SURPASS

Amendment 11 – Questions and Answers for Amendment 8 ONLY

1. Amendment 8 could have a material impact on a “higher tiered” offeror if that offeror is the only entity that submits a qualified proposal for the applicable solution. For instance, if Company ABC is an SDVOSB who submits a compliant and qualified proposal, the government could choose not to consider proposals at that tier unless a thee additional

SDVOSBs submit proposals, 2 of an alternative solution type, and one the same as ABC’s.

This would have a material impact on the higher tiered prime contractors, costing those submitting a proposal an opportunity for award solely because other entities did not submit the right mix of proposals at that tier. Moreover, it is not at all clear why one type of proposal should not be considered if another type of solution is not also proposed. We request that the government reconsider its position, and that the government commit to evaluating proposals at the tiers set forth in the Solicitation, provided at least two offerors submit qualified proposals at the applicable tier, irrespective of the type of solutions proposed. Thank you for your consideration.

Government’s Response: The Government is soliciting proposals for a Commercial-off-the-Shelf solution (COTS) and/or a COTS Integrated Solution to meet the requirements for

SURPASS.

The decision to include two potential solutions in the SURPASS solicitation was driven internally by the lack of a definitized solution for SURPASS (COTS or Integrated COTS) and the need for the RD to align the SURPASS solution with USDA’s Cloud First or Cloud

Smart Strategy.

The SURPASS system functionality and overall system requirements are comprehensively defined in the Performance Work Statement (PWS). However, the environment or the way the solutions would be deployed to RD and the uncertainty of the cost, time, and overall process to achieve FedRamp certification for any proposed solution remains unknown which increases the risk to the RD.

Therefore, the rationale for requiring Offerors to submit proposals for either Alternative is intended to increase the probability of the number of viable options for evaluation. This approach is intended to yield innovative solutions that are cost effect and offer the most flexibility in meeting the Governments requirements.
