Amendment 6 – Responses to Vendor Questions
84) Given the fact that all answers to questions haven’t been posted, would you consider extending the due date of Phase I to allow at least a week to review answers.
Government’s Response: Yes. See Amendment #5.
85) Is USDA also looking for a POS system that enable applicants initiate the loan application?
Government’s Response: Yes. We are looking for a solution that can Intake an applicant’s information using a web browser from any device. Please see section Focus Area 1: Development, Modernization and Enhancement (DME) 1.1.2 CUSTOMER

86) Please specify if there are any other integrations that USDA is expecting LOS to interface with besides the ones called out in the solicitation.
Government’s Response: The PWS SURPASS Task Order One defines the minimum External Data Interfaces required for the Minimal Viable Product (MVP).
87) Can USDA extend the proposal submission date by a week?
Government’s Response: See the answer to question 84 above.
88) Is customer facing online point of sale (POS) application in scope of this RFP? POS enable borrowers to submit the application online, track the progress of the application on demand, communicate with the USDA users seamlessly, upload documents, etc.
Government’s Response: Yes. See answer to question 85 above.
89) Please specify if there are any other integrations that USDA is expecting LOS to interface with besides the ones called out in the solicitation. Please provide the complete list.

90) Can USDA extend the proposal submission date by a week?
Government’s Response: See the answer to question 84 above.
91) Cloud solution comes in different configurations (a) hosting the application in USDA RD’s own cloud (if there is one), (b) application hosted and fully managed by the offeror in SaaS configuration, (c) application hosted and fully managed by the offeror in dedicated instance configuration (not shared with other clients). What is the Cloud configuration expected for this program?
Government’s Response: The Government is seeking a cloud-based solution that utilizes COTS and/or COTS integrated solution that meets all security cloud requirements including obtaining FedRAMP Authorization status for non-FedRAMP’d solutions as applicable
92) Please elaborate on current eForm system in place and its functionalities?
Government’s Response: The Government is not seeking to use or recreate the current eForm process. The Government is looking for a modern solution consistent with industry best practices for customer engagement throughout the loan origination process.
The current eForms provides Agency forms for packagers as a means to submit an application in an automated fashion. An application is submitted via eForms, then an email notification is distributed to the RD office in the geographic area selected by the submitter. That RD office reviews the submitted application for completeness (if more documentation is needed, a request is sent back to the submitter, otherwise the application is accepted as enough to begin the application process and an .xml file of the 1003 data is automatically sent to the current UniFi LOS for application importing. The vast majority of applications do not use the eForms process.
93) How does the external loan packagers submit applications in eForms?
Government’s Response: See answer to question 92 above
94) Is eform system using MISMO 3.4 format?
eForm process. eForms uses 3.2 with additional inclusion for household member data that is not in this version of the 1003.
95) What kind of transactions happen between eForms and UniFi? Example: Does eForm show the status of the application as it gets processed in UniFi?
Government’s Response: See answer to question 92 above
96) The table here has a row “BitBucket Data Center” for source code repository. Source code is Intellectual Property (IP) and cannot be shared. Please elaborate on the expectation of this requirement?
Government’s Response: The Government would own all IP custom developed and/or configured specifically for this project. Any COTS software included in the solution would be licensed according to common software licensing practices. See FAR 52.227- 19 Commercial Computer software license.
97) How is UniFi currently integrated with the loan servicing system?
UniFi integration methodology with LoanServ. The Government is looking for a modern LOS that uses a modern integration methodology. PWS Task Order One provides requirements about the interface and calculation between the new LOS and legacy systems. UniFi currently uploads application data to the loan servicing system (LoanServ, a FiServ product) 5 times a day, each weekday.
98) Transition would not include migration of loans and data from UniFi to the new LOS. On the go-live data, all new loans would be originated in the new LOS. Is this acceptable?
Government’s Response: No. In PWS SURPASS Task Order One in SCOPE OF WORK, Section 1.1 Specific Tasks or Requirements, Focus Area (FA) 1: DEVELOPMENT, MODERNIZATION, AND ENHANCEMENT (DME), paragraph F. DATA MANAGEMENT requires the migration of data in UniFi Pro Mortgage system to the new solution
99) Expectation is to kick-off the program within 5 days of award date and provide all the details including scope and time. Are there already a set of user stories that USDA RD Product Owner has compiled and can be shared? The user stories need not have the final details but high level info would suffice. This will help us in determining the scope and timeline more accurately.
Government’s Response: The RFQ and PWS Task Order One contain details about the Government’s requirements. The Government expects that the awardee will work with Government personnel to develop the user stories necessary to implement the MVP requirements.
