is only required from large businesses, and only if they are being awarded a contract. It is not required with the proposal but, if the large business is the proposed awardee, they must submit the plan quickly so it can be reviewed and approved prior to contract award because it is actually incorporated into and made a part of the contract.
15. QUESTION: We would like to confirm, if we submit CPARS reports do we need to still have the Past Performance Questionnaire completed.
ANSWER: No. If you do not have actual copies of the completed CPARS, you may submit solicitation Attachment J.3 with the relevant information and we can download the reports from the CPAR System (CPARS).
