AMENDMENT ONE: CHANGING TO 2-PHASE PROPOSAL SUBMISSION

This Amendment changes the proposal submission process in the following manner to reduce hardships on proposing vendors:

Proposals Submissions are changed from a single-phase submission to a two phased submission.

The two phases are as follows:

• Phase One:

o Vendor’s first phase proposal submissions are only to include the following sections of

Volume One.

o TAB A. General Information

Cover Page to include: Solicitation Number, Project Title, Company’s UEI/ DUNS Number, Cage Code, Tax ID number, Principle points of contact, EMAIL ADDRESS, mailing address, phone numbers, etc.

o TAB B: Factor 1 – Technical Section Sub-factor 4: Qualifications.

o TAB B: Factor 1 – Technical Section Sub-factor 5: Cyber Security (FedRAMP)

No other factor or sub-factor information is to be included in the first phase proposal submissions.

Phasing will enable USDA to determine the number of eligible Service-Disabled Veteran Owned small business concerns first, per cascading criteria, and move on to small business concerns, if applicable and then to other than small business (large business concerns), if applicable.

• Phase Two:

o Vendors eligible to move forward to Phase Two proposal submission will be emailed a notification from the CO to submit a phased two proposal o Vendor’s second phase proposal submissions are to include all the sections of Volume One and Volume Two except for TAB B: Factor 1 – Technical Section

• Sub-factor 4: Qualifications.

• Sub-factor 5: Cyber Security (FedRAMP)

Due to this Solicitation changing to phased submissions, Questions pertaining to only TAB B: Factor 1

– Technical Section Sub-factor 4: Qualifications and TAB B: Factor 1 – Technical Section Sub-factor 5: Cyber Security (FedRAMP) will be due August 10, 2022 @ 3pm EST.

Phase One proposals are due August 18, 2022 at 3pm EST from all Vendors

Phase Two proposals due date will be provided by the CO for the selected vendors moving on to phase Two.
