SURPASS

Amendment 7 – PHASE ONE REVISION TO SUBMISSION INSTRUCTIONS AND DUE DATES

This Amendment changes the proposal submission process and due dates for Phase One in the following manner.

Phase One:

Vendor’s Phase One proposal submission are only to include the following sections of Volume One and a newly added Volume One sub-factor:

VOLUME ONE:

• TAB A. General Information o Cover Page to include: Solicitation Number, Project Title, Company’s UEI/ DUNS

Number, Cage Code, Tax ID number, Principle points of contact, EMAIL ADDRESS, mailing address, phone numbers, etc.

• TAB B: Factor 1 – Technical Section o Sub-factor 4: Qualifications.

o Sub-factor 5: Cyber Security (FedRAMP) o Sub-factor 8: Solution Identification Summary (Added sub-factor)

Please provide a ‘Solution Identification Summary’ chosen from the following 3 choices:

Choice One: COTS Solution– Commercial-off-the-Shelf o Definition: A COTS solution is a cloud-based Loan Origination System (LOS) product offered by a single software manufacturer. The manufacturer’s product meets all requirements as stated in the 12SAD122R0003 SURPASS solicitation and does not require any additional software products to meet the requirements.

o Provide brief details, not to exceed 200 words.

Choice Two: COTS Integrated Solution o Definition: A COTS Integrated Solution is a solution that provides a cloud-based solution that uses products from several different software manufacturers that are tightly integrated working seamlessly together to meet all requirements as stated in the 12SAD122R0003 SURPASS solicitation.

o Provide brief details, not to exceed 200 words.

Choice Three: OTHER o Provide a brief explanation/details of your solution if not utilizing Choice One or Choice Two above. (Details are not to exceed 200 words.)

No other factor or sub-factor information is to be included in the Phase One proposal submission.

Phasing will enable USDA to determine the number of eligible Service-Disabled Veteran Owned small business concerns first, per cascading criteria, and move on to small business concerns, if applicable, and then to other than small business (large business concerns), if applicable, as per the original RFP cascading instructions.

Phase Two:

• Vendors eligible to move forward to Phase Two proposal submission will be emailed a notification from the CO to submit a Phase Two proposal.

o Phase Two proposal Volume One is to include all the information required in the RFQ instructions and per amendments except for the information provided in the Phase One proposal as below:

TAB B: Factor 1 – Technical Section

1. Sub-factor 4: Qualifications.

2. Sub-factor 5: Cyber Security (FedRAMP)

3. Sub-factor 8: Solution Identification Summary (Added sub-factor)

Due to this Solicitation changing to Phase One submission instructions:

• Questions will be due August 23, 2022 @ 3pm EST pertaining to only:

o TAB B: Factor 1 – Technical Section

Sub-factor 4: Qualifications Technical Section Sub-factor 5: Cyber Security (FedRAMP) Sub-factor 8: Solution Identification Summary (Added sub-factor)

• Proposals:

o Phase One proposals are due August 29, 2022 at 3pm EST from all Vendors o Phase Two proposals due date will be provided by the CO for the selected vendors moving on to Phase Two, as notified by the CO.
