About this file

This document is a Non-Preferred Ingredient List issued by Dallas Independent School District (DISD) Food and Child Nutrition Services, establishing ingredient standards for the procurement of nutritious snack foods. The list identifies prohibited ingredients aligned with Texas Legislative Bill #314 and applies to all food products submitted for consideration in the district-wide snack food purchasing program. Vendors submitting bids must ensure their products comply with this clean label ingredient review by avoiding all specified non-preferred ingredients, which include artificial colors, artificial flavors, synthetic food dyes, specific antioxidants (BHA, BHT, Propyl Gallate, TBHQ), emulsifiers (BVO, CMC, Polysorbates), certain sweeteners (HFCS, aspartame, saccharin, sugar alcohols), flour treatment agents (azodicarbonamide, bromated flour, potassium iodate), mycoprotein, and bisphenol A (BPA) in packaging. For products containing caramel color, vendors must specify the caramel class upon bid submission for FCNS review.

The contract opportunity for which this ingredient list applies is a one-year agreement with two successive one-year renewal options, not to exceed three years total, for the delivery of snack food products to the Dallas ISD Food Services warehouse. The procurement is conducted in accordance with Title 2 of the Code of Federal Regulations Part 200, USDA, and Texas Department of Agriculture requirements, with funding derived from federal, state, local, and grant-funded programs. Either party must provide written notice ninety days prior to expiration if renewal is not intended, after which any remaining renewal options terminate automatically.
